SUBJECT: Street Lighting — Silverbrook Project
MEETING DATE: August 20, 2007
BACKGROUND: The Silverbrook development has prepared a street lighting plan for their project. The
developer has asked for permission to vary the design of the street lighting system from the City's
conventional subdivision street lighting standard to one that provides a lower light level.. The intent of this
design is to create an environment where night lighting is less intrusive upon the residents. In proposing
this change the developer underscored their intent that the entire street lighting system would be operated
and maintained by the Silverbrook project homeowner association at no cost to the City.
This change was reviewed by City Council on July 1 6d'. The consensus of council opinion was
that the requested change was not detrimental and a variance request would be viewed favorably upon.
submittal at a regular council meeting. Staff has reviewed the variance request and is in agreement that
the proposed change is not detrimental. In addition, by considering this request as a standalone item for
this PLTD project, the design variance does not alter the City's basic design standard for subdivisions.
RECOMMENDATION: Staff recommends approval of the requested street lighting design variance for
the Silverbrook project.
ACTION REQUESTED: AT CITY COUNCIL MEETING OFAPRIL 16, A MOTION TO APPROVE
THE REQUESTED STREET LIGHTING DESIGN VARIANCE FOR THE SIL VERBROOK
PROJECT.

Re: Silverbrook Estates Street lighting Plan
CTA Landworks submitted a proposed Street Lighting Plan for Silverbrook
Estates to the Public Works Department for review on July 6, 2007. Staff
reviewed the submittal for conformance to the Standards for Design and
Construction. A letter dated July 12, 2007, to CTA Landworks describes how
their lighting plan deviated from the City standards.
On July 16, 2007, the proposed Street Lighting Plan for Silverbrook Estates
was discussed with City Council during a work session. Public Works staff
described how the proposed Street Lighting Plan deviated from the
Standards for Design and Construction. CTA Landworks described how their
proposed street lighting plan would more closely meet what they envision for
the Silverbrook Estates neighborhood.
The street lighting for Silverbrook Estates will be owned and maintained by a
Home Owners Association.
This is a request that the Street Lighting Plan for Silverbrook Estates be
approved based on the consensus of the attendees at the City Council work
session on July 16, 2007. The approval will only be for this project and will
not be considered as a change in the Standards for Design and Construction.
