Hansz, PE, Public Works Director/City Epgine i DATE: June 13, 2007 f Highlights of monthly activity for the operating divisions of the Public Works + y y p � Department for the month of May 2007 are as follows: ENGINEERING DIVISION En,zin eertnz & Design * The City's contractor completed all items on the Grandview Lift Station. Force Main Replacement Project. • The City's contractor substantially completed the bid items on the Fairway Boulevard Lift Station Force Main Replacement Project. • Attended an informational meeting regarding trenchless water main rehabilitation. • Attended a Workplace Communications class at FVCC. • Supported MDT preconstruction meeting for Reserve Loop project. • Supported Kalispell TAC meeting to review area transportation projects. ■ Conducted biweekly technical review meetings for Facility Plan update project. • Reviewed Kalispell bypass project status With MDT design consultant. • Conducted status review for remaining facilities on Old School Station project. • Reviewed utility design for Springbrook project. • Conducted technical review of Upper Zone water tank/Westview well project. Obtained final ROW easement for this project. • Reviewed status of Flathead TMDL with our consultant. • Attended site review meetings held on Thursday. Pro,ct Man agem en t • Prepared design and easement for the Office Solution sidewalk and curbing improvements. * Prepared Street Overlay Bidding Documents. • Prepared petition for City garbage service for the Buffalo Stage Phase I Subdivision. • Met with Eagle Transit representative to discuss new City bus route. • Met With School District 5 representative to discuss easement acquisition for the new Storm Drain Project. This was a cooperative safety project between CenturyTel and the City. ■ Fairway Boulevard Stormwater Infiltration Trench. Project completed. Surveying • Continued field surveys for 2007 utility updates. • Attended Height Mod Executive Committee meeting in Helena. • Updated index pages for reap books -- continue to update books. • Began research for north area map expansion. to interface with Zoo? Facility Study area. • Continue to plot large maps for various purposes. • Continued map follow-up with PLSS corner work. • Finished spring projects with FVCC work/study student. WATER RESOURCE DIVISION Wastewater Treatm en t * 156 Work orders were completed during the month of May. • 425 Lab tests were performed during the month of May. • 247.32 Tons of Biosolids were transported: 1. 203.23 Tons to Glacier Gold 2. 44.09 Tons to Flathead County Landfill. • Permit Report for April 2007: There were no permit violations. Water Production • Produced 121 M gallons of water: 40 M gallons upper zone and 81 M gallons lower zone. • Injected 433 gallons of sodium hypochlorite, 12% solution to maintain an average chlorine residual of 0.35 PPM throughout the system. • Continued daily monitoring of all pump stations and routine maintenance on all pumps, motors, chlorination equipment, analyzers, grounds, buildings, controls, testing, water sampling, and record keeping. • Installed new drain systemr. for Inline Turbine pumps and moved turbidity meter at Noffsinger Springs per request from DEQ. • Replaced chlorine pump at the Armory Well. • Replaced lock on the chlorine room at the Armory Well. • Trained new employees. • Trouble shot variable frequency drive at the Grandview Pump Station. • Reviewed plans and specs for the Spring Brook well. ■ Monitored construction at the Armory Well and Old School Station Well. • Held weekly safety meetings. Water Main ten an ce & Repair • Completed a 14014" water tap on Husky Street. • Replaced sidewalk at end of South Woodland Drive, Scotty's Bar, and at 1020 1" Avenue East. • Repaired service lines at 736 1't Avenue East, 940 1" Avenue East, 620 15t Avenue East, 1313 34d Avenue East, and 8th Avenue EN & East Washington. Water Maintenance & Re air continued... • Repaired curb box at 40 Honeysuckle and at Woodland Floral. • Worked on valves at Lowe's. • Held weekly safety meetings. SewerlSto rm System Main ten an ce • Continued video and jet cleaning of sewer lines - Monday through Thursday. • Performed weekly maintenance of twenty-six lift stations each Friday. • Meld weekly safety meetings. MAINTENANCE & CONSTRUCTION DIVISION Street Maintenance & Repair • Continued general operations and maintenance of City streets and alleys. • Attended two day class for road preparation and grader and fork lift certification. • Scheduled and completed repairs on Stillwater Road. • Crack sealed taxi ways on City Airport and West Oregon Street. • Assisted the Solid Waste Division and the Parrs Department with paving bridge in Woodland Park. • Paved yard area around new building and utility lines. • Held weekly safety meetings. Solid Waste Collection • Delivered 9 containers to new customers: 1-90 gallon, 2-100 gallon, 4- 300 gallon, Z - 400 gallon, 0- 2 Yard Steel Dumpster. * Repaired 8 containers: 4— 90 gallon, 0- 100 gallon, 2--- 300 gallon, 2— 400 gallon and responded to 11 violations. • Continued weekly garbage service and alley cleanup. • Continued pruning in City alleys. • Continue training operator from Street Division on the side -arm truck. • Held weekly safety meetings. Traffic ►Simon s & Si al s * Continued regular maintenance of signals, signs, luminaires, barricades, sight obstructions, Airport lighting, alley lighting. • Replaced one cross -walk sign at 8th and 3 d Avenue East. * Installed new pole and breakaway and "Stop" sign at Trump Drive and Empire Loop. • Installed two handicapped signs and pole at 820 6t" Avenue West. • Began replacing pedestrian head bulbs with LED fixtures. * Replaced stolen parking signs by Flathead High School. Traffic S'i n s& S i n als continued.. . • Changed out LED Pedestal Heads on I" Avenue East & 4th Street East, 1" Avenue East and 2nd Street East, and at Center and I" Avenue East. ■ Reset numerous pole bases in the downtown area. • Continue to replace faded "Stop" signs. • Fabricated sign for the Street Division for Stillwater Road closure. • Installed breakaway and pole in the O'Neil Parking for Parking Commission. • Painted handicap curb and symbols in the downtown area. • Marked location of new crosswalk at Meridian Road and Appleway Drive. ■ Signed and barricaded for Hazmat situation for the IPD and the Fire Department. ■ Hung Hockaday, Central School Museum and the Conrad Mansion banners in the downtown area. ■ Dug new base and installed breakaway and pole at Summit Ridge and Hwy 93 North for "Stop" sign. • Delivered candles for the KPD at the high school for drunk driving demos. ■ Weekly safety meetings held. Total — 64 ■ Continued regular maintenance of City vehicles and machinery. ■ Replaced alternator on police car. ■ Installed rear plastic seat, window guard, and stop sticks on police car. ■ Made two service calls on the Parks' stump grinder. ■ Repaired flat tire and replaced wheel bearings on deck wheel of Parks' mower. • Service call to Whitefish — replaced coolant filter on the WWTP Kenworth. ■ Replaced tailgate switch, repaired wiring, and removed snow plow on Water Division's tandem. ■ Service call — replaced starter motor on the fire truck. ■ Replaced blown up engine in the Police car. ■ Replaced broken fuel hose on the Parks' stump grinder. • Repaired lights, throttle cable, broken grille, and headlamp on the Parks' tractor. • Repaired grabber cylinder leak on the garbage truck. ■ Replaced accessory belt and repaired fuel gauge on the sweeper. • Repaired foam system electric motor on the Smeal fire truck. • Replaced tie rod ends and water pump hose on the Elgin sweeper. • Replaced windshield in the PD school travel car. . * Repaired transmission shift linkage on the PD vehicle. • Replaced muffler and exhaust pipe on the Parks' pickup. • Tightened loose belts and rechecked oil leak on the garbage truck. • Held weekly safety meetings. BUDGET RESOURCE DIVISION Bud et Administration & La ital Pro rams • Began working on the Public Works FY 07-08 Budget Presentation to City Council. • Reviewed Council directed action items on. the Transportation Impact Fee Deport with consultant. • Worked with the Facility Plan consultant on the Capital Improvement Plan. • Attended a Communicating Up seminar. • Submitted requested WWT data to DEQ for SRF approval. ■ Completed an updated progress report on Public Works Capital h-nprovement Program for a grant that Community Development is working on. • Sent letter to the Impact Fee Advisory Committee members outlining the status of the Transportation Impact Fee. Assessment Systems �nrri�irir • Continued to work with the Water Meter Maintenance Division to resolve issues of unauthorized water connections, unmetered water usage, and no water meter access. • Worked with customers and utility clerks to resolve utility billing issues. • Continued to update data files for assessment funds. • Completed maps and spreadsheets With mailing label set up for garbage petitions for Buffalo Stage areas for solid waste service. • Designed new organizational chart. • Completed identifying missing and inaccurate assessments. Utility Rate Administration rrrrrrrrr����rrunrrirrr��rrr ■ Tagged 67 delinquent accounts on the east side of Kalispell. • Meter maintenance and change out on going. • Repaired and/or replaced 72 meters. • 93 Final readings were completed. • 42 Water meters were distributed for new water accounts. ADMINISTRATION • Processed and posted 269 work orders for the month of May. • Conducted interviews for a Sewer Operator position with the Public Works Sewer Division on May 7th. The position was awarded to Jack Youngbuck With a starting date of June 4th. • Conducted interviews for a Water Operator position with the Public Works Water Division on May 17th. The position was awarded to Charles Waldahl. with a starting date of June 4th . • Conducted interviews for a Street Operator position with the Public Works Street Division on May 31 St. • Continue to work with Water Division personnel to resolve water service line leaks and meter placement issues. ADMIINIS'T ,4 TION continued, . . • Typed, edited, and complied information for the City's 2007 Street overlay Project going out to bid in June. • Assisted in processing the new Stormwater Permits for new developments. • Attended Human Resource Bootcamp on May 30th -- Topic was wage and Hour --- Minimum. wages & overtime Requirements, overtime Exemptions, and working Time. ■ Completed tallying the Public Survey Questions on Stormwater received back from. residents. Received 1,147 responses. • Processed personnel for random drug and alcohol testing. • Provided Confined Space Entry Policy and Procedure to the Fire Department. • Compiled data for monthly activity report.
