The FCEDA Rail Park subdivision creates twenty (20) lots intended for rail -served industrial business. Section 28.2.06 (E.7) of the Kalispell Subdivision Regulations allows the subdivider to request a two-year extension of the preliminary plat. The original preliminary plat for FCEDA Rail Park was approved on May 5, 2014 by the Kalispell City Council subject to twenty three (23) conditions, and is set to expire on May 5, 2017. The approximately 41 acre project site is located at the former McElroy -Wilkins gravel pit located on the east side of Whitefish Stage Road, north of East Oregon Street and west of East Oregon Lane. The property can be described as Tracts 4, 513A, 513, 301CA, 301B and 30S in the NW4 & NW4 NE4 of Section 8, Township 28 North, Range 21 West, P.M.M., Flathead County, Montana. RECOMMENDATION: It is recommended that the Kalispell City Council approve Resolution 5807, a resolution granting a two-year time extension of the FCEDA Rail Park Subdivision, described as Tracts 4, 513A, 5B, 301CA, 301B and 30S in the NW4 & NW4 NE4 of Section 8, Township 28 North, Range 21 West, P.M.M., Flathead County, Montana. FISCAL EFFECTS: Positive impacts once fully developed. ALTERNATIVES: As suggested by the City Council. WHEREAS, the city council of the City of Kalispell granted preliminary plat approval for the Glacier Rail Park Subdivision on May 5, 2014; and WHEREAS, Kimberly Morisaki, on behalf of Flathead County Economic Development Authority (FCEDA), has requested a two-year extension to the preliminary plat of Glacier Rail Park Subdivision due to funding start up requirements; and WHEREAS, good cause exists for the request for extension by FCEDA and it is in the best interests of the city that the extension be given. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL, MONTANA AS FOLLOWS: SECTION 1. That the application of FCEDA for a two-year extension of the preliminary plat of Glacier Rail Park Subdivision, Kalispell, Flathead County, Montana is hereby approved.
