Resolution 5202 - Adopts Parks & Recreation Comprehensive Master PlanRESOLUTION NO.5202
A RESOLUTION TO ADOPT THE RECOMMENDED "KALISPELL PARKS AND
RECREATION COMPREHENSIVE MASTER PLAN".
WHEREAS, the Montana legislature, through to MCA 7- 1.4124, has given the City of
Kalispell, as a general powers city, the obligation and the authority to set policy
and plan for public resources to serve the needs of the public; and
WHEREAS, it is prudent for the City Council to promulgate, review and approve a
comprehensive master plan for the City's parks and recreation programs; and
WHEREAS, early in 2006 the City contracted with consultants from MIG, Inc. to provide the
professional assistance for the formulation of a comprehensive master plan for the
City's parks and recreation programs and MIG, Inc., with the assistance of the
Kalispell City Parks and Recreation Staff, and with considerable public input
from surveys, completed a draft comprehensive master plan in November, 2006;
and
WHEREAS, on the 13th day of March, 2007 the Kalispell City Planning Board in its regularly
scheduled public meeting considered and reviewed the draft parks and recreation
comprehensive master plan; and
WHEREAS, on the 16"h day of April, 2007, the City Council resolved to adopt a
comprehensive parks and recreation master plan for the city, directed that the
draft comprehensive plan be published and called for a public hearing. The draft
plan was published on the City's website and made available to the public at the
City Clerk's office; and
WHEREAS, on the 71h day of May, 2007 a public hearing was held before the City Council
regarding the draft parks and recreation comprehensive master plan; and
WHEREAS, upon review of the draft Kalispell Park and Recreation Comprehensive Master
Plan, consideration of all evidence provided by the public, both oral and written,
the City Council finds that the draft plan, as presented, is in the best interests of
the citizens of Kalispell and an appropriate and valuable tool for the City to adopt
and utilize as direction for future planning and investment in the City's Parks and
Recreation program.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL of THE CITY of
ALISPELL AS FOLLOWS:
SECTION I. That pursuant to the powers vested in it by the Montana State Legislature,
the City Council of the City of Kalispell hereby adopts the draft Kalispell
Park and Recreation Comprehensive Master Plan and such plan shall
become effective immediately,
SECTION II. The Kalispell Park and Recreation Comprehensive Master Plan shall be
made available to the public upon request at the offices of Kalispell Parks
and Recreation.
