Public Works Director/Ci DATE: April 18, 2007 Highlights of monthly activity for the operating divisions of the Puui1%, vv V1X6 Department for the month of March 2007 are as follows: ENGINEERING DIVISION E in eerin & Design • Continued bi-weekly facility planning technical reviews • Reviewed status of old School Station water/sewer extensions with engineer and developer. • Conducted pre -bid meeting for generator replacement project. • Conducted technical review with consultant for transportation plan update. • Coordinated water rights application development with engineering consultant and reviewed application prior to submittal. • Supported extended work session with Kalispell TAC to review transportation plan update. • Reviewed City website modifications and enhancements with website developer. * Met with facility personnel from KRMC regarding their proposal to drill a new well in close proximity to the City's existing Buffalo Hill well. ■ Coordinated extension of water and sewer mains west from the intersection of West Reserve Drive and Stillwater Road with engineering firm. In addition, coordinating the installation of the water main in West Reserve Loop from Fire Station 62 westward to Treeline Road. • Continuing dialog with engineering firms regarding proposed Willow Creek Subdivision, Silverbrook Subdivision, and the Starling Development of section 35. • Supported conference with developer of Glacier Town Center Mall. • Conducted hid opening for the new emergency generators. No bids received. Will revise the project manual and will re -bid in April. • Negotiating a scope of work for design of Lift Station #1 Replacement. • Hosted a pre -construction conference for West View Subdivision, Phase I1I. • Hosted a pre -design conference for Foxtrotter Meadows Subdivision. • Coordinating utility construction issues for the Town Pump remodel project at the corner of U.S. Highway 93 South and Cemetery Road. Erin eerin D esian can tin u ed. . . • Hosted a pre -design conference for a new intersection at Stillwater Road intersection with LHC's driveway to the north. • Conducted pre -bid conference for the AWWTP Expansion Project. • Received and open bids for the Grandview Pipe Burst Project. The project was awarded to Murphy Pipeline Contractors, Inc. The Contractor began worm on March 28". • Participated in asset management software training (IWORQ) in Post Falls, Idaho. • Participated in training on "Legal Issues for Engineers" - class held in Helena. • Supported kick-off meeting for the Safe Routes to School Committee. The meeting defined the beginning of the pilot studies that MDT is completing for the State Safe Routes to School Program. • Attended weekly site review meetings held on Thursday. Proiect Management • Completed 2007 Sidewalk & Curb contract. • Attended onsite meeting for Glacier Bank Streetscape. • Completed field work on Hwy 93 North for office Solution's sidewalk request. • Continue to evaluate NW Storm Drain Project.. • Conducted miscellaneous field inspections. ■ Continue to assign addresses and street names. • Conducted preconstruction meeting for the CenturyTel Parking Improvement Project. • Continued assignment of addresses and street names. Construction Ala n akem en t • Documented and monitored progress on outstanding SIAs throughout Kalispell. • Met with engineer and contractors for the Aspen Creek lift station to address punch list. • In early March, the spring melt caused the usual runoff from the frozen ground. While the event was not without problems, it was addressed much better than last year. WATER RESOURCE DIVISION Wastewater Treatm en t 134 - work orders were completed during the month of March. ■ 422 - Lab tests were performed during the month of March. • 493.53 Tons of Biosolids were transported: 1. 43 6. 69 Tons to Glacier Cold Z. 56.84 Tons to Flathead County Landfill + Permit Report for February 2007: There were no permit violations. The total monthly flow was 79.01 million gallons, with an average daily flow of 2.822 million gallons (design flow is 3.1 mgd); the peak flow was 3.2 million gallons on February 20th. 0 Weekly safety meetings were held. ,'*orm rWatpr • Stormwater drainage design, review, field visit, and comments for: 1. Willow Creek: reviewed subdivision report and made comments. 2. Flow calculation review for the Eastside Brick. 3. Met with engineer regarding drainage calculations and treatment for the Starling Meadows Subdivision. 4. Reviewed drainage calculations for the Diamond Ridge Subdivision. 5. Located storm pipe under existing building for the Double J Motel add on. 6. Completed survey with the Project Manager for the installation of sidewalk along Hwy 93 North at office Solution Services site. • CIP projects: 1. NW Drainage: Worked on calculation for runoff and CAD drawing. 2. Worked on the Cost Estimate. • Phase II-MS4 l . Stormwater ordinance: Council meeting on March 191h -- approved on 1 't reading. 2. Generated vendor list for public to get BMPs. 3. Developing BMP field check list for land disturbance in the City Less Than one Acre. 4. Created two training sessions for the public to attend to outline BMPs and new City ordinance. Working with the State DEQ and FBA.. 5. Finished Home Builder Pollution Prevention handout. 6. Water Production • Produced 79 M gallons of water: 21 M gallons upper zone and 58 M gallons lower zone. • Injected 281 gallons of sodium hypochlorite, 12% solution to maintain an average chlorine residual of 0.35 PPM throughout the system. • Continued daily monitoring of all pump stations and routine maintenance on all pumps, motors, chlorination equipment, analyzers, grounds, buildings, controls, testing, water sampling, and record keeping. • Serviced all standby generators. Water Production con tin aed .. . • Monitored construction of old School Pump Station, Silverbrook Well, and the S" water main at the Armory Well and Milton Inn. • Diagnosed pump switch and control problems at the Buffalo Booster Station. • Grandview pump and motor are down for replacement. • Worked on LT2 testing data with Water Resource Manager. • Repaired the gate at the Buffalo Hill well site. • Held weekly safety meetings. 1MAINTENANC.E & CONSTR UCTION DI VISION Street Main ten an ce & Repair • General operations and maintenance of City streets and alleys. ■ Worked on the heater in the shop. • Maintained frost heaves on City streets. • Run off control at Buffalo Hill Golf Course and other streets throughout the City. Worked on the water line in the City yard. • Hauled material to the City Airport. • Prepped and hauled equipment for auction. • Held weekly safety meetings. Water Maintenance & Repair • Held weekly safety meetings. ■ Repaired fire hydrant at West Idaho and 1 't Avenue WN. • Dug and replaced curb box and rod at 625 7th Avenue East and at404 3rd Avenue East. • Repaired water mains at 2"d Avenue West and at I "t Street West, north of Lowe's, and at 121 Financial Drive. • Repaired 1" water service at our cold storage located on Airport Road. • Dug and repaired service line at 1576 Condor and at 920 1 St Avenue East. • Completed Water taps at 723 5'h Avenue East - S"x 4" and 8"x 6" taps; Famous Dave's - 12"x4"tap. • Relocated 6" water main in the City yard. • Did valves at 4 Mile Drive and at Four Corners South. • Attended classes -- Topics were "Don't Stress" and "Retention". Seer/Storm S stem 1 Main ten an ce • Continued video and jet cleaning of sewer lines W Monday through Thursday. • Performed weekly maintenance of twenty-six lift stations each Friday. • Held weekly safety meetings. Solid Taste Collection • Delivered 9 containers to new customers: 1---90 gallon, 1-100 gallon, 6- 3 00 gallon, 1 W 400 gallon, 0- 2 Yard Steel Dumpster. ■ Repaired 4 containers: 3 --- 90 gallon, 0- 100 gallon, 0 ---- 300 gallon, 1— 400 gallon and responded to 7 violations. • Continued weekly garbage service and alley cleanup. • Continued pruning in City alleys. • Continue training operator from Street Division on the sidearm truck. • Held weekly safety meetings. Traffic Siyn s & Sian als • Continued regular maintenance of signals, signs, luminaires, barricades, sight obstructions, Airport lighting, alley lighting. • Installed new street signs in some outlaying areas. • Put temporary stop sign at 3 Mile Dr and Stillwater Road. • village Greens area done with street name sign update. Waiting for parts to finish off Buffalo Stage, Glacier Commons and Grandview Dr. • Replaced numerous signs down due to wind and vehicle damage. • Fabricated sign for Treeline Road and Hwy 93 North. • Barricaded parking for the Parks Department's tree trimming. • Replaced "Stop" sign at East Nicklaus and West Evergreen Drive. • Barricaded for the St. Patrick's Day Parade on March 17"'. • Attended seminar in Helena on the new controllers for the State. • Installed sip new "Stop" signs and bases that were destroyed by accidents. • Painted curb yellow by Legends Field rz 3rd Ave W. • Made street name signs for Stillwater Three Mile Drive. • Replaced numerous faded signs. • Put U-Dig in for sign by Depot Well Building. • Weekly safety meetings held. Equipment Maintenance 61 - Repair orders were completed during the month of March: ■ Police - 12 a Streets — 21 0 Fire — 5 ■ Garbage - 6 0 Others - 17 0 Total — 61 • Continued regular maintenance of City vehicles and machinery. • Replaced muffler on the Parks' chipper. • Checked and adjusted brakes on the Water Division's tandem dump truck. ■ Replaced grease bag air regulator, repaired leaking grease line, and adjusted brakes on the garbage truck. • Replaced main broom and remote throttle actuator on the Elgin sweeper. Ear u ipm en t 1 Main ten an ce continued... • Replaced main broom, and adjusted elevator chains on the Tennant sweeper. • Replaced water pump and accessory belt on the Fire Department's vehicle. ■ Replaced fire pump drain valve and control cable on the fire truck. • Replaced all brakes and front rotors on police vehicle. * Fabricated patch panel for grass chute on the Parks' mower. • Replaced hydraulic hose on the Parks' boom. truck. • Repaired backup lights and replaced u joints on the Water Division's truck. • Replaced grabber lines, rollers, packer cylinder pipe, and repaired backup motion sensor wiring on the garbage truck. ■ Replaced throttle cable actuator, water system switch, and relay on street sweeper. • Replaced horn/speed control module on street sander. • Replaced brakes and front rotors on police car. • Repaired power source for radar gun on police car. • Replaced idler pulley and serpentine belt on the police car. Adjusted transmission shift lever on the Parks' mower. • Fabricated and installed new gutter broom arms and brackets on the tenant sweeper. • Replaced oil pan drain valve on the loader. • Replaced main broom on the tenant sweeper. • Get vehicles running, cleaned up and transport to the Creston Auction. • Straighten and repair bent and broken gutter broom mount and housing. Remove main broom. • Replace solenoid control switch and repair engine start relay on Elgin sweeper. • Remove engine from wrecked police car and start stripping parts off same car. • Install and setup new tyre machine and wheel balancer. • Meld weekly safety meetings. BUDGET 1R.ESO UR CE DIVISION Budget Administration & ital Pro rams • Preparing FY 07-08 Public Works budget. • Compiled examples of Transportation Fees for recent commercial developments. • Provided auditors with requested Public Works financial data. • Attended Council work session on Transportation Fees. • Compiled requested data for the Daily Inter Lake on. the City's Public Infrastructure System. • Met with Superintendent regarding equipment needs and quotes for budget purposes. • Published Findings of No Significant Impact (FONSI) for the Wastewater Expansion Proj ect. A ssessm erg t System s • Designed the new Access database for City assessments. * Revised the data tables and queries necessary to compute assessments for the six different funds. * Downloaded County data tables to link the City's assessment data with names, addresses, and descriptions. * Created a data search form to locate property, owners, assessments, etc. based on any variable. ■ Prepared a test data file and submitted it to the County for their review. • Answered numerous requests for property information. • Transmitted numerous address changes for the County database. Utility Rate Administration • Continued to work with the water meter maintenance division to resolve issues of unauthorized water connections, unmetered water usage, and no water meter access. • Worked with customers and utility clerks to resolve utility billing issues. • Provided 15 yrs. of historical water usage data to AWWA Education Center. • Discussed with assessor the need to create a computer program for an assessment database. • Discussed the issue of revising the stormwater assessment fee structure. • Tagged delinquent accounts on the West Side of Kalispell. • Meter maintenance and change out on going. Repaired and/or replaced 119 meters. • 72 Final readings were completed. ■ 27 water meters were distributed for new water accounts. ADMINISTRATION • Worked with the Public Works Project Manager to create a new Solid Waste Division Service Change Report. • Created an informational fact sheet regarding the City's water, sewer, and storm systems for the Community Development Department to be used in their Industrial Fact Book. • Continue to tallying the Public Survey Questions on Stormwater received back from residents. ■ Worked with Water Maintenance Personnel to resolve Water leaks in private service lines in various locations in Kalispell. ■ Attended lWorq workshop, asset management software, in Post Falls, Idaho on March 22nd. • Attended monthly HR Boot Camp on March 28".
