Department Activity ReportsCity of Kalispell Post office Box. 1.997 - Kalispell, Montana 59903-1997 - Telephone (406)758-7700 Fax (406)758-7758 REPORT TO: James Patrick, City Manager SUBJECT: Monthly Activity Report for April 2007 FROM: James Hansz, Public Works Pfrec DATE: May 14, 2007 Highlights of monthly activity for the operating divisions of the Public toDepartment for the month of Apri12007 are as follows: ENGINEERING DIUSION Enzin eerin & Desian • Fielded 100+ phone calls. • Met with developer of Section 36 on public works issues. • Met with Mark Goldberg, developer of Spring Prairie center to review issues related to transportation impact fees. • Conducted bi-weekly facility planning technical review meetings. • Met with engineers for Goldberg Properties regarding section 36 utility issues. • Conducted conference call with consultants regarding financing for WWTP expansion. • Met with MDEQ in Helena to review issues related to TMDL development and WWTP permit renewal. • Completed Grandview Drive force main replacement (pipe bursting) project without problems or delays. • Conducted pre -bid conference for Fairway Boulevard lift station #9 force main replacement project. ■ Met with Aspen Group design engineers regarding utility issues related to Starling development. ■ Met with developer regarding final public works issues on Westwood Park Subdivision. • Attended seminar on Montana labor law and impacts on public works. ■ Conducted a pre -construction conference for the rough grading of Silverbrook Subdivision. ■ Continued support for the Capitol Improvement Plans to the consultant creating the Facility Plan. • hosted a pre --construction conference for the street work associated with the Glacier Bank remodeling on Second Street west of Main Street. • Placed the Replacement Generators bid package out for advertising with a bid opening date of June 7, 2007. En neering & Desi n continued... • Met with design engineer regarding public works issues on the Glacier Town Center. • Met with Buffalo Hills Golf Course representative regarding pipe bursting project for Fairways pumping station force amain. • Participated in staff professional development seminar. • Supported Council/staff work session for goal setting. • opened bids for Fairway Boulevard force main project. • opened bids for Annual sidewalk replacement project. • Attended site review meetings held on Thursday. Protect Management • Continue to evaluate NW Storm Drain Project. • Completed Annual MDT Fuel. Tax Report for Revenue Distribution. Allocation. • Assisted in determining the location of the new boundary fence for the Treatment Plant Expansion. * Attended two Agency sponsored Storm Drainage Control Seminars. • Conducted miscellaneous inspections. • Continued assigning address and street names. Surveyiniz • Conducted GPS check survey at future water reservoir site on Sheepherder Hill. • Began to conduct GPS field surveys for 2007 utility updates. • Finished updating 2006 ACAD utility files and sent to Horizon's, Inc. for transformation to NAD83. • Checked and sent transformed NAD83 2006 utility update file to HDR for incorporation into utilities infrastructure work. • Assisted Parks Department to set grades for Woodland Park footbridge and approach. • Restructure ACAD Map Book files to: -Accommodate the ability of modern computers to process larger size files. -Explore feasibility and methods to switch to NAD83 utility display books. -Began plotting the 2006 utility update pages for our large map book. -Updated the PW Height Modernization web page. -Plotted numerous large maps for development companies from Colorado and California. -Continued Map 2006 expansion with follow-up PLSS corner work. -Assisted local engineering firms in providing benchmark information. r Construction Manazement • Documented and monitored progress on outstanding SIAs. • Visited Mountain Vista Subdivision in response to a builder complaint about dirty streets. • Responded to complaints about illegal discharge into streams and storm drains. • Met developer of Mutton. Ranch on -site to reach solution to access issues. ■ Addressed several concerns raised by homeowners in Stillwater Bluffs subdivision. • Completed numerous Certificate of occupancy checklists for the Building Department. Construction Management continued... �� -- ���.I14 �IM114�I114111111II��W • Attended two workshops on construction site erosion control. • Attended pre -construction meetings for Diamond Ridge and Silverbrook subdivisions. • Attended Flathead valley Utility Coordinating Council monthly meeting. • Attended ACAD training in Missoula.. TVA TER RESOURCE DIVISION Wastewater Treatm en t • 125 Work orders were completed during the month of April. • 437 Lab tests were performed during the month of April. • 364 Tons of Biosolids were transported: 1. 290.60 Tons to Glacier Cold 2. 73.40 Tons to Flathead County Landfill • Permit Report for March 2007: There were no permit violations. The total monthly flow was 83.70 million gallons, with an average daily flow of 2.791 million gallons (design flow is 3.1 mgd); the pear flow was 3.216 million gallons on April 1 Sty'. • Weekly safety meetings were held. ■ COP Construction Tour on 4/26/07. Stnrm Wator • Stormwater drainage design, review, field visit, and comments for: I . The Mosquito Lift Station: Got cost estimate from engineer and gave to Terry 2. Eastside Brick: Flow calculation review and approved 3. Starling Meadows Subdivision: [wick review of submittal 4. Silver Brook Subdivision: Pre con meeting and discussions with Engineer 5. Storm Facility Plan: Two meetings with Consultants. Memo and discussions with questions pertaining to regional storm facilities 6. Heritage way Curb Addition: Reviewed location and storm drainage system 7. Fairway Blvd: Site visit and final inspection to close out project 8. 18th St E: Ponding in ditch -wrote WO to grade ditch and clean culverts 9. Honeysuckle and Buttercup Loop storm extension- started design • Continued work on CIP projects: 1. NW drainage: calculated runoff and prepared CAD drawings. 2. Completed Cost Estimate for NW drainage. 3. Continued implementation of Phase II-MS4 requirements. 4. Stormwater ordinance: approved, will become active on May 2, 2007. 5. Provided and presented at two training sessions for public outline BMPs and new City ordinance and permit. 6. Developed database for pen -nit record and tracking. 7. Created information handout for Building Department with information about Stormwater Management Permit. Storm Water continued... ■ Supported weekly Site Review meetings. • Performed SDC calculations for: 1. W WTP 2. Talley Lake Ranger Station 3. Food Court at Hutton Ranch 4. The Meadows Club house Water Production • Produced 78 M gallons of water: 19 M gallons upper zone and 59 M gallons lower zone. • Injected 382 gallons of sodium hypochlorite, 12% solution to maintain an average chlorine residual of 0.31 PPM throughout the system. • Continued daily monitoring of all pump stations and routine maintenance on all pumps, motors, chlorination equipment, analyzers, grounds, buildings, controls, testing, water sampling, and record keeping. • Monitored construction at the old School well. • Monitored construction at the Armory well. • Moved inline turbidity machine at Noffsinger Spring per DEQ request. ■ Started the first of twenty-four monthly LT2 Testing in compliance with new EPA. Standards. • Installed new CL2 monitoring line and spigot at the Armory well. • Contractor installed new pump and motor at the Grandview well April 9th. Went on line April 1 01h. • Jeff Lane with Border States Electric reprogrammed soft start at the Grandview Well. • Held weekly safety meetings. MAINTENANCE & CONSTRUCTION DIVISION Street 1Vlain ten an ce & Re air • Continued general operations and maintenance of City streets and alleys. • Power washed sidewalks in the downtown area. ■ Attended training on Burnout and Erosion Control. • Continued patching cutouts and breakouts. • Assisted the Central Garage with tire changes. • Hauled gravel and backfilled for new building walls at City shop complex. ■ Assisted the Solid waste Division with personnel. • Assisted the Parks Department with landscaping in Lawrence Park. • Assisted the Parks Department with prepping trails to bridge and building approaches for asphalt. • Held weekly safety meetings. Water Maintenance & Repair • Installed new fire hydrant on Hwy 93 South -- Scotty's Bar. • Ran a new 3I4" service line at 0' Avenue EN and Idaho. • Completed a 12x8" water tap at Four Corners on Hwy 93 South. • Completed two 8x314" water taps at the end of Woodland Drive. • Replaced box and rod at 635 6th Street West. • Worked valves at the Armory site. * Held weekly safety meetings. SewerlStorm S stem Main tent an ce • Continued video and jet cleaning of sewer lines -Monday through Thursday. • Performed weekly maintenance of twenty-six lift stations each Friday. Held weekly safety meetings. Solid Waste Collection • Delivered 8 containers to new customers: 1-90 gallon, 0- 100 gallon, 3 - 3 00 gallon, 4 - 400 gallon, 0- 2 Yard Steel Dumpster. • Repaired 4 containers: 3— 90 gallon, 0- 100 gallon, 1 -- 300 gallon, 0--- 400 gallon and responded to 5 violations. • Continued weekly garbage service and alley cleanup. • Continued pruning in. City alleys. • Continue training operator from Street Division on the side -arm truck. • Held weekly safety meetings. Traffic Signs &Signals • Continued regular maintenance of signals, signs, luminaires, barricades, sight obstructions, Airport lighting, alley lighting. • Removed paint ball residue from City signs on the eastside of Kalispell. ■ Began fabrication of signage for Reserve Loop and Hutton Ranch Road. • Install two new poles on 4th Avenue West by Flathead High School. • Replaced two "Stop" signs at 91h Street East & 6th Avenue East, and 7tn Avenue East, bullet hole damage. ■ Replaced several faded signs on the eastside of Kalispell. • Removed handicap parking at 635 2nd Avenue West ---- no longer needed. ■ Fabricated new signs for the Eagles and O'Neil parking lots for the Parking Commission. • Fabricated bracket for the Boom truck in order to hold 8' long signs for mounting on the traffic signal arms. • Replaced missing pole and stop sign by Flathead High School. • Replaced broken pole at Central School destroyed by a vehicle. • Replaced missing "End School Zone" sign on Three Mile Drive. • Installed signs and poles for the WWTP road closure east of the WWTP. Trac ,S'i,n s & Signals continued... • Installed new street name signs on. signal at Costco Reserve Loop and Hutton Ranch Road. • Installed new pole and breakaway damaged by truck at :Duke Drive and Empire Loop. • Repaired handicapped pole and breakaway at 41h Street west and 2 d Avenue west. • Replaced eight faded/vandalized "Stop" signs on the east and west sides of Kalispell. • weekly safety meetings held. Equipment Main ten an ce 73 - Repair orders were completed during the month of April: ■ Police — 21 0 Streets — 13 0 Fire — 10 ■ Garbage - 5 0 Others - 24 0 Total — 73 • Continued regular maintenance of City vehicles and machinery. • Replace engine assembly and turn signal. • Repair intake manifold coolant leak on police car. • Replace front b rake pads & rear rotors on police care. • Replaced leaking fuel filter for engine on Tymco Sweeper. • Repair and solder tail light wiring on ambulance. * Continue changing over to summer tires. • Replaced brake rotors on Police car. • Repaired impeller, replaced impeller shaft and bearings on the Parks' mower. • Tuned engine and replaced battery on the Parks' van. ■ Replaced front engine fuel solenoid on. the Elgin sweeper. • Repaired spotlight, replaced wheel bearing and hub assembly on police car. • Fabricated and installed mower deck safety latch for the Parks' mower. • Replaced engine control module and repaired melted, shorted wiring harness on the Elgin sweeper. • Installed PTO hydraulic pump, installed hoses, and installed PTO operating cable in the Sun Vac sweeper truck. • Replaced hydraulic valve manifold assembly, replaced hydraulic cartridge o-rings, and repaired pump motor on the crack sealer. • Replaced shock absorber, replaced heater control valve, and replaced accessory belt on Fire Department vehicle. ■ Held weekly safety meetings. BUDGET RESOURCE DIVISION Bud et Administration & Capital Pro rams • Presented FY 07-08 Public Works budget to City Manager. • Continuing to compile performance measurement data for the FY 07-08 budget.. • Updated the Capital Improvement Plan database for the facility plan consultants. • Attended Council work session on Transportation Fees. • Attended meeting with the Spring Prairie Developer and discussed the proposed Transportation Impact Fees. • Provided local TV station with information on City's Impact Fees. • Worked with Finance Director on securing the SRF bond on the WWT Expansion Bond. • Attended conference call with the SRF loan administrators on the WWT Expansion bond. • Continuing to gather needed documentation for the SRF bond on WWT Expansion Project. ■ Attended Leadership Training at the WWT plant. L2LlAi Rate Administration w�rwrrrrrrr.rrr� • Worked with customers & utility clerks to resolve utility billing issues. • Continued to work with the water meter maintenance division to resolve issues of unauthorized water connections, unmetered water usage, and no Water meter access. • Tagged 68 delinquent accounts on the west side of Kalispell. • Meter maintenance and change out on going. • Repaired and/or replaced 103 meters. • 56 Final readings were completed. ■ 33 Water meters were distributed for new water accounts. ADMINISTRATION • Began compiling, typing, and editing project information for the 2007 Street overlay Proj ect going out to bid this month. • Attended class on April 101h at FVCC -- Managing in Montana — overview of Montana Labor & Employment Laws — Part I. • Continue to tallying the Public Survey Questions on Storrnwater received back from residents. ■ Compiled, edited, and typed project information for the Electrical Generators and Transfer Switches re -bid. ■ Posted updated project information for the Facility Plan — Capital Improvement Program. • Attended Health Insurance Committee meetings on April 26t" and April 301h to review the new optional health insurance plans. • Attended monthly FIR Boot Camp on April 25th. Topic was Employee Relations- Drug & Alcohol Testing, FMLA, and Grievances. • Continue reorganizing and disposing Public Works Departmental box files according to the Municipal Records Schedule. • Compiled data for monthly activity report.
