Highlights of monthly activity for the operating divisions of the Public
Department for the month of February 2007 are as follows:
ENGINEERING DIVISION
En in eerin & Desi n
• Attended discussion of on -site wastewater treatment alternatives.
• Attended a project and resource management course on Earned Value Management.
• Advertised the Grandview Lift Station Force Main Project and held a pre -bid meeting.
Bids to be opened on March 8th.
• Met with the State Project Coordinator and the local committee members for the Safe
Routes to School Program. The Montana Department of Transportation is funding two
pilot studies for the Safe Routes to School Program at Edgerton Elementary and Russell
Elementary.
* Attended site review meetings held on Thursday.
• Met with property owners regarding potential for sewer service for parcels along willow
Olen Drive.
• Supported MDOJ effort to gather information on City water facilities for their database of
critical in -site facilities.
• Conducted technical review meetings with engineers for Starling project on Section 35.
• Met with engineers and developer for 85 acres parcel within Section 36.
• Conducted technical review meetings for Facility Plan Update.
• Met with engineers and developer regarding status of utility extensions to serve old
School Station.
• Met with engineers regarding bypass design and Reserve Loop project.
• Conducted a traffic access demonstration for proposed intersection design within Starling
project. Demonstration showed that emergency equipment will have proper access to the
area.
• Met with Starling project engineers to review requirements for traffic impact analysis.

• Prepared new road maintenance map for the Street Division.
• Reviewed and approved street light layout for the Diamond Ridge and Meadows
developments.
• Processed $3187 CenturyTel Contract Service Rebate for SID 343.
• Prepared historical report and legal descriptions of alleys and roadways to be abandoned
at the Flathead High School campus.
• Continued to evaluate runoff patterns and preliminary design for the NW Storm Drain
Prof ect.
• Processed cost rebate application for contaminated soil removal at the Montana Motor
Sport parking lot.
• Continued assignment of addresses and street names.
Construction Manazement
• Documented and monitored progress on outstanding SIAs.
■ Attended Flathead Valley Utility Coordinating Council monthly meeting.
■ Attended pre -bid meeting for pipe bursting contract.
• Attended intersection demonstration for proposed development organized by the
developer.
• Met with local engineering firm to discuss summer projects and their submittals.
• Continued compiling data for year end "Project Completion Checklist" Report due in
July.
Sg urveym
■ Assisted Planning Department with separating AutoCAD mapping layers for creation of
ArcView drawings.
• Responded to mapping requests from engineers and surveyors.
• Continue to update City utility map drawings.
■ Assisted the Police Department with Flathead County GIS books/maps and GIS map
guide help.
• Plotted large maps for various City departments.
• Established height Modernization information page on the Public Works website.
• Participated in Height Modernization teleconference with State committee.

Wastewater Treatment
• 135 Work orders were completed during the month of February.
413 Lab tests were performed during the month of February.
• 174.5 8 Tons of Biosolids were transported:
1. 13.58 tons to Glacier Gold
2. 42 tons to Flathead County Landfill
Wastewater Treatment continued..
• Permit Report for January 2007: There were no permit violations. The total monthly
flow was 83.1 million gallons, with an average daily flow of 2.681million gallons (design
flow is 3.1. mgd); the peak flow was 3.1 million gallons on January 3rd.
• weekly safety meetings were held.
Storm Water
• Stormwater drainage design, review, field visit, and comments for:
1.
Willow Creek: Completed drainage review.
2.
The Mosquito Lift Station: meeting with Brett regarding scope of project
and field survey.
3.
Eastside Brick: Reviewed with the engineers the drainage calculation
requirements.
4.
Starling Meadows Subdivision: Meeting with engineers and planners.
5.
Silver Brook Subdivision: Spoke with engineer and reviewed storage
calculation and ideas.
6.
Storm. Facility Plan: Reviewed rainfall data.
7.
Spring Creek Subdivision: Field visits and discussions with engineer on
how to improve detention pond layout.
• CIP projects:

NW drainage: worked on calculation for runoff, and CAD drawing.

Baseline survey sent out in February.

Stormwater ordinance: Public hearing --- sent letter for public to review
amendments.

Developing BMP field check list for land disturbance in City Less Than
One Acre. Contacted vendor to supply public with BMPs.

Developed Power Point Presentation on Water Quality for Stormwater for
presentation to 8th grade classes.
5.
work on General Public Education on Stormwater to go out in water bill
in May.

• Site Review weekly meeting.
Water Production
• Produced 67 M gallons of water: 15 M gallons upper zone and 52 M gallons lower zone.
• Injected 240 gallons of sodium hypochlorite, 12% solution to maintain an average
chlorine residual of 0.38 PPM throughout the system.
Water Production continued...
• Continued daily monitoring of all pump stations and routine maintenance on all pumps,
motors, chlorination equipment, analyzers, grounds, buildings, controls, testing, water
sampling, and record keeping.
■ Attended Spring Conference Public Water Supply MRWA
• Worked with engineers on the Old School Station Well, Westview Well, and the West
Valley Water Storage Facility.
• Repaired ventilation fan at the Grandview Well.
• Presented Budget to Public Works staff.
• Worked on preparation for LT 2. Testing, new groundwater rule, and new disinfection
byproduct rule.
• Held weekly safety meetings.

■ Assisted the Street Division with snow removal.
• Attended Leadership classes and workshops.
• Held weekly safety meetings.

* Continued video and jet cleaning of sewer lines - Monday through Thursday.
■ Performed weekly maintenance of twenty -sip lift stations each Friday.
■ Held weekly safety meetings.
Solid Waste Collection
■ Delivered 10 containers to new customers: 1--90 gallon, 2-100 gallon, 4 - 300 gallon,
3 - 400 gallon, 0- 2 Yard Steel Dumpster.
■ Repaired 7 containers: 2 — 90 gallon., 0- 100 gallon, 2 — 300 gallon, 3— 400 gallon and
responded to 4 violations.
■ Continued weekly garbage service and alley cleanup.
• Continued pruning in City alleys.
■ Continue training operator from Street Division on the side -arm truck.
■ Held weekly safety meetings.
Traffic Sins &Signals
■ Continued regular maintenance of signals, signs, luminaires, barricades, sight
obstructions, Airport lighting, alley Lighting.
■ Fabricated and installed more street name signs for replacements at Buffalo Hills and
Grandview Drive areas.
• Completed measurements for new street name signs on the traffic signal at Costco.
• Signed and barricaded for the Police Department, 200 block on 10"' Avenue west.
• Changed #72 HP S burn out in the downtown area.
• Creating map of luminaires on North Meridian Road and Sunnyview Lane.
• Changed out numerous faded "Stop" and "Do Not Enter" signs on the west side of
Kalispell.
• Continue to replace old street name signs with new 6" lettersl9" blanks in the outlying
areas.
• Fabricated four "Danger Thin Ice" signs for the Parks Department to install in Woodland
Park by the ice rink.
• Replaced various signs that were destroyed by hit and run accidents.
• Repaired several loose poles in the downtown area.
■ Made maps and numbered poles on North Meridian Road and Sunnyview Lane.
• Replaced one lighted bollard on 1't Avenue west and 2nd Street west.

■ Repaired shorted wiring in wiper system and repaired yellow beacon on the Parks'
mower.

• Drilled and tapped broken intake manifold coupling and installed new heater to intake
coupling on the Sewer truck.
■ Replaced broken hydraulic tube and repaired torn seat on the garbage truck.
• Replaced two leaking hydraulic hoses on the street sweeper.
• Repaired tail light wiring, replaced signal flasher, and replaced marker light on the street
tandem.
■ Replaced water pump and intake manifold by --pass hose on the Shop pickup.
* Adjusted and repaired spotlight on police car.
• Replaced tires on Parks' chipper.
■ Repaired over heating coolant system on the tandem.
• Repaired electric ball valve wiring on the ice melt truck.
• Replaced broken ice bit on the snow blower.
■ Repaired wiring on radar gun.
■ Replaced gate cylinder on the street grader.
• Repaired wiring at printed circuit board on the ice melt truck.
• Repaired air leak at parking brake on the street grader.
• Repaired leaking hydraulic spool valve on the newest street grader.
• Replaced starter pull rope on the street vibrator.
■ Repaired engine damage on the Fire Department's vehicle. Replaced bent valve and push
rod and replaced all hydraulic lifters.
• Installed relay and wiring system into fire truck. Reinstalled back board brackets in
passenger's compartment.
• Held weekly safety meetings.
BUDGET RESOURCE DIVISION
Capital Praara►ms

■ Began developing the FY 07-08 Public Works budget.
• Met with Public Works' Foremen and reviewed FY 07-08 budget requests.
■ Met with staff and reviewed status of assigned FY 06-07 capital infrastructure projects.
• Prepared cost reports and determined the Central Garage transfers for FY 07-08.
■ Met with Impact Fee Advisory Committee (IFAQ. The committee voted to recommend
the Transportation Impact Fees.
• Published a Findings of No Significant Impact (FONSI) for the Water Tank, Pipeline,
and West View Well House Project.
• Provided additional information to DEQ for the State Revolving Fund Loan application
on the Water Tank and Well House Project.
Assessment Systems
• ordered three new map frames for the Water Department, City Manager, and Council
Chambers.
• Prepared numerous maps for the Public Works foremen, project manager, and Public
Works Director.
• Prepared new Ward Map for the City Clerk.
■ Continue to update City Special Assessments.
• Fielded tax payer questions.
• Prepared, with the help of the County GIS, a list of assessor numbers in the City without
specials.
• Began review of missing assessor numbers.
• Assisted the Public Works Project Manager with field survey of new street lights.
Utility Rate Administration
• Tagged 64 delinquent accounts on the West Side of Kalispell.
• Meter maintenance and change out on going.
• Repaired and/or replaced 159 meters.
• 56 Final readings were completed.
• 19 Water meters were distributed for new water accounts.
■ Continue to work with the water meter maintenance division to resolve issues of
unauthorized water connections, unmetered water usage, and no water meter access.
ADMINIS TRA TION
• Created a Water/Sewer Utility Goodwill Policy brochure for the Come-nittee to review.
• Complied data worksheet for Public Works Department, Strom Water Engineer Rain
Gauge Data 2003-2006.
• Attended class on Behavioral Interviewing at FVCC on February 22nd.
• Began tallying the Public Survey Questions on Stormwater received back from residents.
• Attended Human resource Bootcamp on February 28th — topic was Employment
Relationship.
• Worked with Water Maintenance Personnel to resolve leaks in private service lines in
various locations in Kalispell.
• Continue reorganizing and disposing Public Works Departmental box files according to
the Municipal Records Schedule.
• Assisted contractors regarding information on new water and sewer services for various
developments and properties.
• Compiled data for monthly activity report.
