03-10-15 Business Improvement District MinutesKALISPELL BUSINESS IMPROVEMENT DISTRICT Special Meeting MINUTES Meeting date: March 10, 2015 Location: 14 3rd St. E., Kalispell, MT. PRESENT: Chairman John Hinchey, Jon Fetveit, Janet Clark, Margaret Lekander, Pam Mower, Tim Price, Debbie Snyder & Pam Carbonari (BID Coordinator) ABSENT: No one PUBLIC IN ATTENDANCE: Marshall Noice MEETING CALLED TO ORDER AT 1:40 PM by Chair, John Hinchey HEARING OF THE PUBLIC: No comments BUSINESS: Board members had a general discussion about bid renewal. Jon Fetveit felt that we definitely need to expand the district and that was the consensus of the other members. Janet Clark felt that we should look at the formula and determine if we should keep it or change the formula. Tim Price felt that new businesses in the district should be asked what attracted them to the downtown. Marshall Noice who attended by invitation because of his interest in reappointment to the BID felt it would be important to have answers to the question some businesses might have — Why do I want to renew? He also felt it would be good to have quotes from businesses such as Sweet Peaks, The Toggery, and the Kalispell Brewing Company about why they decided to locate downtown. Jon Fetveit felt it was important that property owners felt they had a say in how the money is spent. Discussion about enlarging the district concentrated on the Mall. Janet requested that we get the mall sq. ftg. and look at what the assessment would be and then meet with the Mall owners to discover what would work. Marshall indicated that unless we need to change the assessment methodology to bring in the mall we should leave it the way it is. The board developed a list of questions to ask the City Attorney Charlie Harball. 1. Can we cross Main St. for a property to be contiguous 2. Can we bring in Starbucks and US Bank without the Mall or separately 3. Could we base the formula the same as it currently is but with a dollar cap. Marshall Noice gave a quote that can be utilized during the renewal process: " My family has owned property on Main Street since 1967 and vacancies on Main Street Kalispell are at an all time low" — Marshall Noice ADJOURN: The meeting was adjourned at 3:30 PM NEXT MEETING : None scheduled Respectfully submitted, Pam Carbonari, BID Coordinator On behalf of the BID Secretary
