Recommendations
MEETING DATE: January 17, 2017
BACKGROUND: The City of Kalispell was awarded a second Brownfields Assessment grant in
the amount of $400,000 in 2016. The work to be conducted under the grant is primarily
environmental site assessment phase I and phase II reports, remediation clean up planning and
cleanup cost estimating as appropriate. The grant funds will be focused on four priority sites
within the Core Area in support of the USDOT TIGER grant project and the grant period ends
September 30, 2018.
The Community and Economic Development Department has chosen to create a pool of Qualified
Environmental Professionals (QEPs,) in keeping with the Brownfields grant award, with which to
conduct the grant work and will rotate projects among the three firms selected. Eight firms
responded to the request for qualifications and a five -member committee reviewed the statements
of qualifications finding the top three firms to be Newfields, Weston Solutions and WGM Group.
RECOMMENDATION: It is recommended that the City Council approve the selection of
Newfields, Weston Solutions and WGM Group.
FISCAL EFFECTS: The 2015 Brownfields Assessment Grant will fund all costs of the QEP
services as tasks under the grant resulting in no cost to the City of Kalispell.
ALTERNATIVES: Reject the selection committee recommendation.
