01-05-17 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, January 5, 2017 Lower Level Conference Room 201 First Avenue East ATTENDING: Dave Dedman, Fire Chief Keith Haskins, City Engineer Tom Jentz, Planning & Building Director Jarod Nygren, Senior Planner Rick Parker, Building Plans Examiner Tom Tabler, Senior Civil Engineer P.J. Sorensen, Chairman GUESTS: James Freyholtz (Montana Department of Transportation); Nick Fucci (Hafferman Engineering) and Joe Hooker HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: Spring Prairie 4 — Their bond has expired. Haskins is working with them on renewing their bond for a July, 2017 deadline. This bond will cover as -constructed drawings, sidewalk on Reserve Loop, and the landscaping buffer. The new bond will be for $500,000. Fuel Fitness — We received a bond to cover 50 feet of sidewalk. Captain's Marine — Haskins stated they have hired A2Z Engineering to do the as -constructed drawings. That was the only remaining thing on that Performance Bond, so we should be able to satisfy that one pretty soon. OLD BUSINESS: First American Title — 219 E. Center; new office building. Fucci is present regarding this project. We spoke briefly before the meeting. It sounds like there are some adjustments in the parking lot that are going on, and they will be getting additional plans in here in the next few weeks. Fucci noted it will be around the 20th. The tree located just to the right of the entry was mislocated on the survey that they received, so they do want to save that tree. It's a mature tree, so they shifted the entry to the west with three spaces left to the left of the entry and all the rest of the spaces are to the right. They plan to have site utilities, grading and drainage, ESC, and detail sheets as well as a demo plan. The site was completely developed in the past, and there is remnant asphalt there that will have to be demolished before they can build onsite. Lining up the driveway was mentioned, and Haskins stated it is always a good idea to line them up. He does recall that there is an existing light pole out there that looked like it might be in conflict with the driveway. Also, there doesn't appear to be a pedestrian connection from the sidewalk to the front door. Sorensen noted that the sidewalk should be on the property line. There should be trees, then sidewalk, and then a narrower boulevard. Fucci stated the sidewalk is now aligned with the sidewalk coming from Depot Place, so it's up against the property line. They will need to check with Fincher, as they are showing rock chips against the sidewalk, and typically they have a two -foot offset from where they would have rock mulch, and then the public sidewalk. That would impact the landscape plan. There are six monitoring wells on the site, with three on the SW half and three on the NW half. Fucci's understanding is that the monitoring of the site is just about done. They can abandon some, so there's one underneath the building that will be abandoned but all the rest of them plan to stay. Anything that's in the parking lot they will put a lid on so it is not damaged. The rest of them are out in the landscaped area to the west. Fucci calculated out the sewer capacity and there is plenty there. Hydraulic analysis of the existing building showed that they are gaining about 3/10th of a CFS on the new building. That's not enough to make it an issue with the 6-inch line running down the alley. It has a capacity of about 152 GPM, so they will be in the 40 to 45 percent usage of the line. That includes all the existing businesses, residences, and the apartment complex. This will be on the agenda next week. KRMC — 320 Sunnyview Lane; G.I. Building (new digestive health building). This will be going off the north of the existing building, right near the Women's/Children's Clinic. They are planning for an April start. This is on hold while they are still working on their PUD. The PUD for KRMC is scheduled for the Planning Board Work Session on Tuesday, with the anticipation that it will go to the February Planning Board Meeting. This will be on the agenda for next week. McDonald's — 1110 Hwy 2 W; new building to replace existing. Haskins sent an e-mail to Doug Peppmeier this morning and received a reply that they expect to have some updated plans to Public Works by next week. Parker noted that they didn't include any of their energy code information with their design. He is waiting for that. Sorensen is still waiting for something back on his comments. This will be on the agenda for next week. NEW BUSINESS: None. PLANNING OFFICE ITEMS: KRMC — Nygren stated the Work Session is next Tuesday, but they want 100 feet height. The Surgical Tower was planned to be about 80 feet. We are thinking that we would probably only do 100 feet on the main hospital portion because 100 feet toward the east where the houses are would be too high, but maybe right near the hospital. Haskins noted that they won't have much water pressure because our water tank is only 50 feet taller than that. It also triggers different code standards. Lofts at Ashley - Nygren noted that this project was tabled by Council on Tuesday night. They are tackling some of the design issues. We will be having a Work Session on it next Monday. 2 OTHER REPORTS: Green Nissan - Hoping for ARC on Tuesday. Jackola is doing the architecture, and APEC is doing the engineering. Hyundai - Will be going in to the south of Green Nissan. Fuel Fitness — Jentz stated that Kevin Tikka, the owner, wants to run a 40-foot private road utility easement to the back and build another building back there. Flood plain issues and subdivision regulations were discussed. They have utility services extended there. Mark Leichti from APEC Engineering is proposing this. The road would need to be a 20-foot wide paved road with sidewalk on one side. We will need to have them come in and talk with us. Kalispell Center Mall — Has purchased two empty buildings, the former Alano building and the former Godfather's Pizza/Loose Change building. The former head brewmaster for Tamarack called. He is interested in doing a brew pub in the first building. He has a lease prepared with the mall. The waste flow and site development issues will need to be discussed.
