A RESOLUTION TO AMEND THE 2015 STANDARDS FOR DESIGN AND
CONSTRUCTION FOR THE CITY OF KALISPELL, MONTANA, AND SETTING AN
EFFECTIVE DATE.
WHEREAS, on April 6, 2015, the City of Kalispell adopted Resolution No. 5707, the "2015
Standards for Design and Construction" for the City of Kalispell, Montana; and
WHEREAS, inadvertently, sections referencing sewer testing requirements and measurement and
payment from the Montana Public Works Standard Specifications (MPWSS) for
sewer main installations were deleted; and
WHEREAS, in order to correct the unintentional deletion of required sewer main testing, an
amendment to the 2015 City's Standards is required; and
WHEREAS, on November 7, 2016, the City of Kalispell adopted Resolution No. 5788, a
Resolution of Intent to amend the Standards for Design and Construction; and
WHEREAS, on December 5, 2016, the City Council of the City of Kalispell held a public hearing,
after due and proper notice, and received no public comment upon the proposed
amendment to the Standards for Design and Construction; and
WHEREAS, upon consideration of the recommendations made by the city public works
professional staff, comments provided by the public and upon review of the proposed
amendments, the City Council of the City of Kalispell finds that it is in the best
interest of the City to amend the Standards for Design and Construction as set forth in
Exhibit "A" attached hereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION 1. The City of Kalispell Standards for Design and Construction shall be and is
hereby amended as set forth in Exhibit "A", attached hereto. Exhibit "A"
shall be made available to the public upon request at the city offices of Public
Works.
SECTION 2. This Resolution shall become effective immediately following its passage by
the City Council and approval by the Mayor.
PASSED AND APPROVED BY THE CITY COUNCIL AND SIGNED BY THE MAYOR OF THE

3.4 TESTS

to prevent slippage and blovicut,.. Furnish one plug, with dill inlet tap CC

2. Efpup the air supply hose, connected benveen. the air coinpressor and the
plug with. a, t1-uottlM',19 valve,, an air bleed valve and a high pressure shutoff
val�,,e fbr- control. Equip the low, pressure Side of the throttling al-ve with a
tee for a momtoru'ig pressure gauge, protected by a, gauge cock. Tilis cock
is kept closed except, when file Presstife loss is being timed.
3. If the pipeline 1S submerged under grou-ndw-ater i the back pre ss:ure ,, cau"s'ed

6. Standard Ehawiffig 02730-1 provides a nonlegraph which may be used to
compute testing times forair testing. The acialograph computes results
based upon English (U.S. Customary) tinits.
For single pipe size test sections, the length limits for n1ininium test times
obtained from Standard Drawing No.,02730A entitled "Nonlograph for Air
Testing Gravity Sewer Mains" are contained in tile following table.

4.3 MANHOLES
A Me asurenient of each manhole for payment is made in hvo parts: (1) for a. basic
uuuihole. and (2') fcrr any additional vertical hei-ght ol;ef and above the basic
depth. A basic nianhole is, defined as being 5 feet deep (1.5 ni) froni the lowest
invert. to the top of the mailhole franc and cover. Any nianhole less thul 5 feet
deep (1.5 ni) is considered as one basic manhole.
B. Any inuihole over 5 feet deep (1.5 rn) is, considereJ as one ba,sdc manhole plus a
vertical height measurenient to the nearest 0.1 foot (0.03 na). Ba,,,,,,ic manholes are
meitswed by nunierical coturt and the additional vertical heigbts feet (meters) of
miulhole. The measurement of the additional veitical height of miulhole is the
