Re: Budget Amendment

BACKGROUND: During the budget adoption process, Council included two law enforcement
positions that would be funded from the COPS (community oriented policing services) Hiring
Program. We have been informed that our two requested positions have not been selected for
grant funding.
At the work session on November 14, Council discussed hiring two positions by transferring the
funding that was set aside to pay the ongoing costs for these positions when the grant (if
successful) expired. In order to accomplish this, a budget amendment is required. As we are
half way through the budget year, we are recommending transferring the amount required to
cover the costs of two officers for half the year.
These positions will be placed into our schedule to 1) cover overnight staffing needs, and 2) to be
paired with a K9 unit on the swing shift (and to be used as needed at other times for law
enforcement and community presentation needs).
FISCAL IMPACT: This budget impact would appropriate $78,750 that had been designated
for Capital in the FY2017 budget, to the respective accounts in the general fund police budgets.
RECOMMENDATION: It is recommended that the City Council adopt resolution #5791
amending the annual appropriations in the 2016-2017 City of Kalispell budget.

RESOLUTION NO.5791
A RESOLUTION TO AMEND THE ANNUAL APPROPRIATIONS OF THE CITY OF
KALISPELL, MONTANA, AS SET FORTH IN THE 2016-2017 BUDGET ADOPTED BY
THE CITY COUNCIL.
WHEREAS, on August 15, 2016, the City Council adopted Resolution 5769 adopting the annual
appropriations of the City of Kalispell for fiscal year 2016-2017; and
WHEREAS, there has been a trending need for additional law enforcement personnel to meet the
demand for policing in the community; and
WHEREAS, there are currently funds budgeted within the general fund that may be utilized to
fund the salaries and benefits of two police officers for one half year beginning
January 10, 2017; and
WHEREAS, at the public hearing previously noticed and held on December 5, 2016, the City
Council solicited and considered public comment made to said amendment request
and;
WHEREAS, it is in the best interest of the City at this time to amend the annual appropriations to
hire two additional law enforcement officers.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION 1. The City Manager is directed to immediately make amendments to the 2016-
2017 fiscal budget as follows:
General Fund (6 months) 1000
Police Salaries and Payroll Cost $55,000
Police Health Insurance $16,250
Police Retirement 7,500
