HEAR THE PUBLIC:

PERFORMANCE BOND REMINDERS:
Captain's Marine — Their bank called Fincher yesterday regarding the bond. Landscaping has
been finished. Tabler will check to see if we have received their as-builts.
Jim Davis — KNIC — Their bond for fence along Treeline by the bypass and the apartments was tied
in with the subdivision plat they did, rather than the C of O. They still need to put it in. Nygren will
look into this.
OLD BUSINESS:
First American Title — 219 E. Center; new office building. Public Works has not received anything
on this yet. This is still tabled in ARC but they are getting close. Fincher stated we need a site
layout, and sidewalks need to be determined before we need a Landscape Plan. The sidewalk should
be on the property line, with the same width as the Depot Place sidewalk. This will be on the agenda
next week.
KRMC — 320 Sunnyview Lane; G.I. Building (new digestive health building). This will be going off
the north of the existing building, right near the Women's/Children's Clinic. They are planning for a
spring start. This is still status quo, trying to pull together the PUD. The PUD has the potential of
going to the Planning Board Work Session on December 13th. Nygren stated we'll know by the
middle of next week. This will be on the agenda for next week.
NEW BUSINESS:
McDonald's — 1110 Hwy 2 W; new building to replace existing. They plan on taking down the
existing building and putting in a new building on slab. This building will be five feet wider, with no
basement. The property owner to the east is concerned about their southeast corner of the site where
their stormwater leaves the site and goes south to the creek. They have a drainage easement there but
it's not sufficient to capture all the water that is leaving that site. It's common for it to flood their
parking lot. McDonald's will need to look at water drainage, although Peppmeier noted they will
have less impervious area with more landscaping/grass area. They will be adding a downstream
defender, and will be lifting the site. They will be draining to the same spot. Jentz asked about their
drive-thru lanes. It will be concrete, pavement, and striping. There is no barrier between the drive-
thru lanes and the parking lot. Sorensen noted the flood plain comes up in the NW corner and then
down at the SE corner, and a flood plain permit was discussed. Peppmeier stated they have a full
topography survey that can be provided. We would need a Site Plan with the contours and then
stamped. They will need to figure out the base flood elevation off the FIS and then show where that
would be. Fincher will review the Landscaping Plans. This is set for spring. They will be going to
ARC on Tuesday of next week. They will update their Approach Permits and will also need an
Encroachment Permit for the sidewalk. These permits will come from MDT. They will need
concrete sidewalks and City Standard concrete approaches. This will be on the agenda for next week.
PLANNING OFFICE ITEMS:
Lofts at Ashley - Airport Road & Teal — They have decided to go forward with a 55-unit project in
their RA- I zoning. They will be submitting their new design by next Monday. They will have higher
density along Airport Road with some mixture of duplex and 4-plex. More single-family type units,
even though they will still be apartments.
Southside Estates — formerly Ashley Park Phase 9 — at Merganser and Pintail. We received plans
for a 37-lot, single family subdivision. These will be modular -type homes. They will be sprinklering
all of the units. They will probably post cash in lieu for parks. They have completed a Sound Study
and will need a 6' wall with a 2' berm. Discussion was held regarding the street names. Jentz would
like to see them continue with the "duck" names.
OTHER REPORTS:
Papa Murphy's — Regarding their C of O, they will need to bond for their landscaping. Tabler noted
their sanitary sewer abandonment needs to be completed.
Shops Building — at Spring Prairie 4. They need a 20' landscape buffer. This is part of the
subdivision. They also need to paint the man doors on the building.
Next Week — Because of the Thanksgiving Holiday, we will be meeting for Site Review on
