A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD ON MONDAY,
OCTOBER 24, 2016 IN THE COUNCIL CHAMBERS AT CITY HALL IN KALISPELL,
MONTANA. COUNCIL PRESIDENT JIM ATKINSON PRESIDED. COUNCIL MEMBERS
SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL GUIFFRIDA, TIM
KLUESNER, ROD KUNTZ, AND WAYNE SAVERUD WERE PRESENT. MAYOR MARK
JOHNSON WAS ABSENT.
Also present: City Manager Doug Russell and Chamber of Commerce President Joe Unterreiner.
President Atkinson called the work session to order.
DISCUSSION ITEMS
1. Legislative Priorities
Russell explained that this evening council should go over the league resolutions and review the
city's legislative priorities.
Each proposed resolution was described and some discussion was held.
General discussion was held.
Russell described the Montana Infrastructure Coalition brochure stating their goal is to change the
way Montana funds critical infrastructure needs. He noted a voting membership costs $5,000 and a
non -voting, Associate membership costs $500.
Joe Unterreiner answered questions.
Further discussion regarding the Infrastructure Coalition was held.
Council consensus was for Kalispell to join the Montana Infrastructure Coalition as a voting member
for $5,000.
Public Comment
Tom Rygg remarked that Whitefish's resort tax law is very well done and Kalispell should use their
example and commented there won't be too many new ideas heard at the Infrastructure Coalition.
Joe Unterreiner commented that now is the time to communicate with the delegation to get things
started.

Russell noted there will be no work session held on October 31.
Kuntz wondered if there was interest in a work session regarding "Payments in Lieu of Taxes" for
non -profits.
Gabriel mentioned this is Red Ribbon Week and highlighted some of the activities.
ADJOURNMENT
The work session was adjourned at 8:34 pm.
