CITYOF City of Kalispell w" Post Office Box 1997 - Kalispell, Montana ALLTelephone: hone: (406) 758-7701 Fax: 406 758-7758 MONTANA P ( ) MEMORANDUM To: Mayor Johnson and City Council From: Doug Russell, City Manager` Re: Consideration of Membership in the Montana Infrastructure Coalition Meeting Date: November 7, 2016 BACKGROUND: At a previous meeting, discussion was held regarding the option of joining the Montana Infrastructure Coalition as part of our legislative efforts. The Montana Infrastructure Coalition's mission is to "provide an inclusive, non -partisan forum for the objective research and development of sustainable funding solutions for Montana's most pressing infrastructure needs." Partnering with the Infrastructure Coalition may be beneficial as their mission coincides with our priority of seeking legislation to fund infrastructure needs. As the Montana Infrastructure Coalition currently has 16 voting members and over 45 associated members made up of public, private, and non-profit entities, this group provides a strong voice related to the need for sustainable funding sources. Voting membership in the Montana Infrastructure Coalition is $5000. An associate (non -voting) membership is $500. Annual dues have yet to be determined by the board. They are waiting to review the outcome of the 2017 legislative session to evaluate the program of work anticipated in the future. Attached is the most recent brochure for the Infrastructure Coalition. ALTERNATIVES: The City Council can choose to join as an associate member at $500 or elect to not become members at any level. FISCAL IMPACT: Membership at a voting level is $5000. Annual dues have not yet been established by the voting board. Funding for the membership and participation would be equally distributed across the general fund, streets fund, and relative infrastructure enterprise funds (water, sewer, stormwater, and solid waste.) RECOMMENDATION: It is recommended that the City Council approve a voting membership in the Montana Infrastructure Coalition for the City of Kalispell.
