Disabilities Act (ADA) Improvements

BACKGROUND: Per City Council approval on May 16, 2016, the City of Kalispell applied for a
Community Development Block Grant (CDBG) for Public Facilities on behalf of Flathead County to
make improvements to the Flathead County Fairgrounds to ensure public safety and accessibility.
The City of Kalispell was notified of the $150,469 grant award via letter on October 12, 2016.
Flathead County will utilize CDBG funding to make Americans with Disabilities Act (ADA)
improvements to the Flathead County Fairgrounds. The County was not eligible to apply for a CDBG
Public Facilities Grant in this cycle because the County already has a grant in process to support
building and ADA improvements to the Senior Centers in Whitefish, Columbia Falls, and Bigfork as
well as the Kalispell Senior Center office building. Flathead County anticipates that the Fairgrounds
construction project will be completed by the end of 2017, ensuring the City will be eligible for
public facilities grant funding in the spring 2018 funding cycle.
Proposed work shall meet federal and state requirements for work funded by CDBG. Flathead
County will be responsible for grant implementation and will provide necessary reporting to the City
of Kalispell for timely submission to the Montana Department of Commerce.
RECOMMENDATION: It is recommended that City Council accept the CDBG Public Facilities Grant
in the amount of $150,469.
FISCAL EFFECTS: The grant award will fund a portion of the larger Flathead County Fairgrounds
improvement project to update buildings and make facilities ADA accessible.
ALTERNATIVES: Reject the grant award.

awarded $150,469 from the Community Development Block Grant Program to make the needed ADA
improvements and building renovations at the fairgrounds.
Projects such as yours help to promote and develop Montana's communities and leverage those
communities' ability to provide facilities and services to respond to their greatest local challenges.
Such solutions may include essentials such as safe drinking water, proper and sanitary wastewater
treatment, and access to food, shelter, and healthcare for Montanans of low to moderate income.

Greetingsl Recently, the City of Kalispell received notice of grant award for the Community
Development Block Grant Program (CDBG) with an authorization of grant funds. The Community
Development Division CDBG staff is excited to begin working with Kalispell to complete the ADA
improvements project.
As a recipient of a CDBG grant award, all awardees must complete start up conditions as set forth in the
program administration manual. All start up conditions must be completed within nine months of the date
of the award letter, or the Montana Department of Commerce (Department), at its discretion, may
terminate the award. These start-up items include submitting evidence of the firm commitment of other
financial resources, project management plan, implementation schedule, budget, interlocal/subrecipient
agreement (as applicable), an Environmental Review Record, and execution of a contract with the
Department.
Any eligible projects costs incurred on or after October 12, 2016, the date of the Governor's award
letter, are eligible for reimbursement once start-up conditions have been met. For a list of eligible
project expenses, please review the CDBG Grant Administration Manual at
http:/Icomdev.mt.gov/Programs/CDBG/Facilities/G rantAdmin istration.
At the time start-up conditions are met your project will be able to request reimbursement for project
related costs. If your project fails to meet start-up requirements, execute a contract with the
Department, or comply with the terms and conditions of the contract or grant authorization, any project
costs incurred will be your sole responsibility.

Grant Description Background Information:
