MEMORANDUM

SUBJECT: Band Shell Fundraiser Refunds
MEETING DATE: October 17, 2016
BACKGROUND: In 2006 Kalispell Parks & Recreation attempted to fundraise for a new band
shell project at Depot Park that included "Bricks for the Band Shell", a fundraiser that enabled
supporters the ability to purchase a sponsorship brick in their name. Twenty three supporters
participated by paying for a brick(s). After nine years KPR came to the realization that this
project was stagnant and a minimum order of bricks per the supplier (100) was never met, nor
could the original price quoted by the manufacturer for the bricks be guaranteed.
At this time, KPR is proposing a revamped project to make improvements to the existing venue
used for our concert series and other performances. Our plans include improvements to the
electrical system and cosmetic improvements to the gazebo utilizing the funding we raised over
the years through events, excluding funds raised through "Bricks for the Band Shell" purchases.
The Parks & Recreation Department would like to offer participants who purchased a brick(s)
the opportunity to receive a refund or the opportunity to support the proposed improvements by
donating their brick money to the project. Participants who choose to donate this money will be
acknowledged on a recognition list upon completion of the project.
RECOMMENDATION: It is recommended that Council adopt a resolution offering
participants of the "Bricks for the Band Shell" an opportunity to receive a refund.
FISCAL EFFECTS: Possible refunds totaling $1700.00

A number of years ago we attempted to fundraise for a new band shell project at Depot Park, that
included "Bricks for the Band Shell", which you participated in through an order of a brick(s).
We regret to inform you that this project has not developed as we had hoped and we did not
receive enough orders to place a minimum (100 bricks) purchase.
At this time, we've revamped the project to make improvements to the existing gazebo used for
our concert series and other performances. Our plans include improvements to the electrical
system and cosmetic improvements to the gazebo within the funding we raised over the years,
excluding funds raised through "Bricks for the Band Shell".
We would like to give you the option of receiving your money back or being a part of these
improvements. Unfortunately, we will not be able to place bricks with your name(s) and/or
memorial however we would include your name on a recognition list upon completion of the
project.
Please let us know what your preference is by returning the attached form completed in the
provided self-addressed envelope. Regardless of your decision, please know that we appreciate
your support of the city parks system and our endeavors. We hope to see you this summer at the
25`h year of the Picnic in the Park concert series.

RESOLUTION NO.5784
A RESOLUTION AUTHORIZING THE RETURN OF FUNDS TO DONORS OF THE
"BRICKS FOR THE BANDSHELL" FUNDRAISER INSTITUTED THROUGH THE
KALISPELL CITY PARKS AND RECREATION DEPARTMENT IN 2006.
WHEREAS, In 2006 the Kalispell Parks & Recreation instituted a fundraising campaign for a new
band shell project at Depot Park that included "Bricks for the Band Shell", a
fundraiser that enabled supporters the ability to purchase a sponsorship brick in their
name; and
WHEREAS, it has been determined over the years that the level of public interest and contribution
to the project is inadequate to sustain it as the minimum order of 100 bricks required
by the supplier was not met, nor could the original price quoted by the manufacturer
for the bricks be guaranteed; and
WHEREAS, the City currently holds the sum of $1,700 from donors who gifted toward the Bricks
for the Band Shell campaign; and
WHEREAS, the Kalispell Parks and Recreation Department is now proposing to abandon the band
shell project and pursue a revamped project to make improvements to the existing
gazebo venue used for our concert series and other performances; and
WHEREAS, the Kalispell Parks and Recreation Department proposes to contact each of the donors
who gifted toward the Bricks for the Band Shell campaign and offer to return their
donations as it is not now feasible to provide a brick commemorating their gift as
they had intended.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION 1. The Kalispell City Council hereby finds that it is in the best interest of the
City and its constituents to offer each of the donors who gifted toward the
Bricks for the Band Shell campaign a return of their donation for the reason
that it is not now feasible to provide a brick commemorating their gift as they
had intended.

CITY OF KALISPELL, THIS 17TH DAY OF OCTOBER, 2016.
