The Kalispell City Planning Board and Zoning Commission, , after due and proper notice, o
May 9, 2006, held a public hearing on the application, took public comment and recommended that
tP the application be approved subject to five conditions.

After reviewing the application, the record, the KPD report, and after duly considerin.gthe
matter, the City Council of the City of Kalispell, pursuant to the Kalispell Zoning ordinance, hereby
adopts Kalispell Planning Department Conditional Use Report #KCU-06-4 as the Co cil's findings
of fact, and issues and grants to the above -described real property a conditional use ermit to allow
the construction of a youth center on the church complex site, located in an Urban Single Family
Residential, R-3, zoning district subject to the following conditions:
1. That the proposal will be developed in substantial conformance with the approved site plan and
the Kalispell Zoning ordinance.
2. Prior to issuance of a building permit the property owner shall. obtain a written zoning lot
determination by the zoning administrator in order to utilize the existing; parking spaces in the
parking lot ad j cent to the youth center. Alternatively., the owner may do a boundary line
adjustment or eliminate the interior lot lines to incorporate the youth center lot into the lot
immediately north where the parking is located i order to provide for the required 19 parking
spaces.
3. The trees located between the existing house and the sidewalk on the property shall be retained.
The youth outer shall meet all applicable fire and building code requirements prior to
occupancy.
. The conditional use permit is valid for a period of 1.8 months from the date of authorization.
