PERFORMANCE BOND REMINDERS:
Canvas Church — They have a bond to cover their parking lot which they were going to
complete in September or October.
OLD BUSINESS:
Scotty's — 2205 Hwy 93 S; new storage building. Nothing new has been submitted. This will be on
the agenda for next week.
USFS — 650 Wolfpack; new storage building. Nothing new on this project yet. We are waiting for
their Landscaping Plan. This will be on the agenda for next week.
First American Title — 219 E. Center; new office building. Sorensen spoke with Hafferman about
the B-3. It will become more relevant if they were to add to the building in the future. This will be
on the agenda for next week.
Glacier View Professional —165 Commons Loop; new office. We received an electronic version of
the full set of their architectural plans and it shows some landscaping detail. They will need to show a
modest directional sign, "Do Not Enter," on the exit side of the road. Haskins is waiting for a
resubmittal back. He noted he is happy to see a pedestrian connection to the sidewalk. There has
been some discussion about extending through common areas so this doesn't dead end. It is one of
those pre-existing situations that Dedman won't require, but if they could punch it through it would
help out the Fire Department. This will be on the agenda for next week.
NEW BUSINESS: None.
PLANNING OFFICE ITEMS:
There is nothing for the September Planning Board. The October and November Planning
Board meetings will have more.
Airport Road & Teal - 96-Unit Complex — Nygren received the application for apartments. There
are some concerns with the design and potential neighborhood impacts. He will be sending it out this
week for our comments.
OTHER REPORTS:
Owl View Condominiums — Preliminary comments. Mulcahy stated they are close to putting
together their Conditional Use Permit Application. They are looking for any layout comments from
our committee so they can amend their drawings. They will have five 8-plex buildings. They have a
preliminary plat that includes Lots 1, 2, and 3. Their fire hydrant will go in the cul-de-sac. Their
buildings may be sprinklered. They will look at fire flows and costs. There is also a hydrant on
Taelor. Their mailbox needs to be closer to allow people to use the boulevard area. Regarding their
mid -block crossing that connects both sides, Haskins suggested they move the mailboxes over and
move the crossing closer to the intersection. They need to move their fire hydrant out of the turning
radius for the fire truck. There is a potential clubhouse on the south. Lot I will accommodate
stormwater as a possibility. This project is connected to their single family area to the north. Their
engineering and architecture people will approach this to meet condo criteria, but they may make
them apartments. They have two parking spaces per unit with carports that need to be 9' x 20'
spaces. The NW parking area will also serve another set of units over there. Handicapped parking
was discussed. They have a private alley 20' wide with added area for storm that will flow to the
east. The parking aisle needs to be 24'. They will provide a Landscaping Plan later in the process.
Building elevation drawings will be needed when they go through Architecture Review. They will
need to make a correction on the water main. The catch basins will all be going to an infiltration
pond. Street lights need to be offset. Sawyer Lane will connect to the north. It could go through the
existing wall on Stillwater. Sewer and water go along the full length of the southern berm on the
north side within the easement. The sewer is on the north side of the wall, and the water is on the
south side, each about 5' away or so. Haskins voiced his concern about accessing a main underneath
the wall. The maximum dead end street is 600', so there will be a point when they will have to decide
whether they should tie into the single family development or punch through to Stillwater. They will
try to get their application in by the end of this month in order to be on the November Planning Board
meeting. Their lot line and easement locations will be adjusted for their final submittal. Dedman is
fine with their layout. Haskins will calculate an estimate for their impact fees.
