The Kalispell City la nm' Board met on June 13, 2006 and held a. public hearing to
consider a significant amendment to the Kalispell Growth Policy 2020. The attached
Highway 3 North mend -me at serves as a significant update to the Kalispell Groff
Policy ma.p for areas north of Reserve Dave, east of the Stillwater River, sots. o
Church and Birch. Drives and west of LasalleRoad/ Rose Cross m Flathead River.
Tom Jentz, with the Kalispell Planning Department, presented staff report KG -o -
o2 reviewingreViewing the development process undertaken by staff and the planning board
during the previous 6 months. Tom Jentz, Kalispell Planning e artx e .t Director,
also answered questions from the board seek to the proposed groom policy
amendment.
DunnDunng the public hearing there were 3 people who spoke to the amendments. No one
else wished to speak and the public hean'ng was closed.
.e planning board discussed the proposal at great length. Tom Jentz proposed a.
series of minor amendments to the associated polices for the Highway 93 North
Amendments based on public comment that night as well as comments received
previously, both at the open house and in personal contacts with the public. The
planning board discussed those issues and made appropriate modifications as
necessary. The board them. unanimously .moved, by Resolution. K GA-o -2 to
recommend to the city council that the attached groom policy map amendment and
policies for the Highway 3 North Growth Polio. Amendment be adopted.

RESOLUTION ADOPTING AN AMENDMENT TO THE KALISPELL CITY GROWTH
POLICY 2020 ADOPTED FE RUA � 2003 TO BE KNOWN AS THE KALISPELL
NORTH GROWTH POLICY AMIENMIEN
WHEREAS, the Kalispell City Groff Policy 2020 was adopted by the Kalispell
City Council on February 18, 2003 with Resolution No. 3; and
WHEREAS, S, for the previous six months the Kalispell City Planning Board. has
been reviewing land use information, traffic patters, environmental constraints, and
growth trends in the area. north of Kalispell, and
WHEREAS, the planningboard has determm' ed that It would be appropriate to
expand the Growth Policy boundaries northerly to address increased development
pressure and the need to promote orderly growth and development in this area, and
WHEREAS, the planning board has developed draft t policies and a. draft land
use map for this area. after considerable deliberation., and
WHEREAS, the planning board held are open. house on May 16, 2006 seeking
public comment on the proposed policies and land use map for the expanded area
which are to serve as amendments to the Groff Policy, and
WHEREAS, the Kalispell City Planning Board held a public ea.r'ng on June 13,
2006 in the Kalispell City Council Chambers on the proposed amendments, received
comments from the public and proceeded to discuss the comments and Growth Policy
at lend;
NOW THEREFORE BE IT RESOLVED, that the Kalispell City Planning Board
recommends to the Kalispell city Council, Exhibit A, Highway 93 Now Proposed
Groff Policy Land Use Map and Exhibit B - Highway 93 North. Policies to be adopted
as an amendment to the Kalispell Growth Policy 2020.

HIGHWAY 93 NORTH GROWTH POLICY AMENDMENT
GOAL - : Gateway entrances to Kalispell that enhance the community through
improved design.
POLICIES:
Gateway Entrance Condors (areas of special concern) would extend up to 150
feet of either side of the e.sti RW for p=ary highways and up to 50 feet for
secondary highways.
2, The following roadway corridors are identified as gateway entrances to Kalispell.
a, Highway 93 North corridor north of Four Mile to the County Landfili,
b. US Highway 2 (LaSaHe) from Reserve Drive to Birch Grove
c. Whitefish Stage from Reserve Drive to Birch Grove. (minor entrance way)
. The following design standards are intended to enhance the gateway entrances
to Kalispell
a.. Access control is ira ortant along the gateway entrance roads.
b. Access should be coordinated so as to allow only collector or arterial streets
to intersect. The judicious use of right -in right -out approaches, frontage
roads and good int r of development street design should be the rule to
reduce or e minate the need for direct access onto major gateway roads.
c. With the construction of the Church Drive overpass on Us 93, every effort
must be taken to fWly use this interchange and conversely limit direct
access onto Us 93 for at feast 4 c along areas north and south of this
facility to avoid congestion points and the reed for future traffic signals, The
judicious use of right-inright-out approaches, frontage roads and good
intcrr of development street design will mitigate the reed for direct access
out.
d. Extra setbacks, buffering and landscaping along g S Highway 93 North and
US Highway 2 and to a Lesser degree along Whitefish Stange Road are the
norm,
e. In those areas planned for general commercial development on a gateway
entrance, It should occur as an integrated development ent utilizing and
enhancing the property back from the gateway as opposed to occurring as a
shallow linear str' , Significant individual business highway exposure,

f. Additional design standards should be developed -to ensure that signage
enhances development, not detracts from it. Wall slgnage integrated into
the overall building design is preferred over free standing sfgnage.
Monument signs are preferred over other types of free standing sfg.age.
mere development entrance signage or monument signage is proposed, it
should be done so as part of a unified planned unit development concept.
Where the adjacent gateway road speed is posted at 35 mph or lower:
i. A irLil ='Um 20 foot landscape buffer should be provided
abutting the gateway road.
ii. street trees should be incorporated into the landscape buffer.
iii. A pedestrian trail or sidewa.ik should be incorporated into the
landscaped buffer area.
iv. Four sided architecture would be the no= adjacent to gateway
entrances.
. Where the adjacent a.tewa.y road speed is posted from 36 - 45 r :
i. .. minimum of 40 feet of landscaped buffer area should be
provided.
ii. Street trees and be=ing should be incorporated into the
landscaping.
iii. A pedestrian trail or sidewalk should e incorporated into the
landscaped buffer area.
iv. Four sided architecture would be the norms adjacent to gateway
entrances
. Where the adjacent gateway road speed is posted above 45 mph:
1. A minimum too - 150 foot impact area should be provided for
major entrances and a 50 foot entrance for nor entrances.
ii. Within this impact area, a. combination of berming, landsca.pm
.sing livematerials and trees as well as grass, a pedestrian trail
system, limited parking and. frontage roads should i e
incorporated.
iil. Primary buildings should not be located in this impact area.
iv. Four sided architecture should e the norms for development
adjacent to the impacted area.
v. Monument signs would be anticipated to occur in the near
port -ion of the impacted area., other free standing signs would
not.
Sri= Whenever parking or signage is proposed in the impact area., it
shaH only be done under a PUD process where the impacts o
these actions are anticipated and provided for.
Neighborhood commercial should e used as a. means to buffer key
intersect -tons and to meet immediate local needs, not to sere as a destination
shopping area.
. Neighborhood commercial areas would ix turn be buffered from lower density
and intensity residential areas through the use oi'higher density residential
uses and office uses.
6. Pedestrian and tram systems should be incorporated into terming, landscaping,
greenbelts, park areas and setback standards along gateway entrances to
enhance or maintain the scenic value of the entrance corridor from public
facilities, neighborhoods, ds, schools is and commercial services.
GO - 2: The development of an integrated residential/ commercial neighborhood
(Designated KN-1 on Groff Policy Map) between US 3- Reserve Drive
and Whitefish Stage.

1. Development will be mixed use in nature creating an overall integrated
neighborhood with a town center as opposed to linear sip commercial
development fronting the Gateway entrances.

That the definition of the Urbana Mixed Use Area Category on the Kalispell Groff
Policy Map e amended to remove the terra "limited' in reference to commercial while
keeping it in reference to industrial uses so that it reads, "Urban Mixed. Use Area
Ogee, Residential, Commercial and. Limited Industrial". Note: This amendment e .t was
to address the entire planning jurisdiction ma.p and not just the Highway 93 Now
Amendments.

report to the Kalispell City Planning Board and the Kalispell City Council regarding
a major effort on the part of the Kalispell Planning Staff to update the Kalispell
Groff Policy Map and add appropriate policies to address growth and development
in the northerly portion of the greater Kalispell community. A public hearing on this
Proposal has been scheduled .led before the planning board for None 13, 2006. The
Panning board will forward a. recommendation to the city council for second
subsequent public hearing and final action.
BACKGROUND* The Kalispell Growth. Policy was adopted on February 18, 2003.
Page 62 of the Groff Policy states that the Growth Policy should be reviewed a.
mmimu n of every 5 years in order to maintain relevance with em*sting conditions and
trends. The planning board has begun a. regular program of reviewing major
geographic areas of the community on a. systematic basis to keep the Growth Policy
updated in light of the significant groom occurring in the community. This past fall
the Planning Board and City Council completed a. similar process on the south side of
the city. Upon completion of those amendments, the Planning Board t med their
direction north. The Board focused on this area in light of the recently ad.opted.
County Two Rivers Plan and because of continued interest voiced by large property
owners in this area who are interested in extending utilities and annexing into the
city,
The, Planning Board has been studying this area since December, 2005. During that
time they have held approximately 8 work sessions on this topic. In addition, the
plying board has twice discussed this issue with the County Planning Board one of
which was held approximately a year and a half ago in preparation of this effort. On
May 16 an open house was held. In anticipation of that open house individual
invitations were sent to all property owners of 10 acres or larger owners total) .
The Ponderosa subdivision Homeowners Association circulated the invitation to the
o or so owners of Ponderosa. Estates as well. In addition a block ad in the Daily
Inter Lake and a significant story in the Daily Inter Labe were published in
anticipation of this meeting. It is estimated that between 50 - 60 People attended the
open house. Comments were overwhelming in support of the city efforts to Plan on
their fringes. The 89 property owners who own 10 acres or more were again notified
of the public hearing and. .egal notice was placed in the newspaper. Letters of support
are attached for your information.
Growth Policy Amendment Boundary
The area under consideration utilizes the Stillwater Fiver as the western boundary,
Church and. Birch Drives as the northern boundary, LaSalle to Rose Crossing over to
the Flathead River as the eastern boundary and Reserve Drive as the southern
boundary. The current Growth. Policy extends approximately one mile north of
Reserve Drive up to Rose Crossing. The proposed amenmment effectively extends the
boundary 2 raffles further to the north} The amendments WIR replace this Portion of
the Groff Policy Map.
Proposed Growth PoUcy Amendment:
The attached Amended Growth Policy leap - Kalispell Highway 93 Now - visually
portrays the policies that have been developed by the planning board for this area..
The extended neap area still utilizes the policies of the current Groff Policy. The
core concepts include maintaining our major entrance ways into Kalispell (Highway
93, Whitefish Stage and LaSalle) as entrance com .ors and supports developing
criteria to enhance then. This would include limiting access in order to keep traffic
moving, designing development along these corridors to litnit unnecessary traffic
lights, utilizing extra setbacks, landscaping, etc., and to visually create are entrance
condor by limiting major commercial development to a few key locations and not
designing a. commercial strip between Kalispell and Whitefish. Neighborhood
commercial would be focused at several key intersects, typically a mile apart. Two
fire station sites were identified based on research by the Fire Department. The
primary use in a. na o f ty of this area is intended to be residential with a significant
mIxe . use development (commercial, office and residential between Wh .tefis . Stage
and Highway 93 north of Reserve Drive.
In addition to the map, Attachment Policies Articulated by Planning Board
concerning Kalispell North 93 Neighborhood are included in the adoption process.
These policies help articulate some of the issues discussed above.
Recommendation:
The Kalispell City Planning Board should take public comment at the public hearing.
Based on that comment and additional board discussion., the board should make
changes as they Feel appropriate. staff recommends at that point the planning board
should, by resolution. (sample provided) resolve to recommend the North 93
Neighborhood Growth Policy Amendments to the City Council for final action and
adoption.
The council will also hold a public hearing on the Growth Policy Amendments prior to
taking final action on the proposed amendments.
