12/08/69 City Council MinutesA regular meeting of the Kalispell City Council was held December 8,
1969, at 7:30 P.M. in the Council Chambers. Mayor Bjorneby presided.
All councilmen were present.
Minutes of the regular meeting held December 1, 1969, were read.
Councilman Roberts moved approval of the minutes as corrected. (First
name of Mr. Waters corrected to read Roy instead of Brooks).
City Official Reports:
City Clerk & City Treasurer - October.
City Sanitarian, Police Chief, Police Judge and City Engineer - Nov-
ember.
Councilman Turner moved acceptance of the City Official Reports.
Seconded by Councilman Riley and carried.
Committee Reports:
Safety Committee - Ambulance Bid Award: Councilman O'Brien reported
that none of the bidders met specifications completely. The committee
recommends the acceptance of the bid of Superior Coach Sales, Inc., as
the bid was lowest by $3,300.00. Councilman O'Brien moved adoption of
the Safety Committee report. Seconded by Councilman Turner and carried.
Finance Committee - State Examiner Recommendations: The Finance
Committee met with the State Examiner last week and met again December 8th
to discuss the Examiner's recommendations. The committee recommends pay-
ments be made directly to the City Treasurer, with the exception of over-
time parking, which will still he paid at the Police Department. Payments
of water accounts will still be collected at the Water Department.
We recommend position surety bond rather than individual bonds for
surety.
The committee recommends an inventory be taken by all departments as
of January 1, 1970.
We recommend that delinquent water hills be placed on City Special
Taxes, as of July 1st annually.
It was recommended that when the Council accepts a bid higher than
the lowest bid, that the reason should be detailed in the minutes.
It was requester' that the City Attorney prepare an Ordinance to pro-
vide that City employees be paid on a per diem and mileage basis for auth-
orized travel outside the City and that when more than one employee travel
In the same vehicle, mileage be paid to only one employee.
The committee has audited all claims for the month of November and
approved them for payment.
Councilman Hensley moved adoption of the Committee Report. Seconded
by Councilman Roche and carried.
Garbage Committee - Councilman Roche reported the committee recommends
the garbage assessment for multiple units be based on the number of house-
keeping units.
Councilman Roche moved acceptance of the Committee Report. Seconded
by Councilman Miron and carried.
Addressing the Council:
Mr. Wade Farlin, Attorney, represented Mr. Buck regarding extension
of water service to the trailer at 844 - 8th Avenue West. Mr. Farlin re-
quested that a temporary extension be granted on a humanitarian basis, as
Mr. Buck's mother is ill and must be some place where she can be cared
for readily.
Council members discussed the request, which had been previously
denied, and came to the conclusion that the denial of the request should
stand. The City Attorney was instructed by the Council to mail Mr. Buck
a notice to disconnect the trailer from the Kalispell City Water Supply
within thirty days.
Police Chief Waggener reported on the Police Chief's meeting in
Great Falls. The next meeting of the Police Chiefs will be held in Kali-
spell next May.
Chief Waggener also reported that Whitefish was returning the used
radio base station.
Mr. Walter Bahr, President of the Kalispell Chamber of Commerce,
thanked the City Council on behalf of the Chamber of Commerce for the
Council's action on the Court House Couplet.
Councilman Miron reported that he had talked with State Highway
Engineer Lew Chittam and that there would be no problem regarding the re-
quest for beautification and review by the Council prior to final approval.
City Engineer Pete McClintick reported that there had been sewer taps
in Northridge Addition and Adams Addition where the parties were not act-
ually using the City sewer, but had made the tap so that it would not be
necessary to dig up the street after it is surfaced. The normal procedure
Is to begin charging the sewer charge as soon as the tap has been made.
It was felt these people should not be charged for sewer service, but there
Is no way of knowing when they connect their plumbing to the sewer. This
was referred to the Sewer -Water Committee for recommendation.

License & Permit Bonds:
Charles Ward Electrician (Continuation Certificate)
Councilman Turner moved acceptance of the License and Permit Bond.
Seconded by Councilman Roche and carried.
Correspondence:
A letter was received from the Flathead County Board of Commissioners
requesting the City to indicate whether it wished to be included in or ex-
cluded from the proposed Garbage District.
Councilman Miron moved adoption of Resolution No. 2756 - a resolution
concurring the desire of the City of Kalispell to be included in the pro-
posed County Garbage District. Seconded by Councilman Roche. Roll call
vote. All voted aye.
The meeting was adjourned by Mayor Bjorneby.
