A REGULAR MEETING OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00
P.M., MONDAY, JULY 18, 2016, IN THE COUNCIL CHAMBERS AT CITY HALL IN
KALISPELL, MONTANA.
A. CALL TO ORDER
Mayor Johnson called the meeting to order at 7 p.m.
B. ROLL CALL
Jim Atkinson, Sandy Carlson, Kari Gabriel, Chad Graham, Phil Guiffrida, Mark Johnson,
Rod Kuntz, and Wayne Saverud were present. Tim Kluesner was absent.
Also present: City Manager Doug Russell, City Attorney Charles Harball, City Clerk Aimee
Brunckhorst, Planning Director Tom Jentz, Senior Planner Jarod Nygren, and Police Chief Roger
Nasset

Wayne Saverud moved to approve the agenda as submitted. The motion was seconded by
Sandy Carlson.
The motion carried unanimously upon roll call vote with Tim Kluesner absent.
E. CONSENT AGENDA
1. Council Minutes - Regular Meeting - July 5, 2016

2. Acceptance of Fiscal Year 2016 Justice Assistance Grant
Acceptance of this grant would allow the Police Department to purchase two portable radios, and
assist in sending two investigators to Cellular Forensic Training.

3. Ordinance 1773 - Second Reading - Planned Unit Development Amendment -
Courthouse East at 723 5th Ave. East
This Ordinance would approve a zone change to the PUD, allowing 29 units instead of a
maximum of 28 units.

Public Comment
Mayor Johnson opened public comment on the consent agenda. Seeing none, he closed public
comment.
Jim Atkinson moved to approve the consent agenda as submitted. The motion was
seconded by Rod Kuntz.
The motion carried unanimously upon roll call vote with Tim Kluesner absent.
F. COMMITTEE REPORT - None.
G. PUBLIC COMMENT
Mayor Johnson opened public comment.
Jane Lopp, Public Comment
Ms. Lopp of 52 West View Drive, Vice -Chair of the Imaginelf Library Trustees spoke regarding
fun and educational events that have been happening at the library. Ms. Lopp invited the Council
members to the next Library Board of Trustees meeting next Wednesday at 1 p.m. in the
basement of the library.

Seeing no further general public comment, Mayor Johnson closed public comment.
H. PUBLIC HEARING — Kalispell Airport/Athletic Complex Redevelopment Plan
(South Kalispell Urban Renewal District Plan)
The city council will accept public comments concerning proposed amendments to the
Kalispell Airport/Athletic Complex Redevelopment Plan (now referred to as the South
Kalispell Urban Renewal Plan).

Mayor Johnson opened the public hearing.
Jack Jones, Public Comment
Mr. Jones of 164 Pheasant Run, expressed confusion regarding the discussion that took place at
last week's work session meeting, and is an advocate of keeping the airport open. Mr. Jones
would like to see a detailed income and expense report for the city airport. Mr. Jones believes the
airport is a vital asset to the city of Kalispell similar to the sports complex, and the roads through
town.
Elmer Sieler, Public Comment
Mr. Sieler of 2740 Hwy 93 South said his home is the first at the end of the airport, and he has
never had a problem with the airport. He expressed his views as to why the airport should not be
closed.
Donald Peterson, Public Comment
Mr. Petersonof 1712 1st Avenue West spoke in opposition to special improvement districts.
Jim Lamore, Public Comment
Mr. Lamore said he owns two hangars at the city airport and spoke regarding his appreciation for
the city airport. He said the airport is one of the things that attracted him to live in Kalispell, and
he feels it is an important asset. He spoke to the need for better public relations between the
airport and the public and provided reasons why he feels that way.
John Talmage, Public Comment
Mr. Talmage of 1893 Airport Road provided a hand-out with his thoughts on why the airport
should be kept open. He then spoke regarding the importance of having the Department of
Natural Resources and their helicopters available at the city airport for fire suppression. He then
spoke regarding the businesses that rely on the airport and the stress he and his employees are
under with talk about a possible airport closure.
Public hearing closed.
Seeing no further public comment, Mayor Johnson closed the public hearing.
I. REPORTS, RECOMMENDATIONS, AND SUBSEQUENT COUNCIL ACTION
1. Ordinance 1774 - First Reading - Amendment to the Kalispell Airport/Athletic
Complex Redevelopment Plan (now referred to as the South Kalispell Urban
Renewal District Plan)
This Ordinance would amend the City of Kalispell Airport/Athletic Complex Redevelopment
Plan to adopt and incorporate the April, 2016, draft of the South Kalispell Urban Renewal Plan.

City Manager Doug Russell provided a brief history on this item.
Councilor Graham began questions for staff.
City Manager Charles Harball answered questions from Council explaining what approval of the
plan under consideration would mean.

Councilor Guiffrida asked questions regarding why the depreciation figures on page 25 of the
report were removed between the first draft and the draft before the Council.
Planning Director Tom Jentz explained that the Urban Renewal Agency Board removed the chart
in question because it is confusing.
Councilor Atkinson asked about depreciation within the enterprise funds.
City Manager Doug Russell responded to Council questions.

Councilor Kuntz asked questions of staff regarding a recommendation that was made within the
report on page 28 referring to landing fees.

Jim Atkinson moved to approve Ordinance 1774, an Ordinance amending the City
of Kalispell Airport/Athletic Complex Redevelopment Plan to adopt and incorporate the
April, 2016 draft of the South Kalispell Urban Renewal Plan as recommended by the
Kalispell City Planning and Zoning Board. The motion was seconded by Rod Kuntz.
Councilor Atkinson provided brief discussion on the motion.
Phil Guiffrida moved to amend the report, page 25, Airport Financial History and Figures
15 and 16, Airport Financial History and add back in the depreciation that was removed
previous. The amendment to the main motion was seconded by Rod Kuntz.
Councilor Guiffrida provided discussion on the amendment to the motion.
Councilor Atkinson asked staff a question regarding the amendment to the motion.
Mayor Johnson provided discussion on the amendment to the motion.
The amendment to the main motion carried unanimously upon roll call vote with Tim
Kluesner absent.
Councilor Guiffrida provided discussion on the main motion.
The main motion as amended carried upon vote with Jim Atkinson, Chad Graham, Phil
Guiffrida, Mark Johnson, Rod Kuntz, Wayne Saverud voting in favor, and Sandy Carlson,
and Kari Gabriel voting against, and Tim Kluesner absent.
2. Resolution 5765 - Interlocal Agreement Amendment - City and Flathead County
Water & Sewer District No 1 (Evergreen) Boundary Line Amendment
This Resolution and Interlocal Agreement would amend the service area boundary within the
Evergreen District Sanitary Sewer Treatment Agreement.
City Manager Doug Russell provided a staff presentation on this item.
Councilor Atkinson began questions for staff.
Public Works Director Susie Turner explained what this agreement would include.

Phil Guiffrida moved to approve Resolution 5765, a Resolution approving an amendment
to the July 1, 2015 Interlocal Agreement between the City of Kalispell and the Flathead
County Water & Sewer District No 1 (Evergreen), by amending exhibit "A" to include
additional parcels and to authorize the City Manager to execute the same. The motion was
seconded by Chad Graham.
The motion carried unanimously upon roll call vote with Tim Kluesner absent.
J. CITY MANAGER, COUNCIL, AND MAYOR REPORTS (No Action)
City Manager Doug Russell provided the following report:
Montana League of Cities and Towns Conference is coming in October to Missoula. The
Council should inform Ms. Brunckhorst if they plan to attend.
• The work session next Monday July 25, 2016, has been cancelled.
Councilor Kuntz brought up an annual review that was agreed upon last year when Council
approved the Flathead High School Parking District.
Mayor Johnson reported the following:
• In response to public comment received earlier in the evening, Mr. Johnson reminded the
public that financial statements, reports and yearly budgets are available on the city
website.
• Last week Mayor Johnson spent time with Senator Tester and Chief Nasset on a tour
around the police station sharing some of the successes with the Stone Garden Grant.
• Mayor Johnson said he wanted to acknowledge and support Chief Nasset and the Police
Force and our other First Responders to let them know thoughts and prayers are with
them.
