HEAR THE PUBLIC:
Kalispell Oral Surgery — Landscaping is okay. Their updated plans show the bio-swale planting
plugs and are planning to hydro seed with grass and wild flowers. They also show removing the
connection point on the west side from Old West Reserve Drive into the sidewalk in the front of their
facility. Parker believes there has to be one there. They will have sedated patients inside and they
don't want them walking out that way or anyone walking in that side. They could move it towards
the front of the building. Clawson will look into it. There will be sod on the west side, and lawn seed
out to the bio-Swale. This is all supposed to be irrigated. Fincher hasn't finished his review yet, but
should be done by Friday. The handicapped area in the back is actually a sedated patient loading
zone. They plan on having a two -rail, split -rail cedar fence all around the property. The sidewalk
connection will need to stay for now; could reconsider based on what building dept determines.
PERFORMANCE BOND REMINDERS:
Beehive — They are requesting release of their bond. Public Works and Parks are waiting to see what
they have completed and for a certification from their engineer.
Campus Church — Completing their work in September instead of August.
Captain's Marine —Their bond expires August 30th. The fillis done. They are doing their sprinkler
system. Freyholtz is fine with this project. Fincher still needs some landscaping information. Public
Works still needs their as -built drawings. Discussion was held as to lowering the bond amount and
releasing some of it. Sorensen suggested we release the $50,000 bond and replace it with a $3,500
bond. Haskins stated that it's difficult to put a price on the value of the as -built drawings.

Mountain Vista 4, Phase B — Letter of Credit — landscaping and street trees were not in the bond.
OLD BUSINESS:
Buffalo Hill Terrace (Immanuel Lutheran West Campus) — 40 Claremont, Phase IA & 2;
expansion of existing retirement facility. We met with them on Tuesday. Their path alignment starts
at Grace Church. Freyholtz is concerned with the stability of the slope for a path, even if they put in a
retaining wall. It may cost more to make it stable. Would a handrail be required? MDT has hired
RPA to evaluate. Sorensen noted that the CUP condition says that it's an easement, which means on
their property along that boundary. The easement is up to the City. There should be a 3 to I
shoulder off the edge of the bike path. The garbage containment is MY back, and over 8' tall.
Nygren stated that they need to provide an exhibit that shows a map hatched out of where they would
grant us a construction easement for the trail. This is moved through Site Review with the condition
they provide an easement as shown in the CUP site plan.
Northwest Family Medicine — 70 Village Loop; new family practice medical office. Public Works
has approved this. Landscaping was discussed extensively between McIntosh and Fincher. Their
hydro seed area will be irrigated. Their building permit will be held until the landscaping plan is
approved. This is moved through Site Review.
Blanchard Dental — Commons Loop; office building. Plans came in to Building but they have not
been reviewed yet.
Scotty's — 2205 Hwy 93 S; new storage building. They are interested in doing a new storage building
in the back at the NE corner of the property. This would be a 1,400 sq. ft. shop/storage building.
Sorensen is waiting for responses from Dewey Swank.
KRMC — 310 Sunnyview Lane; new women's/children's clinic. Their PUD Application is being
reviewed by the hospital and will be submitted by the end of the month. Their Traffic Study has been
cleaned up and submitted to Public Works. Tabler is just beginning this review. Their handicapped
parking and the pedestrian path location were discussed with McIntosh. They will transition the path.
This will be on the agenda for next week.
Hobby Lobby — Spring Prairie 4; new retail. It will be a 55,000 sq. ft. building. We are waiting for
information to come back from Blumenstein about the sidewalk in the front and access around the
back side. This will be on the agenda for next week.
Kalispell Center Mall — Herberger's expansion. Haskins stated there are hydro -carbon
contaminated soils in there, so they will possibly need to do some additional things to protect the
water. We are waiting for some additional information to know where the hydro -carbons are and
then if it is affected, what their proposed plans are. They will need to have nitrile gaskets on their
pipe so they will probably have to change any area that is contaminated with ductile iron because they

are just replaceable gaskets. Then their service would have to be probably copper pipes. They are
expecting the pad to be delivered by July 28th
USFS — 650 Wolfpack; new storage building. Their updated parking layout was discussed. The
storage building and the parking will both be done at the same time.
First American Title — 219 E. Center; new office building. This will be next to Depot Place where
the Quonset but used to be. We sent them comments that include putting in sidewalk, and we are
waiting for responses. This will be on the agenda for next week.
Fuel Fitness — 1305 Hwy 2 W; new athletic club. This will be a 24-hour athletic club, 14-15,000 sq.
ft. building east of Fatt Boys. Sorensen met with them last week. Their NE corner will have a trash
enclosure. Public Works is close to finishing their review. MDT is waiting for submittals from them
to get started on their review. Freyholtz stated they will have a hydraulics review as to whether we
will need them to put in curb and gutter along the frontage or how that's going to work. They will
need to have a permit from MDT for their work being done in the ROW. Fincher will see if he has
their Landscaping Plan. Their Floodplain Permit has been issued that will allow them to do the fill,
but they will still need their Stormwater Permit from Public Works. They have been driving off the
road into the ditch and dumping in the ROW. This will be on the agenda for next week.
NEW BUSINESS:
MT One Call — 209 Parkway; new roof structure over generator. They have withdrawn their
application for a permit. This is removed from the agenda.
PLANNING OFFICE ITEMS:
Mountain Vista 4, Phase B — Final plat for this subdivision will go before the City Council.
Flathead Special Education Co-op - Meridian Court - has put in a gravel parking lot. It is less than
4,000 sq. ft. They will need to pave it and pay an impact fee. They may use it as a future building
area. They would get impact fee credit if they build on the new pavement area in the future. They
want to get started with cutting and grading. They will also need to do some sidewalk replacement for
broken sidewalk. It would be 3,700 or 3,800 sq. ft. of paving. Haskins stated they should make their
impact fee payment based on what they assume the size of the paving will be, but it's going to have to
be adjusted if it ends up being more impervious later (more than 3,700 sq. ft.). They can go forward
but will need a ROW Permit. We could collect the impact fee after the paving is done. They will also
need a Stormwater Permit.
