06-02-16 City Council Work Session MinutesKALISPELL CITY COUNCIL WORK SESSION MINUTES JUNE 2, 2016 View the minutes attached to the audio of the meeting at: http://kalispell.com/mayor--and city council/meetings.php A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD ON THURSDAY, JUNE 2, 2016 IN THE COUNCIL CHAMBERS AT CITY HALL IN KALISPELL, MONTANA. COUNCIL PRESIDENT JIM ATKINSON PRESIDED. COUNCIL MEMBERS SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL GUIFFRIDA, TIM KLUESNER, AND ROD KUNTZ WERE PRESENT. MAYOR MARK JOHNSON AND COUNCILOR WAYNE SAVERUD WERE ABSENT. Also present: City Manager Doug Russell, City Attorney Charles Harball, Planning Director Tom Jentz, and Senior Planner Jarod Nygren. President Atkinson called the work session to order. DISCUSSION ITEMS 1. South Kalispell Urban Renewal Plan Discussion Russell gave some background information and opened the discussion. Guiffrida asked Russell to explain the Airport Advisory Board's recommendation to use FAA funds. Jentz explained the Planning Board's role with the urban renewal plan. Guiffrida asked questions and commented that he wanted to see things done efficiently and transparently. He remarked we need to do what is best for the city. Graham asked additional questions. There was lengthy discussion. Atkinson remarked that the people voted not to expand the airport, not to close the airport. Kuntz commented the decision needs to be made one way or the other. Public Comment Jeff Zauner, 37 Glacier Circle, member of the Urban Renewal Board, commented that he agreed with most of what Guiffrida stated earlier, particularly about no more funding of studies. He suggested renegotiating with the leaseholders at the airport and have them be responsible for maintenance instead of paying rent and forming a steering committee to go over every airport study that has been done thus far. There was discussion regarding the direction council wanted to move in. Kalispell City Council Work Session Minutes June 2, 2016 Page 1 Gabriel noted that a full discussion can not be held without the entire council and she would like to wait a bit; she wants to see exact figures on what it will cost to keep it open and what it will cost to close it. There was further discussion. The consensus reached was to direct staff to move forward one way or the other. CITY MANAGER/COUNCIL/MAYOR REPORTS Russell noted there is a need to appoint someone to the Flathead County Solid Waste Disposal Board at the June 20 meeting.
