06-23-16 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, June 23, 2016 Lower Level Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Tom Jentz, Planning & Building Director Jarod Nygren, Senior Planner Rick Parker, Building Plans Examiner Rebekah Wargo, Asst. Civil Engineer P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary GUESTS: James Freyholtz (Montana Department of Transportation); and Nick Calles (Kramer Enterprises) HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: Captain's Marine — Sorensen stated they will need to have either everything installed or a replacement bond in place by mid -July. We still don't have a firm dollar amount or design. Canvas Church — parking lot — fresh layer of asphalt. Their bond will expire in August. We are not sure if this has been completed. OLD BUSINESS: Buffalo Hill Terrace (Immanuel Lutheran West Campus) — 40 Claremont, Phase IA & 2; expansion of existing retirement facility. We are still waiting for information on the bike path. Building still needs to review this. Fincher still needs to review their landscaping plan. This will be on the agenda for next week. Papa Murphy's —238 East Center Street; new building to replace existing building on lot. Their final submittal came into Public Works on Tuesday. Tabler is reviewing these. This will be on the agenda for next week. Northwest Family Medicine — 70 Village Loop; new family practice medical office. Public Works is waiting for their stormwater design and their response to comments. This will be on the agenda for next week. Blanchard Dental — Commons Loop; office building. New revised plans have been received in Public Works. Wargo sent out new comments this week. Building has not received any drawings on this project yet. This will be on the agenda for next week. Clear Choice Clinic — 1281 Burns Way; addition to existing office building. They are still planning to put in two additional parking spaces. There will be about 400 sq. ft. of additional impervious surface of asphalt. Parking was discussed with Calles. They have a 90-day build schedule. This is passed through Site Review. Scotty's — 2205 Hwy 93 S; new storage building. They are interested in doing a new storage building in the back at the NE corner of the property. This would be a 1,400 sq. ft. shop/storage building. Sorensen sent a number of comments to Swank, who is doing this project. We are not sure if they have done the boundary line adjustment yet. There is a lot of gravel parking in the back right now. They would need to pave the area they opened up for parking in the back, along with some possible landscaping. They do have a Certificate of Survey that is in the GIS, but it does not show the boundary line adjustment. This will also need to go through ARC. Sorensen noted that the Site Plan dimensions for the building do not match the floor plan. This will be on the agenda for next week. KRMC — 310 Sunnyview Lane; new women's/children's clinic. The drawing of the pavilion was viewed. They are showing limited parking. Parking, sidewalks, boulevard, and landscaping were discussed. They may have to move their handicapped parking spaces. This will be on the agenda for next week. NEW BUSINESS: Hobby Lobby — Spring Prairie 4; new retail. The exact lot has not been identified yet as to where they will go. It will be a 55,000 sq. ft. building. This will be on the agenda next week. PLANNING OFFICE ITEMS: Mann Mortgage —We have the Application for Annexation and Initial Zoning for the property east of the new Town Pump on Reserve for Mann Mortgage on the July agenda. Nygren discussed the pond area with Freyholtz. Mostly likely, a portion of it will need to be annexed. Jentz suggested that we annex the piece of West Reserve Drive from Highway 93 to the bridge at Stillwater River. Tree Frog — There are new owners who are wanting to put in an accessory casino. Their CUP will be reviewed at the July Planning Board Meeting. Sorensen noted that the sidewalk requirement was included with the CUP originally. OTHER REPORTS: 2 U.S. Forest Service — Next week we'll have this on the agenda for a storage building going in behind their building. It will be 2,440 sq. ft. Fuel Fitness — The Flood Plain Permit is in the process. Wargo is working on their Civil Plans. Couplet South of Courthouse — Freyholtz noted that on Monday night this will be redone. They will do both the grinding and the paving in one night. Financial Drive — Jentz met with Sheri Stevens Wolf who is interested in having the Financial Drive connection become a City street. She manages the north half of the mall. Right now it is private property. Jentz told her there is no money to do that project, so it would be a private property initiated venture. It would need to have full sidewalks, landscaping, curb and gutter to be a City street. McDonald's - Highway 2 near Meridian. They will be taking out the old building and putting in a new one at the same location along with filling in the basement, putting in a slab, and slightly expanding the building. Ridgeway Drive — Jentz was contacted by a lady at this location that owns a large piece of land up off Ridgeway off of Grandview where her taxes are extremely high. Discussion was held as to her options, including extending water and sewer. This area is presently on a private well and individual septic system. The Extension of Services Agreement would require the main to go all the way up to Ridgeway. There are no fire hydrants in this area. The cost of extending services would be equally as high. Grandview Drive — Sorensen had a request come in regarding the tall grass along the roadway to be flail mowed along the side of the road. Nelson will check with Gene Come on this.
