SUBJECT: Resolution No. 5763 — Approving Wage Adjustments for City
Employees Not Represented by a Collective Bargaining Unit
and Approving Increased Hours to Certain Named Positions
MEETING DATE: June 20, 2016 — Regular Council Meetin M.-
BACKGROUND: Each year the Council reviews the recommendation of the City
Manager to adjust the wages of the city employees who are not represented by one of th
three collective bargaining units. This year it is recommended that the wages be
increased by 1% as this is the average increase for all other city employees (not includini
longevity) as well as the increase calculated by the matrix, the methodology of which w
reviewed and approved by the Council last year. The resolution also would approve
increasing the hours of the GIS specialist to full time and an AFSCME represented
crimes analyst/records clerk to full time. In addition the resolution would allow the
vacation of the position of Community Development Manager in order to fill the positio
of Assistant Director of Community Development which is a more accurate comparable
the position in other Montana cities. Finally the resolution approves making the metho
of annual adjustment to the Municipal Court Judge's salary as the average annual wag
adjustment of all city employees.
RECOMMENDATION: It is recommended that the Council consider and pass the
offered resolution to be effective as stated in the resolution.
ALTERNATI'VES: Upon consideration of the proposal the Council may reject the
resolution.
RESOLUTION NO. 5763
A RESOLUTION ADJUSTING THE SALARY AND COMPENSATION OF THE CITY
OFFICIALS, SUPERVISORS, AND ALL OTHER NONUNION EMPLOYEES
PURSUANT TO TITLE 7, CHAPTER 4, PART 42, M.C.A., REPEALING ORDINANCE
NO. 1517 AND ADJUSTING THE METHOD OF PAY INCREASE FOR THE
MUNICIPAL JUDGE, ADJUSTING THE HOURS OF THE GIS SPECIALIST
POSITION AND FILLING THE POSITION OF ASSISTANT DIRECTOR OF
COMMUNITY DEVELOPMENT, INCREASING HOURS OF ONE PUBLIC SAFETY
CRIME ANALYST/RECORDS CLERK POSITION WITHIN THE AFSCME
BARGAINING UNIT, ALL COMMENCING ON THE DATES INDICATED HEREIN.
WHEREAS, the City of Kalispell is a general powers city of the state of Montana and is
authorized by MCA. 7-4-4201 to set the compensation and salaries of its elected
and appointed city officers by resolution of its City Council; and
WHEREAS, by Ordinance No. 1623, the Kalispell City Council determined that it is in the best
interests of the City and the efficient governance of the City that the
compensation and salaries of the city employees be set from time to time by
resolution of the Kalispell City Council; and
WHEREAS, the City of Kalispell employs elected officials, appointed city officers as well as
other nonunion employees who are not otherwise represented under a collective
bargaining agreement; and
WHEREAS, the City of Kalispell collected data and conducted a market study of the salaries
paid by Montana cities to their employees to determine the salary market rate for
each of the nonunion positions within the City and has thereby developed and
adopted a market based wage and salary matrix; and
WHEREAS, the City Council finds that it is fair and equitable based upon the average
contractual increases received by those city employees represented by collective
bargaining units to increase the salaries and compensation of the City appointed
officers and nonunion employees for FY2017 in the amount of 1.0% in addition to
the step increase implemented pursuant to the market based wage and salary
matrix effected in the prior year; and
WHEREAS, the 2017FY preliminary budget identifies the position of Assistant Director of
Community Development to be filled upon the vacancy of the Community
Development Manager position as well as increasing the hours of the position of
GIS specialist, from 80% of full time to full time; and
WHEREAS, the salary of the Municipal Court Judge is currently adjusted annually based upon
increases in the Consumer Price Index for the Western States and whereas to be
consistent with the wage analysis of all other City employees it would be more
appropriately adjusted at the beginning of the calendar year based upon the
average increase in wages for all City employees; and
WHEREAS, the 2017FY preliminary budget identifies one of the AFSCME represented
positions of Public Safety Crime Analyst/Records Clerk, currently working hours
at 50% of full time to move to full time.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION 1. The salaries and compensation of City appointed officers and nonunion
employees for the period of FY2017, beginning July 1, 2016, shall be paid
consistent with the wage and salary matrix attached hereto as Exhibit "A"
along with an additional 1% increase. Appropriations shall be made to
pay same when due.
SECTION 2. Pursuant to the preliminary budget projections, the City Council
authorizes filling the position of Assistant Director of Community
Development and to increase the working hours of the hourly position of
GIS specialist, currently working hours at 80% of full time to full time
beginning July 1, 2016.
SECTION 3. The salary of the Municipal Court Judge shall be adjusted annually on
January I", based upon the average increase in wages for all City
employees, effective immediately. Ordinance No. 1517 is hereby
repealed.
SECTION 4. Pursuant to the preliminary budget projections, the City Council
authorizes increasing the working hours of one AFSCME represented
hourly position of Public Safety Crime Analyst/Records Clerk, currently
working hours at 50% of full time to full time beginning July 1, 2016.
