Community Development Block Grant on Behalf of Flathead
County for ADA Improvement to the County Fairgrounds
MEETING DATE: June 6, 2016 — Regular Council Meeting
BACKGROUND: Flathead County seeks to utilize the City of Kalispell's 2016
application allocation for public facilities funds through the Montana Department of
Commerce Community Development Block Grant (CDBG) program to assist in the
partial funding of ADA compliant facilities at the Flathead County Fairgrounds located
in the City of Kalispell. The Flathead County Fairgrounds are located within the City
Kalispell and serve as a venue for many public functions. It may therefore be deemed i
the best interests of the City to promote the construction of the new accessible facilities
that will better meet the needs of the city population. There are currently no other
public facility projects within the City that are application ready and that would
otherwise be eligible for the City's application for CDBG public facility grant funding.
A public hearing has been duly noticed and will be held immediately prior to council
consideration on this matter to gather specific information on the potential impacts an
benefits related to upgraded Flathead County Fairground facilities.
RECOMMENDATION: It is recommended that the Council consider and pass the
offered resolution to authorize submitting an application for a Community Development
Block Grant on behalf of Flathead County for ADA improvements to the Flathead County
Fairg,ounds.
ALTERNATI'VES: Upon consideration of the proposal the Council may reject the
resolution.
WHEREAS, the City of Kalispell has the opportunity to apply to the Montana Department of
Commerce on behalf of Flathead County for a Community Development Block
[CDBG] Public- purposes t
of ADA compliantfacilities
WHEREAS, on June 6, 2016, a public hearing was conducted and evidence was placed in record in
conformance with CDBG requirements to obtain the views of citizens to support the
submittal of this grant application; and
WHEREAS, the City of Kalispell has the legal authority to provide this assistance to Flathead
County.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL
AS FOLLOWS:
SECTION 1. That the City of Kalispell and Flathead County agree to conform to the
regulations, statutes, terms and conditions described in the CDBG Certifications
for Application.
SECTION 2. That the City of Kalispell authorizes Flathead County to submit an application to
the Montana Department of Commerce for CDBG public facilities grant funding
for those funds allocated to the City of Kalispell for the construction of facilities
at the Flathead County Fairgrounds located in the City of Kalispell and to
provide such additional information as may be required.

County Fairgrounds ADA Improvements Public Facilities Application — May, 2016
Project Overview
The Flathead County Fairgrounds have hosted the Northwest Montana Fair and other events for 115 years at the
current location. In that time several buildings and facilities have been built, rebuilt, or replaced to keep up with
changing standards and event offerings.
This process of building and rebuilding is continuous due to the wide range of building types, building ages, and
changing community needs. New buildings stand side by side with fifty, sixty, and eighty year old buildings. Many
buildings were constructed before American's with Disabilities Act (ADA) standards. These older buildings have
significant problems that are not easily solved and are difficult to update to current codes and standards.
Over the past several years Flathead County has pursued a more active approach to the use of the fairgrounds
facilities. Derelict structures have been removed, utilities & drainage have been replaced, and ADA access has been
improved in many areas. However several structures still have significant ADA deficiencies that need to be
addressed. Some building have no ramps, others have very steep ramps and improper handrails.
Many structures on the fairgrounds property are in need of repair and/or replacement. Several old barn buildings are
rotting due to roof leaks and ground water, while other buildings have poor foundations and crooked walls. Many
of the older grandstands are very old and do not offer ADA seating or access. The restroom facilities are in poor
condition and undersized for most events. Larger events require that portable restrooms be brought in to satisfy
local authorities. The main restroom buildings show signs of rust, rot, water damage, mold, cracked concrete and
unsafe paths of ingress and egress.
Due to the culture and recreation opportunities provided as well as the economic benefit, Flathead County is
conunitted to making the needed improvements throughout the fairgrounds facilities. Through the development of a
Preliminary Architecture Report and an extensive ADA survey, four projects have been selected as the top priority;
the grandstand south access, food services building, main restroom, and the north restroom and showers. These
projects have been identified as the most beneficial for the expanded use of the fairgrounds in the future.
Renovating these facilities will improve ADA access, reduce congestion, and improve the overall user experience at
the Flathead County Fairgrounds.
Flathead County has requested that the City of Kalispell sponsor a Community Development Block Grant (CDBG)
Public Facilities grant application on behalf of Flathead County to financially support the portion of renovations
attributed to ADA improvements. Flathead County would provide the grant's required 25% matching funds as well
as funding for all non-ADA related improvements. The proposed project budget and initial plans for each site
follow.

the Council Chambers, Kalispell City Hall, 201 First Avenue East, Kalispell, Montana, the City
Council of the City of Kalispell shall hold a Public Hearing regarding submission of a grant
