Kalispell Public Works Department 201 l st Ave E, Kalispell, MT Public Works Department MONTANA Kalispell.com TO: Doug Russell, City Manager FROM: Susie Turner, P.E., Public Works Director SUBJECT: Recommendation for Engineering Consultant — Kidsports Infrastructure Improvement Project MEETING DATE: May 2, 2016 BACKGROUND: The City of Kalispell in coordination with Kidsports Association applied for and received a youth recreational grant from the Montana Department of Commerce for infrastructure improvements at the Kidsports Recreational Complex. The grant allows for funds to be spent on design and construction of infrastructure improvements for water, sewer, irrigation, roads, and parking facilities. The proposed project at Kidsports involves the construction of infrastructure necessary to support the development of eight new playing fields (seven muti-purpose and one Babe Ruth Baseball field). The project infrastructure includes, but may not be limited to: • Irrigation system mains, valves, services, and heads to water the new fields from both an existing well and the public water supply; • Water main extension for service to new facilities, drinking fountains, and fire flows (as dictated by the fire code and Kalispell Fire Department); • Sewer system and main extensions for service to facilities; • Stormwater Management System; • Access roads, parking lot areas, and approach connections to local and state roads. The City advertised a request for Statements of Qualifications for Professional Service in March of 2016. On March 22, 2016, the City received five (5) Statements of Qualifications from the following local and regional engineering firms: RPA, Morrison-Maierle Engineering (MMI), Carver Engineering, Jackola Engineering and WGM Group. REQUIRED SERVICES: The services to be provided for this project include, but are not necessarily limited to: 1. Prepare infrastructure engineering reports, designs, drawings, specifications, DEQ submittals, permit submittal, construction documents, and oversite as required for the infrastructure improvements to meet city, state, and federal design and construction standards, and the Montana Department of Commerce Grant requirements. 2. Coordination and implementation of all permitting and public/private agency requirements. Administer bids for construction, as required, including such items as preparations of bid documents, pre -bid meetings, review of bids and submittals, and recommendation for award. 4. Provide construction management as deemed necessary by the City. RECOMMENDATION: A selection committee of five, composed of a Board Member from Kidsports, and City staff from Public Works, Planning, Parks and Recreation, and Community and Economic Development, reviewed and scored the submittals. WGM Group was selected and is recommended as the most qualified firm based on technical, grant administration, relevant project experience, contract approach /management, and performance criteria. ACTION REQUESTED: Motion to select WGM Group as the Professional Consultant for the Kidsports Infrastructure Improvement Project. FISCAL EFFECTS: This sports complex infrastructure project will be fully funded through the State Youth Recreational Grant from the Montana Department of Commerce. ALTERNATIVES: As suggested by the City Council.
