A REGULAR MEETING OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00
P.M., TUESDAY, FEBRUARY 16, 2016 IN THE COUNCIL CHAMBERS AT CITY
HALL IN KALISPELL, MONTANA.
MAYOR MARK JOHNSON PRESIDED.
COUNCIL MEMBERS JIM ATKINSON, CHAD GRAHAM, PHIL GUIFFRIDA, ROD
KUNTZ, SANDY CARLSON, TIM KLUESNER, AND WAYNE SAVERUD WERE
PRESENT. COUNCIL MEMBER KARI GABRIEL WAS ABSENT.
Also present: City Attorney Charles Harball, City Clerk Aimee Brunckhorst, Police Chief
Roger Nasset and Building Inspector Jeff Clawson.

Phil Guiffrida moved to approve the agenda as submitted. The motion was seconded by
Chad Graham.
The motion carried unanimously upon roll call vote with Kari Gabriel absent.
B. CONSENT AGENDA APPROVAL
All items listed on the Consent Agenda will be accepted by one motion. If a council
member desires to discuss an item separately, the item can be removed from the
Consent Agenda by motion.

This proclamation would urge citizens to educate themselves about Turner syndrome, a disorder
that affects one in every 2,500 female births.
Turner Syndrome Proclamation
Mayor Johnson read the Turner Syndrome Awareness Proclamation aloud.
Jim Atkinson moved to approve the consent agenda as submitted. The motion was
seconded by Tim Kluesner.
The motion carried unanimously upon roll call vote with Kari Gabriel absent.
Bobby Burneau spoke regarding her experiences with Turner Syndrome.

Mayor Johnson opened public comment. Seeing none he closed public comment.
Ordinance 1767
This Ordinance would adopt the 2015 edition of the International Swimming Pool and Spa Code.
City Attorney Charles Harball provided a brief presentation on this item.

Public Comment
Mayor Johnson opened public comment on this item. Seeing none, he closed public comment.
Wayne Saverud moved to approve the second reading of Ordinance 1767, an Ordinance to
adopt, by reference, the International Code Council's International Swimming Pool and
Spa Code (ISPSC) 2015 Edition, adopted and approved by the Building Codes Bureau,
Department of Labor and Industry, State of Montana; to provide a penalty for the
violation of any lawful order issued pursuant thereto, authorizing the City Attorney to
codify the same and establishing an effective date. The motion was seconded by Sandy
Carlson.
The motion carried upon vote with Mark Johnson, Chad Graham, Wayne Saverud, Phil
Guiffrida, Tim Kluesner, Sandy Carlson, and Jim Atkinson voting in favor, Rod Kuntz
voting against, and Kari Gabriel absent.
City Attorney Charles Harball spoke briefly regarding the upcoming work sessions taking place
next Monday and Tuesday.
Mayor Johnson reported that he has been continuing to have meetings with the elected state
delegations, and staff as well as gubernatorial candidates.
