SUBJECT: Recommendation for Engineer Consultants — Stormwater Impact Fee Update
Report
MEETING DATE: March 7, 2016
BACKGROUND: The current stormwater impact fee is based on the 2006 Impact Fee Final Report that
was adopted by City Council Resolution 5151, on October 2, 2006. The City is required to periodically
update the existing cost -based storm water impact fee to reflect current conditions and ensure the fee is in
accordance with the current Montana Code Annotated. Funds were allocated in FY 15/16 to acquire a
professional consultant to perform the required services to update the current stormwater impact fee
report.
The City advertised a request for Statements of Qualification for Professional Service in December of
2015. On January 22, 2016, the City received four (4) Statements of Qualification from the following
local and regional engineering firms: HDR, Morrison-Maierle Engineering (MMI), Willdan, and FCS
Group.
REQUIRED SERVICES: The services to be provided for this project include, but are not necessarily
limited to:
1. Data review, assessment and collection: Review Kalispell existing data and reports, assess and
accumulate the necessary data to conduct the impact fee analysis and perform the update.
2. Development of Impact Fees: Update the stormwater impact fee studies for impositions on new
development that are cost based, fair, equitable, and defensible.
3. Update the information provided in the impact fee report with the following information:
a. Change to the Kalispell Growth Policy: On March 7, 2011, City Council adopted an
annexation policy that significantly revised the previous annexation policy boundary.
b. Projected Population Growth Rate: This report uses a population growth rate of 2.00% as
projected by the 2011 Kalispell Growth Policy Update.
c. Updated Capital Improvement Plan.
4. Report Documentation: Provide a well -written report to summarize the findings, conclusion and
recommendation of the impact fee study.
5. Meeting and presentations: Provide for meeting and public presentation of the findings, results
and recommendation of the impact fee study.
RECOMENDATION: A selection committee of five, composed of City staff and Impact Fee Committee
Members, reviewed and scored the submittals. HDR was selected and is recommended as the most
qualified firm based on technical, experience, contract approach /management, and performance criteria.
ACTION REQUESTED: Motion to select HDR as the Consultant for the Stormwater Impact Fee
Update Report.
FISCAL EFFECTS: The Stormwater Impact Fee Report Update was a FY 15/16 budgeted project and
funds were allocated in Storm Sewer Fund, Line Item #357 Impact Fee Update.
ALTERNATIVES: As suggested by the City Council.
