The Cliff View Subdivision would create three lots ranging in size from 7,900 square feet to 10,800 square feet. The original preliminary plat for Cliff View was approved on May 6, 2013 by the Kalispell City Council subject to 13 conditions. The proposed subdivision is located on the west end of Mile High Court. The 26,789 square feet site can be described as Lot 7 of the Amended Plat of Lots 4 and 7 of the Resubdivision of Lot 1, of Minor Subdivision Plat No. 117, in the NE4 of the NW4 of Section 19, Township 28 North, Range 21 West, P.M.M., Flathead County, Montana. Section 28.2.06 (E.7) of the Kalispell Subdivision Regulations allows the subdivider to request a two-year extension of the preliminary plat. This is the first such request for this subdivision. RECOMMENDATION: It is recommended that the Kalispell City Council adopt the resolution and grant a two-year extension to the preliminary plat approval for Cliff View Subdivision. FISCAL EFFECTS: Positive impacts once fully developed. ALTERNATIVES: As suggested by the City Council. Preliminary plat was granted in the spring of 2013, which means the three year period to gain final plat will expire this spring, I believe on May 12. We have made significant progress towards the completion of the plat and the conditions thereto. To date, we have spent approximately $1,850 on design and engineering for, among other things, the drainage plan. We've also spent approximately $49,000 on water and sewer infrastructure, as well as the repaving of the hammerhead after that work was completed. We've met with Flathead Electric regarding electrical service, and we've paid their initial fee for them to review the property. We had hoped to complete that infrastructure prior to this winter, but unfortunately that work hasn't been done yet. In short, the most costly portions of the project have been completed, and we anticipate that the remainder of the work will be completed by late spring of 2016. To avoid any obstacles that might be presented by the three year deadline for final plat approval, I'd like to request a one year extension. If you need any additional information regarding progress on the subdivision, please don't hesitate to contact me.
