WWTP Consultants EngineeringKalispell Public Works Department 201 1" Ave E, Kalispell, MT Kalispell.com TO: Doug Russell, City Manager FROM: Susie Turner, P.E., Public Works Director SUBJECT: Recommendation for Engineer Consultants — Secondary Digester System Repair/Replacement Project for the Waste Water Treatment Plant (WWTP) MEETING DATE: February 1, 2016 BACKGROUND: The existing secondary digester lids were constructed in 1984 as part of the plant's Sludge Maintenance Facilities. In May of 1998, the Digester Rehabilitation Project was undertaken by the City to restore the rusting interior of the steel floating lids with an elastomeric coating. After many years of providing metal protection, the existing elastomeric coatings are failing, and current condition of the lids is unknown. The mixing equipment is in satisfactory working condition, but the current pumps used for mixing are no longer manufactured and repair parts are hard to find and expensive. Additionally, the current digested sludge waste line was installed in 1992. In the past year, two different incidents indicate the digested sludge wasting line piping is experiencing galvanic corrosion, causing holes to form on the outside of the pipe. REQUIRED SERVICES: The services to be provided for this project include, but are not necessarily limited to: 1. Inspect, analyze, evaluate, and develop alternatives for repairs and/or replacements for: a. The structural and mechanical performance of the secondary digester system. b. The status of existing metal structure and metal protective coating for the secondary digesters. c. The status of existing digested waste line from the digester facility to the solids dewatering area. 2. Prepare a comprehensive report of investigations, findings, alternatives, cost estimates, and recommendations. 3. Prepare engineering designs, drawings, specifications and construction documents as required for the repairs and replacements as deemed necessary by the City. 4. Administer project bids process and provide construction management. In order to facilitate the completion of this project, the City advertised a request for Statements of Qualification for Professional Service. On January 11, 2016, the City received two (2) Statements of Qualification from the following local and regional engineering firms: HDR and Morrison-Maierle Engineering (MMI). The selection committee reviewed the submittal responses and selected HDR, as the most qualified firm based on several technical, experience, contract approach /management, and performance criteria. ACTION REQUESTED: Motion to select HDR as the Engineer of Record for the Secondary Digester System Repair/Replacement Project. FISCAL EFFECTS: The Secondary Digester System Repair/Replacement Project is a FY 15/16 budgeted Capital Improvement Project and funds were allocated in Wastewater Treatment Plan Line Item 943: Secondary Digester Lids Replacement Inspection and 936: Digester Sludge Line Replacement. ALTERNATIVES: As suggested by the City Council.
