Kukulski, City Manager SUBJECT Kalispell Planning Board Appointments MEETING DATE: January 7, 2002 BACKGROUND: Attached with this memo are the letters of interest our office received for appointments to the joint planning board. There were six people who applied for a position on the joint planning board. The recent commissioners' action to disband the joint planning board creates uncertainly regarding many issues and in this instance it raises the issue of planning board review of pending city applications. As you know the council created an interim Kalispell City Planning Board and Zoning Commission to address this issue. Appointments to the board now need to be made and there is a provision in the statutes regarding its composition. The city planning board consists of seven members, one is appointed by the county commissioners as a representative of the county and confirmed by the mayor. The others are as follows: One member to be appointed by the city council from the council membership. One member to be appointed by the city council who may be an employee or hold public office in the city or county. Four citizen members to be appointed by the mayor who are resident freeholders within the city limits. When solicitations for planning board members were done in November and December of this year it was to fill two terms on the joint planning board that were expiring. Ron VanNatta and Don Mann, whose terms do not expire until December 31, 2003 are on the joint board. Now, if the city council would like to appoint those members from the joint planning board whose terms have not expired, those members would need to submit a letter of interest to be appointed to the city planning board or be nominated by a member of the council. Ron VanNatta submitted a letter of interest after the disbanding of the joint board. Additional potential city planning board members have up until January 4, 2002 to submit a letter of interest. If additional letters are received they will be forwarded to you immediately. The creation of a planning board and zoning commission and how the two function together will be addressed in the by-laws to meet any necessary legal requirements regarding the opening and closing of meetings. RECOMMENDATION: The staff would recommend that the city council make the necessary appointments to the planning board from the applicant pool. ALTERNATIVES: As suggested by the city council. My name is Mark Brechel and I have lived in the Flathead Valley for 23 years and in the City of Kalispell for 18 years. I have owned commercial property in Kalispell for 9 years and residential property for 13 years. I am married, have two children and two grandchildren. I am 57 years old. I have conservative values although I am very open for new ideas and proposals. I have been active in attending city council meetings and voicing my concerns regarding planning and growth. I have been active in supporting planned growth by means of our daily newspaper. I, am not a controversial person nor do I support any extremes. I feel our city cannot sit stagnant, but it also must not approve any growth without the consideration of a master plan. We live in a beautiful and precious part of the country and great care must be taken to protect the serenity of our valley, the viability of our business community and the rights of our property owners. This is not an easy chore, but it is a very achievable goal. I understand that the City Planning Board only makes recommendations to the city council. These recommendations must be thoroughly thought out and discussed and the conclusions; although sometimes unpopular with all board members must represent the decisions of the majority, the city zoning laws and the goals of the master plan. I am up to the task and I welcome the challenge. I will do my best to devote as much time as needed to accomplish the boards business. I very much value integrity and fair play.
