BACKGROUND: Starting with the 2009/2010 budget cycle, the City of Kalispell has been
participating in Operation Stonegarden Grant funding. This is a no match two year grant allocated to local
units of government in states bordering Canada. The allocation is risk -based prioritization determined by
threat, vulnerability, miles of border and other border -specific law enforcement needs. "The Operation
Stonegarden Grant Program is to enhance the cooperation and coordination between Local, State and
Federal law enforcement agencies in a joint mission to secure United States' land borders Highway 93
and Highway 2 have been identified as major arterials with significant impact on border safety and criminal
related activity.
The City of Kalispell would assume responsibility as sub -recipient of this grant. As sub -recipient we
would assume responsibility for managing the overall grant funds which includes funds for the Whitefish
Police Department, Montana Fish, Wildlife and Parks and the Kalispell Police Department.
The FY2015 grant award for the agencies is $120,000 These grants fund can be utilized in two ways; 1) to
work details related to information gathering, drug trafficking and human trafficking as it relates to our
proximity to the border, and 2) purchase of equipment (10 radios) that assists with the border safety
mission.
RECOMMENDATION:_ Acceptance of FY2015 Stonegarden Grants.
FISCAL EFFECTS: No local match required. Equipment purchases allowed through this grant will
minimize the necessity to purchase this equipment through General Fund expenditures.

Scope of Service: To enhance cooperation and coordination between Local, State, and Federal law enforcement agencies in a
joint mission to secure the United States' land borders in accordance with an approved OPSG Operations Order.
Reporting Requirements: City of Kalispell will report activities to MT DES on a quarterly basis beginning the quarter in
which your Operations Order is formally approved and ending when all funds have been expended or 8-31-2018. Reports are
due January 10, April 10, July 10 and October 10 for the life of the grant.
Special Conditions:
1. Allocations and use of grant funding must support the approved law enforcement operations along our Nation's land border
jurisdictions to achieve a greater capability to prevent, protect against, and respond to border security issues, encouraging local
operational directives and capabilities to enhance Federal and State Homeland Security Strategies, and continuing the distinct
capability enhancements required for border security and protection.
2. The recipient may only fund activities included in an approved OPSG Operations Order submitted to DHS, evaluated and approved
through the Federal review process.
3. The recipient is prohibited from obligating or expending Operation Stonegarden (OPSG) funds provided through this award until
each unique, specific or modified county level or equivalent Operation Order/Frag Operations Order with embedded estimated
operational budget has been reviewed and approved through an official notice issued by FEMA removing thes special
programmatic condition, The Operations Order approval process/structure is as follows: Operations Orders are submitted to (1) the
appropriate Customs and Border Protection (CBP) Border patrol (BP) Sector Headquarters (HQ); upon approval by the Sector HQ,
forwarded through the Border Patrol Enforcement Transfer System (BPETS) system to (@) the OPSG Coordinator, CBP/BP
Washington, DC and upon approval forwarded to (3) Federal Emergency Management Agency (FEMA), Grant Programs
Directorate (GPD), Grant Development and Administration Division (GD&A). Notification of release of programmatic hold will
be sent by FEMA via email to the State Administrative Agency (SAA) with a copy to OPSG Coordinator at CBPBP HQ,
Washington DC.
Remarks: M&A costs are not allowable under this grant award.

Executive Summary
Operation Stonegarden is a Category 2 Operation which will be conducted in
Spokane Sector from September 1, 2015, through August 31, 2017. Kalispell
Police Department will be acting as the primary recipient on the FYI grant as
Flathead County has declined further participation in Operation Stonegarden.
Flathead County was awarded $118,383.59 for the FYI cycle. Approximately
38.8% of the FYI grant will be spent on operations, with 59.6% allocated to new
equipment purchases.
This operation will be conducted in Flathead County within Northwest Montana.
The Kalispell Police Department, Whitefish Police Department, Montana Highway
Patrol, Montana Fish Wildlife and Parks Enforcement and Columbia Falls Police
Department will participate in the operation. All four agencies are located in
Flathead County within the Whitefish Border Patrol Station's area of responsibility
(AOR).
In coordination with the U.S. Border Patrol, participating agencies will perform
additional routine patrols and special operations in order to supplement the
Department of Homeland Security in the prevention, detection, and deterrence of
any illegal cross -border activity and the detection and disruption of criminal or
terrorist organizations attempting to smuggle narcotics, people or weapons of
mass destruction into the United States. Equipment purchased under Operation
Stonegarden will be used to conduct operations in coordination with the U.S.
Border Patrol that enhance border security.
In order to increase coordination and intelligence sharing between state, local
and federal participants, an Integrated Planning Team (IPT), consisting of
members of the U.S. Border Patrol and each participating State and Local law
enforcement agency will meet regularly to share intelligence and plan operations.
OPSG Funds would only be disbursed as outlined in the detailed budget, and as
approved by the Federal Emergency Management Administration (FEMA) and
the Office of Border Patrol (OBP).
1. SITUATION
A. General Situation:
Spokane Sector is subject to a continuing threat of cross -border criminal
activity including terrorist and criminal organizations involved in weapons,
narcotics and human trafficking.
B. Terrain/Weather:
Flathead County is located in Northwest Montana, with approximately
thirty-five (35) miles of international border. During the summer months,
the days are mild and the evenings can get quite cold. During the winter
there are several feet of snowfall with sub -zero temperatures for extended
periods of time.
The terrain is mountainous and rugged with few maintained routes of
egress. Most routes are only accessible by way of cross-country routes
and need all -terrain vehicles or aircraft to gain access.
C. Criminal Element:
In addition to cross -border ground traffic, Flathead County has been
targeted by several smugglers using privately owned aircraft. Intelligence
indicates that the smugglers may be making illegal entries with
contraband through the use of these aircraft. Following their illegal entry,
smugglers use remote border areas as drop zones within the United
States. Smuggling organizations may also be using watercraft on border
lakes and rivers to smuggle weapons, narcotics and/or people into the
United States.
Current intelligence also indicates that terrorist organizations have made
contact with some DTOs working the U.S./Mexico border. While that
level of complicity is not indicated at this time on the U.S./Canada border,
the possibility cannot be ignored.

II. MISSION
The mission intent is to provide increased border security and situational
awareness through intelligence sharing and operational coordination with state
and local law enforcement agencies.
III. EXECUTION
A. Management/Supervisor Intent:
It is the intent of the Chief Patrol Agent, United States Border Patrol,
Spokane Sector, to increase border security in direct coordination with
state, and local law enforcement agencies under the provisions of
Operation Stonegarden.
The primary objective of Operation Stonegarden is to increase border
security through increased information sharing and coordinated
operations to deter, detect and disrupt cross -border criminal activity within
the Spokane Sector AOR.
B. General Concept.
Through coordinated operations and intelligence sharing among
participating agencies, border security and situational awareness will be
increased. New trends to include new methods, entry points, known
contraband drop zones and high activity hours/days of the week will be
documented by all agencies participating in Operation Stonegarden.
Intelligence will be shared through the IPT meetings and on an ad hoc
basis.
C. Specific Responsibilities:
The Kalispell Police Department, Whitefish Police Department, Montana
Highway Patrol, and Montana Fish Wildlife and Parks Enforcement will
perform law enforcement activities commensurate with their agency
specific mission and jurisdiction. No additional enforcement authority is
granted or implied by participation in Operation Stonegarden.
Only operations coordinated with Whitefish Station management and
consistent with a FEMA and OBP approved operations order will be
subject to reimbursement with OPSG funds. Such coordination will be
evidenced by a duly executed Daily Activity Report (DAR). All
participating stakeholders will participate in IPT meetings on a semi-
annual basis, or as frequently as deemed necessary by Whitefish Station
management.
D. Coordinating Instructions:
All operations will be coordinated through the Patrol Agent in Charge of
the Whitefish Station.

Legal Review:
Each participating State and local law enforcement agency will be briefed by the
Patrol Agent in Charge of the Whitefish Station. The PAIL will ensure that all
participants are aware that no additional authority is granted by participation in
Operation Stonegarden and that no Operation Stonegarden funds are to be
expended until approved by FEMA and OBP.
