BACKGROUND: The Kalispell Police Department has applied for, and received, a
Homeland Security Grant through the Montana Department of Military Affairs Disaster and
Emergency Services Division. This grant, in the amount of $59,599.50, is a 100% federal share
and no matching funds are required. These grant funds are to be utilized for the purchase of a
negotiator throw phone and a tactical robot (camera) for the Kalispell Police Department's
Special Response Team. The request for a new negotiator throw phone is due to the current
phone not being operationally dependable and limited in the needed capabilities for effective
negotiations. The tactical robot is camera used to enhance the capabilities of law enforcement
officers by allowing them to quickly and safely inspect dangerous situations without putting
anyone in harm's way. The robot is a rugged, easy to use, remote controlled tool that allows
officers the ability to visually clear rooms, identify threats, and/ or communicate with a subject
from a safe distance.
RECOMMENDATION: It is recommended the city council accept the FY2015 Homeland
Security Grant in the amount of $59,599.50 for a negotiator throw phone and tactical robot.
FISCAL EFFECTS: No local match required. Equipment purchases allowed through this
grant will minimize the necessity to purchase this equipment through General Fund
expenditures. This grant is included in the FY 15/16 KPD budget.
