MEMORANDUM
To: Mayor Johnson and City Council
From: Doug Russell, City Manager
Re: Training initiative and organizational development
Meeting Date: October 26, 2015
BACKGROUND: As part of the organizational effort to provide services in the community
and enhance community participation related to our services, staff development is an important
aspect of enhancing these efforts. Not only is it important to increase specific skill sets related to
job duties and requirements, but also to enhance the interpersonal skill components related to
community participation to improve our citizen engagement.
Earlier this year we discussed efforts to improve partnerships with the development community,
intergovernmental activities, and community engagement and transactions (see attachment). To
enhance the organizational efforts to enhance these areas, I have spoken with the Local
Government Center at Montana State University about a training initiative they offer that is
focused around interpersonal communications, including negotiation and conflict resolution,
team building, and leadership (see attachment).
At the meeting on Monday night, I will review this initiative with Council and discuss the
parameters of the potential partnership with the Local Government Center and discuss how this
program could provide the organization with enhanced skills for community engagement and the
facilitation of community participation.

COMPREHENSIVE SIX-MONTH TRAINING TIMELINE
WHY INVEST IN CREATING HIGHLY EFFECTIVE TEAMS?
The ability to create and lead highly effective teams is critical for success in local government. In this environment,
elected officials and staff must work closely together, wear many hats, and work effectively while meeting a variety of
needs. To best serve the people of Montana, government staff must play a productive role as highly effective team
members. Investing in your team now will pay dividends in the future.
WHAT WILL YOUR TEAM LEARN?
In this intensive, six-month version of Creating Highly Effective Teams, your staff will experience multiple engaging
trainings to comprehensively learn and practice the competencies needed to build high performing, highly effective
teams. Using an expanded training model, coaches will guide members of your team in assessing work styles, building
leadership capacity, and strengthening their ability to empower those around them.
WHO WILL BENEFIT FROM THE TRAINING?
Groups of individuals whose job responsibilities, performance goals, or mutual accountability bind them to a common
purpose. Participating teams might include your executive staff, management, or department employees.
