1. Council Minutes — Regular Meeting — October 5, 2015
2. Ordinance 1761 Second Reading - Flood Plain Ordinance and Maps
This Ordinance amends the flood plain ordinance and maps to comply with new
rules and regulations from the Federal Emergency Management Agency (FEMA)
applying to floodplains.
Ordinance 1762 Second Reading - Repealing Dog Licensing
This Ordinance repeals the City's dog licensing requirements.
4. Proclamation — Red Ribbon Week — October 23 to October 31
A Proclamation urging all citizens to join in Red Ribbon Week and all year long
to protect our community from the dangers of alcohol, tobacco, and other drugs.

1. Resolution 5740 - Resolution of Intent and Call for Public Hearing — Water &
Sewer Regulations and Rates
This Resolution sets a public hearing for November 16 on the City's intent to
amend water and sanitary sewer utility regulations.
2. Interlocal Agreement with Whitefish for Building Officials
This agreement allows the City of Kalispell Building Department to assist the
City of Whitefish with commercial plan review services and/or Building
inspections and establishes guidelines for this service.
3. Board Appointments to the Tourism Business Improvement District (TBID)
The TBID Board of Directors has requested confirmation of their
appointments of Natam Patel and Laurie Schulz to replace two resigned
members.

Section 2-20 Manner of Addressing Council
a. Each person not a Council member shall address the Council, at the time designated in
the agenda or as directed by the Council, by stepping to the podium or microphone,
giving that person's name and address in an audible tone of voice for the record, and
unless further time is granted by the Council, shall limit the address to the Council to
three minutes.
b. All remarks shall be addressed to the Council as a body and not to any member of the
Council or Staff.
C. No person, other than the Council and the person having the floor, shall be permitted to
enter into any discussion either directly or through a member of the Council, without the
permission of the Presiding Officer.
d. No question shall be asked of individuals except through the Presiding Officer.
