SUBJECT: Recommendation for Professional Services for Kalispell WWTP Biosolids
Management Plan, Optimization Study, and Temperature Monitoring Plan
MEETING DATE: October 5, 2015
BACKGROUND: The City solicited Statements of Qualification for professional services
regarding the Kalispell Treatment Plant Biosolids Management Plan, Optimization Study, and
Temperature Monitoring Plan. The professional engineering services to be provided include:
1. Bio-solids Disposal Alternative Study: Analyze alternative methods for bio-solids
disposal. Provide recommendation, cost analysis, and potential follow up facility
design/construction management for future bio-solids disposal methods.
2. Facility Optimization Study: Perform WWTP facility optimization study as required in
Montana Department of Environmental Quality (DEQ) Circular-1213. Provide
recommendation, cost analysis, and potential follow up facility design/construction
management for future temperature capital improvement project for optimization
alternatives.
3. Temperature Monitoring Plan: Perform temperature monitory study in accordance with
Kalispell Wastewater Treatment Plant (WWTP) NPDES permit (#MT0021938). Provide
recommendation, cost analysis, and potential follow up facility design/construction
management for future temperature capital improvement project.
On September 25, 2015, the City received one Statements of Qualification from HDR. The
submittal was reviewed for completeness and HDR was acknowledged as a qualified firm based
on technical, experience, and performance criteria.
ACTION REQUESTED: Motion to select HDR to perform professional engineering services
for the Kalispell Wastewater Treatment Plant (WWTP) Biosolids Management Plan,
Optimization Study, and Temperature Monitoring Plan.
FISCAL EFFECTS: Professional service for the biosolids study, temperate monitoring plan,
and optimization study are budgeted in FY 16 in the Wastewater Treatment Plant fund line item
356-Consultant: Electrical Engineer, Permit Assistance and Optimization Study.
ALTERNATIVES: As suggested by the City Council.
