If a council member desires to discuss an item separately, the item can be removed from the Consent Agenda by motion. 1. Council Minutes — Regular Meeting — September 21, 2015 2. Silverbrook Homeowner's Park - Transfer of Title This transfers title of a park from the city to the Silverbrook Homeowner's Association as the park should have been originally recorded as belonging to the Association. Ordinance 1760 Second Reading — Updating Motor Vehicle Regulations This Ordinance updates motor vehicle regulations. 4. Recommendation for Professional Services from HDR for a Wastewater Treatment Plant Biosolids Management Plan, Optimization Study, and Temperature Monitoring Plan This item selects HDR to perform professional engineering services for the Wastewater Treatment Plant management plan. C. COMMITTEE REPORT Presentation of Architectural Review Committee Awards Mark Norley, Chair of the Committee will present annual awards that acknowledge quality development in the community. D. PUBLIC HEARING — Adopting New Flood Plain Ordinance and Maps Council will accept comments concerning new rules and regulations promulgated by the Federal Emergency Management Agency applying to floodplains. F. REPORTS/RECOMMENDATIONS AND SUBSEQUENT COUNCIL ACTION Persons wishing to address the council on individual agenda items will be asked to do so following staff reports. Ordinance 1761 First Reading - Flood Plain Ordinance and Maps This Ordinance amends the city flood plain ordinance and maps to comply with new rules and regulations from the Federal Emergency Management Agency (FEMA). 2. Conditional Use Permit — Timber Meadows Senior LivingFagility Mountain Plains Equity Group is requesting a conditional use permit to construct a 40-unit multi -family (senior living) complex in 13-1 Zoning at 41 Meridian Court. 3. Final Plat - Spring Prairie Development Four Subdivision, Phase 1 TKG Spring Prairie Development Four, LLC, is requesting final plat approval of Phase 1, a 2.304 acre, 1-lot commercial subdivision located at 250 Old Reserve Drive. 4. Ordinance 1762 First Reading - Repealing Dog Licensing This Ordinance repeals the City's dog licensing requirements. G. MAYOR/COUNCIL/CITY MANAGER'S REPORTS (No Action) H. Each person not a Council member shall address the Council, at the time designated in the agenda or as directed by the Council, by stepping to the podium or microphone, giving that person's name and address in an audible tone of voice for the record, and unless further time is granted by the Council, shall limit the address to the Council to three minutes. b. All remarks shall be addressed to the Council as a body and not to any member of the Council or Staff. C. No person, other than the Council and the person having the floor, shall be permitted to enter into any discussion either directly or through a member of the Council, without the permission of the Presiding Officer. d. No question shall be asked of individuals except through the Presiding Officer.
