07-14-15 ARC MinutesDRAFT MINUTES ARCHITECTURAL REVIEW COMMITTEE DATE: Tuesday, July 14, 2015; 7:30 a.m. Kalispell City Hall, 201 1" Ave E MEMBERS PRESENT: Mark Norley (Chairman); Janet Clark; John Hinchey; Julie Pierrottet; Bill Goodman OTHERS PRESENT: City Staff —Tom Jentz, Guests —2 guests in attendance Hear the Public: None Approval of Minutes: John moved to approve June 23 minutes; Bill seconded. Approved 5-0. Old Business: None New Business: Dress Barn — 165 Treeline. This will be freestanding internally lite red letters on the wall of the building as shown. Janet moved to approve; Bill seconded. Approved 5-0. Town Pump — 859 W. Reserve — Conversion of existing church to convenience store and casino. - Tom Jentz presented the project to the board. Joe Murphy, representing Town Pump as the civil engineer answered several questions from the board. The Board asked about the fuel island, Joe Murphy explained that it was proposed to be a standard white faced canopy roof structure with CONOCO on the side. He showed the board a typical canopy picture. John stated that the canopy needed to be architecturally incorporated into the overall building design. Mark noted that the landscaping plan showed good groupings of planted areas, however, they were all low growing shrubs and while Lindens were specified in the planting list, they were only used on the outside corners. Janet had concerns that both the east and west sides of the building were not receiving the same treatment as the front of the building. She stated that this building is on a major entrance way into the city. It was noted that an entrance and a smoking but on the east side of the building added some interest but they appeared to be just stuck onto east side concrete wall of the building and an overall treatment was lacking. Janet also indicated that they usually see the actual building material samples and this did not happen with this project. There was discussion as to whether the drainage pond needed to be fenced or not, the board's preference was not to have it fenced. No detail was shown on the plans either way. The committee noted the following areas of change or additional information that were needed. 1. The gas island canopy needs to be architecturally incorporated into the overall building. Using the same materials on the side of the canopy as the building would help. The CONOCO sign was OK as shown. 2. The east and west sides of the building need to be architecturally incorporated into the design of the front of the building. Using the same building materials as the front of the building would be acceptable. The north side of the building was not critical as it faced the river. 3. The landscaping plan needed to incorporate some larger features along West Reserve. The Kalispell street tree ordinance requires street trees, for example, at 40 foot on center intervals. 4. Information needed to be provided as to whether the storm water pond was going to be fenced or not. If the design was a grassed depression, that would be OK, otherwise a landscaped treatment would be needed. 5. A palate of sample materials to be used on the building needs to be provided to the committee. John moved to table with suggestions; Bill seconded. Motion to table passed 5-0.
