PLANNING FOP, THE REPORT TO: Doug Russell, City Manager Planning Department 201 V Avenue East Kalispell, MT 59901 Phone: (406) 758-7940 Fax: (406) 758-7739 www.kalispell.com/planning FROM: Kevin LeClair, Senior Planner, Kalispell Planning Department SUBJECT: Preliminary Plat - Bright View Subdivision MEETING DATE: September 3, 2013 BACKGROUND: The Kalispell City Planning Board met on August 13, 2013, and held a public hearing to consider a request from the Montana Department of Natural Resources and Conservation (DNRC) to subdivide a tract of land within Section 36 into three lots and a portion of public right-of-way. A medical office (Glacier Eye Clinic) is currently under construction on the tract and will be contained within the proposed Lot #1. The 32-acre tract is located within the north %Z of Section 36, Township 29 North, Range 22 West, P.M.M., Flathead County. It is bounded on three sides by public rights -of way, with West Reserve Drive on the north, Reserve Loop on the west and a portion of the U.S. Highway 93 Alternate Route Right -of - Way on the south and east. Planning Department staff provided the planning board with a brief presentation of the proposed subdivision. The presentation noted that the tract was included within the Spring Prairie Planned Unit Development (PUD), which established a zoning overlay district on this portion of Section 36. The PUD identified the area of the subdivision as a "mixed professional" pod that would transition away from the more intense retail/commercial environment to the east. Staff noted that DNRC had requested that staff report condition #3, dealing with future development on the proposed Lot 3 and the extension of Timberwolf Parkway, be amended to read: "Concurrent with development on or subdivision of the proposed Lot 3 any extension of Timberwolf Parkway as required by Kalispell Subdivision Regulations shall be extended through to intersect West Reserve Drive and the corresponding right-of-way granted to the City of Kalispell. (Kalispell Subdivision Regulations, Section 28.30.04)" The amended condition #3 gives DNRC the flexibility on how far Timberwolf Parkway should be extended based on future development proposals. Staff concurred with the amended condition because any future development on Lot 3 will comply with the subdivision regulations. Staff concluded the presentation by recommending the Kalispell City Planning Board and Zoning Commission adopt staff report KPP-13-02 as findings of fact and recommend to the Kalispell City Council that the preliminary plat of Bright View Subdivision be approved subject to the 15 conditions as amended. During the public hearing portion of the meeting Bob Starks, a resident of 182 Arbour Drive, expressed concerns regarding potential commercial uses and traffic impacts. Staff noted the property is zoned to allow for professional offices, and not big box retail, such as those operating or under construction along Highway 93 North. The build -out of this subdivision will likely be a professional office campus, with Glacier Eye Clinic setting the stage. Mr. Starks also asked for .clarification of the eventual traffic patterns resulting from the development of the Highway 93 Alternate Route. Staff explained the current plan and offered additional information if Mr. Starks were to come by the planning office. A motion was made and seconded to recommend approval of the preliminary plat with the 15 conditions, as amended, in the staff report. The motion was unanimously approved. The staff report and conditions of approval 47 specifies that Timberwolf Parkway be a "collector" street. Following the Planning Board meeting, engineers with the Public Works Department pointed out that the subdivision's traffic impact study and the Kalispell Subdivision Regulations, require that Timberwolf Parkway only be developed as a "local" street. Staff is recommending that the Planning Board recommendation be subsequently amended, so that condition 47 reads: "Timberwolf Parkway shall be designed as a City of Kalispell der local street in compliance with Kalispell Design and Construction Standards. (Findings of Fact, Section D)" RECOMMENDATION: A motion to adopt Resolution 5649, approving the preliminary plat of Bright View Subdivision with the recommended conditions, and a motion to amend condition #7 to add the word "local" in place of the word "collector". FISCAL EFFECTS: Approval of the request would have minimal fiscal effect to the City. ALTERNATIVES: Deny the request. That the Findings of Fact contained in Kalispell Planning Department Report #KPP-13-02 are hereby adopted as the Findings of Fact of the city council. SECTION 2. That the application of DNRC for approval of the Preliminary Plat of Bright View Subdivision, Kalispell, Flathead County, Montana is hereby approved subject to the following conditions: General Conditions: 1. The development of the site shall be in substantial compliance with the application submitted, the site plan, materials and other specifications as well as any additional conditions associated with the preliminary plat as approved by the city council. (Kalispell Subdivision Regulations, Appendix C — Final Plat) 2. The preliminary plat approval shall be valid for a period of three years from the date of approval. Concurrent with development on or subdivision of the proposed Lot 3 any extension of Timberwolf Parkway as required by Kalispell Subdivision Regulations shall be extended through to intersect West Reserve Drive and the corresponding right-of-way granted to the City of Kalispell. The 20' easement shown on the plat shall not be exclusive to other public utilities (i.e. water, sewer, or storm sewer) and shall not encumber the future extension of Timberwolf Parkway. REQUEST FOR SUBDIVISION APPROVAL STAFF REPORT # KPP-13-02 KALISPELL PLANNING DEPARTMENT AUGUST 13, 2013 A report to the Kalispell City Planning Board and the Kalispell City Council regarding a preliminary plat to create three lots from a single tract. A public hearing has been scheduled before the planning board for August 13, 2013, beginning at 6:00 PM in the Kalispell City Council Chambers. The planning board will forward a recommendation to the Kalispell City Council for final action. BACKGROUND INFORMATION: The tract proposed to be subdivided is part of section 36, which is primarily owned and managed by the Montana Department of Natural Resources and Conservation for the benefit of Montana's school trust. The tract proposed for subdivision is approximately 32 acres in size. The proposed subdivision, Bright View, would create three lots, and a portion of public roadway (one 4-acre lot, one 2-acre lot and third lot of 25 acres). The tract being subdivided was identified as part of the "mixed professional" pod in the PUD. This land use theme was intended to focus on office development and transition away from the more intensive retail commercial pod to the east. A. Existing Land Use and Zoning: The property is currently being developed with a medical office. The property is zoned R-5, (Residential/Professional Office) with a PUD (Planned Unit Development) overlay zoning on it. The result is a mixed - professional zoning. D. Adjacent Land Uses and Zoning: North: Single-family homes, Flathead County R-2 zoning East: Montana DOT Right -of -Way for US 93 Alternate, and Commercial/retail, City B-5/PUD zoning South: Montana DOT Right of Way for US 93 Alternate, and Commercial/retail & Fire Station, City B-5/PUD zoning West: Glacier High School, City R-5 / PUD zoning E. General Land Use Character: The general land use character of this area can be described as primarily commercial to the east and residential to the north. There are public/institutional uses to the west with Glacier High School and the US Forest Service and Montana DNRC Offices, with large portions of open space. A large portion of the land to the southwest of the site is vacant, but has been purchased by the Montana Department of Transportation and is awaiting development with the US Highway 93 Alternate. Utilities and Public Services: Sewer: City of Kalispell Water: City of Kalispell Refuse: City of Kalispell Electricity: Flathead Electric Cooperative Gas: NorthWestern Energy Telephone: Centurylink Schools: West Valley School District # 1 (K-8) and School District #5 (High School) Fire: Kalispell Fire Department Police: City of Kalispell REVIEW AND FINDINGS OF FACT FOR THE PRELIMINARY PLAT OF BRIGHT VIEW SUBDIVISION A. Effects on Health and Safety: Fire: The property is considered to be at low risk of fire because the subdivision and commercial structures within the subdivision will be constructed in accordance with the International Fire Code and have access which meets city standards. All of the lots within the subdivision will abut a street that has been constructed to city standards. Three fire hydrants are being installed on Lot 1 to protect the Glacier Eye Clinic that is currently under construction. Another fire hydrant will be installed near the end of Timberwolf Parkway. 0 There is a City of Kalispell fire station located on Reserve Loop, less than 0.5 miles to the southeast of the subdivision. Flooding: Flood Insurance Rate Map, panel number 300023C 1805G, September 28, 2007, shows the entire subdivision to be outside of the 100-year floodplain. Access: Access to the subdivision can be gained from either Reserve Loop on the west, the new Timberwolf Parkway, or West Reserve Drive on the north. B. Effects on Wildlife and Wildlife Habitat: The subdivision is not located in known big game habitat and the property is not considered suitable habitat for other significant wildlife. Local and migratory bird species and small mammals common to the area will not be affected by this action. C. Effects on the Natural Environment: Surface and groundwater: The nearest surface water is the Stillwater River, approximately 2,200 feet northeast of the subdivision. Groundwater is relatively deep in the area, with depths of approximately 50 feet at the subdivision site. Drainage: There is a storm drainage system being developed on Lot 1 for the Glacier Eye Clinic. The other lots are undeveloped and will undergo review by the Public Works Department at the time of development. There is adequate room on the lots for development of on -site stormwater management systems when development occurs on Lots 2 and 3. D. Effects on Local Services: Water and Sewer: Water and sewer service to the subdivision will be provided by existing water and sewer mains located in the Reserve Loop public right-of-way. The preliminary plat indicates a utility easement from Reserve Loop to the east within Timberwolf Parkway, which will serve the two lots of the subdivision. Lots 1 and 2 are currently served by water service that is available in Reserve Loop. If further development were to occur on Lot 3, the water service will need to be extended further east, up Timberwolf Parkway. Sewer service is available in Reserve Loop. Lot 2 can connect in Reserve Loop. Lot 3 will require a sewer main extension except for its northwestern corner that is adjacent to Reserve Loop. A lift station has been discussed to serve all other lots beyond lots 1 and 2, utilizing a sewer force main paralleling the other utilities. If this is the proposed plan, a 15' easement exclusive of other utilities will be necessary where the force main terminates and the gravity main begins. The force main and the lift station would be privately owned and maintained. City ownership would start at the beginning of the gravity main. Roads: Access to the subdivision is provided by Reserve Loop, existing state right-of-way and the proposed Timberwolf Parkway, a 60-foot wide public road and utility easement. Timberwolf Parkway will be improved as a city -standard "collector" street, with 40-foot wide driving surface (34 feet is the minimum), curb and gutter on both sides of the street, 5 to 9-foot wide boulevard planting strips and 5-foot wide sidewalks. The terminus of the Timberwolf Parkway will be 5 completed with a temporary cul-de-sac in an easement on Lot 3. No additional street improvements are necessary to accommodate the proposed subdivision. Schools: This development is within the West Valley Rural School District # 1 for grades K through 8 and within Kalispell School District #5 for high school. The build out of the subdivision is anticipated to be primarily commercial, and therefore is not anticipated to generate any additional school -aged children utilizing the school district's services. Parks and Open Space: The Kalispell Subdivision Regulations do not require parkland dedication for non-residential lots. The intention of the subdivision is to create non-residential lots, therefore no parkland dedication is required. Police: This subdivision is in the jurisdiction of the City of Kalispell Police Department. The department can adequately provide service to this subdivision. Fire Protection: Fire protection services will be provided by the Kalispell Fire Department. There will be 3 fire hydrants located on Lot 1 to service the medical office on Lot 1 to aid the fire department in the case of a fire. A fire hydrant will also be placed at the end of the water main extension near the cul-de-sac for fire service and water main flushing. Reserve Loop and the proposed Timberwolf Parkway, along with the temporary cul-de-sac, provide adequate ingress and egress to the subdivision for emergency vehicles. Solid Waste: Solid waste will be handled by the city. There is sufficient capacity within the landfill to accommodate this additional solid waste generated from this subdivision. Medical Services: Ambulance service is available from the fire department and ALERT helicopter service. Kalispell Regional Medical Center is close, approximately 2.5 miles from the site. E. Effects on Agriculture and agricultural water user facilities: The proposed subdivision site was previously used for agricultural purposes. The location and proximity to urban services and surrounding urban development make this property suited for mixed -use urban scale development as recommended in the Kalispell Growth Policy Future Land Use map. Therefore, development of this property will have relatively little impact on agricultural uses within the valley and no impact on agricultural water user facilities since this property will be served by a public water system. F. Relation to the Kalispell Growth Policy: The Kalispell Growth Policy Future Land Use map for the area indicates this area is anticipated to be developed as an Urban Mixed Use Area. Areas designated as Urban Mixed Use provide an alternative to linear commercial development along highway corridors, improve business district circulation and transportation efficiency areas with secondary street access, provide flexibility for larger development sites, and expand opportunities for small businesses. G. Compliance with Zoning: The subdivision site is subject to R-5/PUD overlay zoning. The R-5/PUD overlay zoning allows for a range of uses that provides R opportunities for development of offices, office parks and other compatible uses. Landscaping is required in all open space on the properties and shall include lawn, shrubs, trees and/or rock gardens. Parking lots are required to be setback a minimum of 5 feet from the lease lot boundaries. Buildings are required to be setback 20 feet from the side, front, side corner and rear of the lot lines. Building heights in the mixed professional pod shall not exceed 40 feet. The structure under development on Lot 1 was reviewed under these standards, under the assumption of the proposed lot boundaries, and will be in compliance with the zoning regulations. H. Compliance with the Kalispell Subdivision Regulations: This subdivision complies with the Kalispell Subdivision Regulations and no variances have been requested. RECOMMENDATION Staff recommends that the Kalispell City Planning Board and Zoning Commission adopt staff report KPP-13-02 as findings of fact and recommend to the Kalispell City Council that the preliminary plat of Bright View Subdivision be approved, subject to the conditions listed below: CONDITIONS OF APPROVAL General Conditions: The development of the site shall be in substantial compliance with the application submitted, the site plan, materials and other specifications as well as any additional conditions associated with the preliminary plat as approved by the city council. (Kalispell Subdivision Regulations, Appendix C - Final Plat) 2. The preliminary plat approval shall be valid for a period of three years from the date of approval. (Kalispell Subdivision Regulations, Section 2.04). 3. EXECUTIVE SUMMARY The construction of the Glacier Eye Clinic will have little impact on the surrounding road system. The intersection of Reserve Loop and Timberwolf Parkway will see a minimal increase in overall delay and the new approach from the development will operate well within acceptable limits. No additional lanes will be necessary to serve the Glacier Eye Clinic at this time. It is recommended that some striping modifications be performed at on Timberwolf Parkway on the Glacier High School approach to improve traffic flow. It is also recommended, if possible, that the Clinic time appointments and shift changes away from the peak periods of school traffic in the morning and afternoon to limit conflicts with student traffic. The overall growth potential in this area is high. The construction of the Highway 93 Bypass and the potential development of other properties in this area will bring significant changes to traffic volumes and traffic patterns on all roads in this area in the near future. As the DNRC property continues to develop it will ultimately be necessary to provide improvements to the intersection of Reserve Loop/Timberwolf Parkway to increase the capacity of the intersection. A left -turn lane for southbound traffic and separated turn lanes on Timberwolf Parkway will be beneficial as this area continues to develop. After the Highway 93 Bypass is in operation it will be necessary to re-evaluate the traffic operations at Timberwolf Parkway to determine if and when a traffic signal will be warranted as the DNRC property continues to develop. The DNRC should discuss the installation of this traffic signal with the City of Kalispell and come to an agreement on when the signal should be installed and how this installation may be funded. B. PROJECT DESCRIPTION This document studies the possible effect on the surrounding road system from the proposed Glacier Eye Clinic and the development of the surrounding properties east of Reserve Loop in Kalispell, Montana. The document also identifies any traffic mitigation efforts that the Glacier Eye Clinic may require and identifies possible future road impacts from the continuing development of the DNRC property surrounding the Glacier Eye Clinic. C. EXISTING CONDITIONS The proposed development property currently consists of an undeveloped four -acre lot just east of Glacier High School and I l additional commercial lots on 25 acres of the DNRC property located west of the planned Highway 93 Bypass. This area is experiencing a high level of planned development. The current roadway layout and future construction plans anticipate Abelin Traffic Services 1 February 2013 Glacier Eye Clinic Traffic Impact Study Kalispell, Montana heavy traffic volumes on these roads. See Figure 1 for a location map of the proposed development. Adjacent Roadways Reserve Loop is newly constructed minor arterial roadway which has been developed as part of the Highway 93 Bypass improvements. The road extends northwest from Highway 93, passes Glacier High School, and then connects with Stillwater Road at a modern roundabout. Reserve Loop will connect with the Highway 93 Bypass when it is constructed through this area. The road currently has a four -lane urban cross-section, center medians, left -turn bays at major intersections, and a sidewalk on the south side. The posted speed limit is 35 MPH and the road has full corridor lighting. The intersection of Reserve Loop and Highway 93 is currently signalized. The roadway currently carries 3,100 Vehicles per Day (VPD). West Reserve Drive is a two-lane east/west minor arterial route that extends west from Highway 93. The road has a posted speed limit of 45 MPH and provides access to several residential developments in this area. The road carries approximately 5,300 VPD. The intersection of Reserve Loop and West Reserve Drive is currently controlled by a right -out - only approach from West Reserve Drive. When the Highway 93 Bypass is constructed the connection between West Reserve Drive and Highway 93 will be converted into a right- in/right-out only intersection. Timberwolf Parkway currently provides access to Glacier High School. The intersection of Timberwolf Parkway and Reserve Loop is controlled by a STOP sign and has separated left- Abelin Traffic Services 2 February 2013 Glacier Eye Clinic Traffic Impact Study Kalispell, Montana turn lanes for both northbound and eastbound traffic. There are plans to reconstruct and extend Timberwolf Parkway to the west of Glacier High School to connect with Stillwater Road but it is not known when this construction will occur. Traffic Counts In January 2013 Abelin Traffic Services (ATS) collected vehicle use information at locations around the proposed development site. This included peak -hour turning movement counts at the intersection of Reserve Loop and Timberwolf Parkway corresponding with morning and afternoon peak traffic periods associated with Glacier High School as well as the evening peak hour. The raw traffic data is included in Appendix A of this report. Level of Service Using the data collected for this project, ATS conducted a Level of Service (LOS) analysis at area intersections. This evaluation was conducted in accordance with the procedures outlined in the Transportation Research Board's Highway Capacity Manual (HCM) - Special Report 209 and the Highway Capacity Software (HCS) version 5.3. Intersections are graded from A to F representing the average delay that a vehicle entering an intersection can expect. Typically, a LOS of C or better is considered acceptable for peak -hour conditions. Table 1 shows the existing 2013 LOS for the AM, afternoon, and PM peak hours without the traffic from the Glacier Eye Clinic. The LOS calculations are included in Appendix C. The analysis shows that the intersection of Reserve Loop and Timberwolf Parkway is currently operating at an acceptable level of service with relatively low levels of delay for outgoing traffic. The new Bypass will begin at the intersection of West Reserve Drive and Highway 93 and pass just south of the DNRC property and the Glacier Eye Clinic. The Bypass will continue to the South and eventually connect with the southern portions of the Bypass which have already been Abelin Traffic Services 3 Februanj 2013 Glacier Eye Clinic Traffic Impact Study Kalispell, Montana constructed. The Bypass will be phased in over several years starting with at -grade intersections at major connection points and expanding to grade separated interchanges with signalized ramp approaches. As part of the construction plans, West Reserve Drive will lose its direct link with Highway 93 which will be replaced with a right-on/right-off approach for southbound traffic only. Construction on the first phase of the north bypass may begin as soon as the fall of 2013. The impact of the bypass on the surrounding road network will be significant. The 2006 Kalispell Transportation Plan Update predicts that by 2030 Reserve Loop will carry over 40,000 Vehicles Per Day by 2040 without the construction of the Highway 93 Bypass and over 20,000 Vehicles Per Day with the construction of the Bypass. However, it should be noted that the traffic model prepared for the Transportation Plan did not reflect the interim design plans for the Highway 93 Bypass and it is not known when the full bypass project will be completed. Until the bypass begins operations, it will be difficult to determine how the project will affect area traffic patterns. It is planned that the intersection of Reserve Loop and Timberwolf Parkway will be signalized in the future when warrants are met. D. PROPOSED DEVELOPMENT The current development proposal for this site includes four acres of undeveloped land east of Reserve Loop which would be developed into the Glacier Eye Clinic. The Glacier Eye Clinic would consist of a two -level 6,100 S.F. building which would be accessed from an extension of Timberwolf Parkway. The Clinic would have 50-60 employees and would operate from 8:00 AM to 5:00 PM Monday -Friday. As part of this project Timberwolf Parkway would be constructed to the Glacier Eye Clinic property boundary 200 feet east of Reserve Loop. It is anticipated that construction at the site would be completed in the spring of 2014. In addition to the impacts from the Glacier Eye Clinic, the developers have requested an analysis of the general impacts from the development of the remaining 11 lots on the 25 acre DNRC property. There are no current plans for construction on any of these lots. It is expected that most of these lots would be developed as medical clinics and supporting services. Timberwolf Parkway would be extended through the property to eventually connect with West Reserve Drive to the north. Most of the properties in the development would be access from Timberwolf Parkway, however some lots would need to be accessed from West Reserve Drive. The Glacier Eye Clinic site plan is shown in Figure 2. TRIP GENERATION AND ASSIGNMENT ATS performed a trip generation analysis to determine the anticipated future traffic volumes from the proposed development using the trip generation rates contained in Trip Generation (Institute of Transportation Engineers, Seventh Edition). These rates are the national standard and are based on the most current information available to planners. A vehicle "trip" is defined as any trip that either begins or ends at the development site. ATS determined that the critical traffic impacts on the intersections and roadways would occur during the weekday morning and evening peak hours and at the release of Glacier High School at 3:15. According to the ITE trip generation rates the Glacier Eye Clinic would produce 32 AM peak hour trips, 64 PM peak hour trips, and 535 daily trips. The remaining DNRC property could produce an additional 3,745 daily trips when fully developed depending on what types of services are provided on these lots. The trip generation rates and totals are shown in Table 2. TRIP DISTRIBUTION The traffic distribution and assignment for the proposed subdivision was based upon the existing ADT volumes along the adjacent roadways and the peak -hour turning volumes. It is expected that 75% of traffic would use Reserve Loop to the south, 20% would use Reserve Loop to the north, and 5% would use Timberwolf Parkway to the west. Traffic is expected to distribute onto the surrounding road network as shown on Figure 3. G. TRAFFIC IMPACTS FROM GLACIER EYE CLINIC Using the trip generation and trip distribution numbers, ATS determined the future Level of Service for the area intersections. The anticipated intersection LOS with the Glacier Eye Clinic is shown in Tables 3. These calculations are based on the projected model volumes included in Appendix B of this report. The additional delay for traffic from the Glacier High School approach will be minimal. Traffic from the Glacier Eye Clinic will experience the most delay during the morning with the heavy stream of traffic turning left into Glacier High School. Under current traffic conditions, the intersection will operate with minimal delay for all drivers except during the morning and afternoon peak flow periods from student traffic. No new traffic lanes are needed at this time to improve capacity at this intersection. It may be desirable for Glacier Eye Clinic to plan appointments and shift changes outside of the peak flow periods from the school (7:45-8:15 AM and 3:15 to 3:45 PM) to avoid conflicts with student traffic. It is recommended that the striping on the existing eastbound approach from the Glacier High School be modified to improve traffic flow. The existing lane layout has separated right- and left -turn lanes for eastbound traffic exiting the school. These two lanes are separated by hash markings on the pavement for the purpose of improving the intersection approach angles. Abelin Traffic Services 7 February 2013 Glacier Eye Clinic Traffic Impact Study Kalispell, Montana However, the hash marks do not provide any significant benefit and effectively narrow the width of the incoming lane, slowing left -turning traffic. The traffic flow at this intersection would be improved if the striping at this intersection were modified to eliminate the hatched area, widen the two outbound lanes slightly, and add a significant amount of extra width to the incoming lane. This configuration would allow more free flow to the heavy left -turn movements entering the school in the AM peak hour. H. TRAFFIC IMPACTS FROM FULL DEVELOPMENT Abelin Traffic Services also performed an analysis of the overall traffic impacts from the development of the remaining 25 acres of the DNRC property. This analysis took into account the traffic from the Glacier Eye Clinic and the potential 3,745 additional trip that the remaining 11 lots could produce and how those vehicles will impact the surrounding road system. It should be noted that only eight of the remaining eleven lots front Timberwolf Parkway and only a portion of this traffic will use the intersection to the south. The remaining traffic will use the new proposed approaches onto West Reserve Drive to the north. The construction of the Highway 93 Bypass and/or development of additional properties in this area will significantly alter the road configurations and traffic patterns in this area making precise traffic volumes projections on these roads difficult. Using the estimated trip generation numbers ATS calculated the LOS for the intersection of Reserve Loop and Timberwolf Parkway with the full build -out of the DNRC property. These calculations assume that at full build -out approximately half of the traffic produced by this site would use the Reserve Loop/Timberwolf Parkway intersection. However, it is noteworthy that traffic volume projections for the PM peak hour, which is generally the busiest traffic period at urban intersections, will maintain a LOS of C. It is also noteworthy that the eastbound approach from Glacier High School will still experience minimal delays even at full build -out of the property. The projected traffic volume on Timberwolf Parkway will likely be less than 3,000 vehicles per day at full build -out which is well within the capacity of the proposed two-lane road. Abelin Traffic Services 8 February 2013 Glacier Eye Clinic Traffic Impact Study Kalispell, Montana Abelin Traffic Services then reviewed the future traffic volumes at this intersection to determine if the intersection would meet the minimum threshold volumes to warrant the installation of a traffic signal. The analysis indicates that even though the intersection will experience a low level of service during the morning and afternoon peak traffic conditions, the intersection will not likely meet the minimum volumes for the installation of a traffic signal. The traffic volume warrant information is included in Appendix D of this report. However, it should be noted that the ultimate signalization needs at this intersection may be significantly affected by the Highway 93 Bypass and the redirection of traffic flows created by connecting Timberwolf Parkway to West Reserve Drive. In order to address the potential future traffic volumes in this area it is recommended that a left - turn lane be installed for southbound traffic on Reserve Loop. There appears to be sufficient width in the existing median to install this turn lane without requiring any modifications to the existing driving lanes. It is also recommended that separate turn lanes for westbound traffic at the Reserve Loop intersection be installed to maximize the future capacity of the intersection. Once the Highway 93 Bypass construction is completed the traffic operations at the intersection of Reserve Loop and Timberwolf Parkway should be monitored to determine if the effects of the road network changes create a need for a traffic signal or roundabout at this intersection. 1.
