Flathead Residential Parking District Work Session
June 22, 2015
BACKGROUND: On May 26, 2015, Council held a work session to discuss the process for addressing the
proposed Flathead Parking District. The neighborhood requested some additional time to come up with a plan
that better addressed their needs. Accordingly, Council gave the neighborhood an additional month to come up
with an alternative plan that was satisfactory to both the neighborhood and School District 5. Staff has assisted
the neighborhood and School District 5, to come up with an agreeable plan that contains the following changes:
• Parking District is being expanded from five to fifteen blocks.
• Permit parking will become inclusive to students, school employees and residents.
• 100 parking permits will be available to the school every year.
• Residents are entitled to two free parking permits and can purchase additional guest passes.
• Student and school employees shall be limited to one side of each street or avenue within the district
with the opposite side being reserved for the residents. The specific side of the street or avenue shall
change yearly as assigned.
The Flathead Parking District area will require 50 signs at $407 per sign for a total cost of $20,350. The
neighborhood has requested that the cost of the parking permits not exceed $10. The following is a 10-year
schedule of how the signs can be paid off charging $10 per permit.

Staff is of the opinion that tickets issued within the district will be revenue neutral due to the enforcement costs
associated with monitoring.
The attached Westside Neighborhood Parking Management Plan shows the modifications that were agreeable
between the neighborhood and School District 5. Staff feels that the changes made to the original plan are in
compliance with the original goals and objectives approved by the Kalispell Planning Board on January 14,
2015.
RECOMMENDATION: It is recommended that City Council discuss the proposed Flathead Parking District
proposal as amended by the neighborhood and School District 5.
