City of Kalispell Post Office Box 1997 - Kalispell, Montana. 59903 WITelephone: (406) 758-7701 Fax: (406) 758-7758 MONTANA MEMORANDUM To: Mayor Johnson and City Council From: Doug Russell, City Manager Re: Non -union salary adjustment Meeting Date: July 6, 2015 BACKGROUND: As identified in the budget transmittal letter, and discussed during budget sessions, a total compensation adjustment of approximately 3.2% was included in the budget for non -union employees. This amount was established by averaging the compensation increases for the represented labor groups in the city for FY 16. Over the course of time, maintaining the average should yield equitable compensation across all groups. Furthermore, as part of the AFSCME contract approval last year, a market based classification system and pay matrix was adopted. At the time, work began on developing the same system for non -represented employees to further the goal of equitable compensation across the employees. Attached to this memo, and recommended for approval, is an updated classification matrix that is similar to the AFSCME matrix. The development of this matrix included a market survey of municipalities across the state for similar positions in order to appropriately develop a compensation structure. It also incorporates a step based system that allows employees to progress in a similar fashion to employees in our represented labor groups. The matrix identifies steps based on fiscal data for FY2015. The recommendation is to adopt the new matrix. The implementation would place employees on the step that is immediately higher than their current salary. Additionally, it is recommended that a base adjustment be made to the matrix in the amount of 1.9%. This would create the approximate 3.2% total compensation increase that is in line with the average of the represented groups. FISCAL IMPACT: The increase for the recommended implementation is approximately $102,000. This amount has been included in the adopted preliminary FY2016 budget and is spread across numerous funds (general, enterprise, special revenue, etc.). RECOMMENDATION: It is recommended that the City Council approve Resolution 5722, authorizing the adoption and implementation of the attached salary matrix, and to adopt a base adjustment to the matrix of 1.9%. O RESOLUTION NO. 5722 A RESOLUTION ESTABLISHING A MARKET BASED WAGE AND SALARY MATRIX FOR NONUNION CITY EMPLOYEES AND FIXING THE LIMITS OF THE SALARY AND COMPENSATION OF THE CITY OFFICIALS, SUPERVISORS, AND ALL OTHER NONUNION EMPLOYEES PURSUANT TO TITLE 7, CHAPTER 4, PART 42, M.C.A., COMMENCING ON THE DATES INDICATED HEREIN. WHEREAS, the City of Kalispell is a general powers city of the state of Montana and is authorized by M. C.A. 7-4-4201 to set the compensation and salaries of its elected and appointed city officers by resolution of its City Council; and WHEREAS, by Ordinance No. 1623, the Kalispell City Council determined that it is in the best interests of the City and the efficient governance of the City that the compensation and salaries of the city employees be set from time to time by resolution of the Kalispell City Council; and WHEREAS, the City of Kalispell employs elected officials, appointed city officers as well as other nonunion employees who are not otherwise represented under a collective bargaining agreement; and WHEREAS, the City of Kalispell has collected data and conducted a market study of the salaries paid by Montana cities to their employees to determine the salary market rate for each of the nonunion positions within the City and has thereby developed a market based wage and salary matrix; and WHEREAS, the members of the collective bargaining units for Police, Fire and AFSCME are scheduled to receive wage adjustments in FY2016 pursuant to the terms of their collective bargaining agreements as approved by the City Council in an average amount that is approximately a 3.2% increase in total compensation; and WHEREAS, the City Council therefore finds that it is fair and equitable to increase the salaries and compensation of the City appointed officers and nonunion employees for FY2016 in the average amount of approximately 3.2% which, in addition to the implementation of the market based wage and salary matrix, will include a 1.9% base increase. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS: SECTION 1. The Kalispell City Council hereby finds that it is in the best interests of the City and its employees that the wages paid by the City to its employees be based upon the market for like positions within Montana municipalities and therefore approves the wage and salary matrix attached hereto as Exhibit "A". SECTION 2. The salaries and compensation of City appointed officers and nonunion employees for the period of FY2016, beginning July 1, 2015, shall be consistent with the wage and salary matrix attached hereto as Exhibit "A" and shall also include a 1.9% base increase to pay.
