A REGULAR MEETING OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 P.M., JUNE 15, 2015, IN THE COUNCIL CHAMBERS AT CITY HALL IN KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS JIM ATKINSON, CHAD GRAHAM, PHIL GUIFFRIDA, TIM KLUESNER, ROD KUNTZ, SANDY CARLSON, AND WAYNE SAVERUD WERE PRESENT. COUNCIL MEMBER KARI GABRIEL WAS ABSENT. Also present: City Attorney Charles Harball, City Clerk Aimee Brunckhorst, Finance Director Rick Wills, and Police Chief Roger Nasset. CALL TO ORDER ROLL CALL PLEDGE OF ALLEGIANCE A. AGENDA APPROVAL Guiffrida moved to approve the agenda as submitted. The motion was seconded by Carlson. The motion carried unanimously upon roll call vote with Gabriel absent. B. CONSENT AGENDA APPROVAL 1. Council Minutes - Regular Meeting - June 1, 2015 06-01-15 minutes Atkinson moved to approve the consent agenda as submitted. The motion was seconded by Kluesner. COMMITTEE REPORT - None PUBLIC COMMENT Chris Hall, Public Comment Mr. Hall of 115 West Evergreen Drive complained about the condition of roads in Kalispell and about methamphetamine drug abuse in the valley. David Downey, Public Comment Mr. Downey of 1125 Sunnyside Drive spoke regarding Lawrence Park saying he has been the President of Friends of Lawrence Park for many years. He thanked the city for its parks and spoke regarding their value. He provided the history of Lawrence Park. He reported what the Friends of Lawrence Park have contributed over the years. Mr. Downey would ask that the Council remember the parks during the budget process. Seeing no further public comment, Mayor Johnson closed public comment. E. REPORTS/RECOMMENDATIONS AND SUBSEQUENT COUNCIL ACTION E/1. Motion to Authorize Limited Expenditure of Funds within the Fiscal Year 2016 Preliminary Budget & Call for Public Hearing This is a request for authorization to expend funds from the FY2016 preliminary budget necessary for city operations and schedule a public hearing for July 6. Preliminary Budget Memo City Manager Doug Russell provided the staff presentation on this item. Public Comment Mayor Johnson opened public comment. Seeing none, he closed public comment. Kluesner moved to approve the preliminary budget for 2016 and schedule a public hearing for July 6 of 2015. The motion was seconded by Guiffrida. Councilor Guiffrda provided brief discussion on this item. The motion carried unanimously upon roll call vote with Gabriel absent. E/2. Appointment to the Economic Revolving Loan Fund Committee Kalispell City Council Minutes June 15, 2015 Page 2 RLF Committee Appt Mayor Johnson recommended the appointment of Mark Hensley and Justin Fries to the Economic Revolving Loan Fund Committee. Atkinson moved to approve the Appointment of Mark Hensley and Justine Fries to the Economic Revolving Loan Fund Committee. The motion was seconded by Saverud. Councilor Kluesner abstained from the vote on this item as he and one of the applicants work for the same employer. Motion carried unanimously upon roll call vote with Kluesner abstaining. F. MAYOR/ COUNCIL/ CITY MANAGER'S REPORTS (No Action) City Manager Doug Russell provided the following reports: • The Council reviewed the preliminary Budget last week. Evaluation numbers will be received in August and the recommended final budget will be ready for adoption at the end of August. • Next week's work session will be the Flathead Parking District. Mayor Johnson reported that he will be attending a 911 Committee meeting on Wednesday as it was postponed previously for lack of a quorum. G.
