MEETING DATE: June 1, 2015
BACKGROUND: The Kalispell Downtown Association has submitted an application for the
sale and consumption of alcohol at ThursdayTest scheduled to begin June 25 and run through
August 27, 2015. Thursday!Fest will be held on 2"d Avenue East, between 1st and 2nd Streets
East, including the lawn at Central School Museum.
The Special Event Permit and Alcohol Addendum have been reviewed by the appropriate city
departments and all supporting documentation has been deemed to be in order.
RECOMMENDATION: City council move to approve the Special Event Permit to allow for
the sale and consumption of alcohol at Thursday! Fest June 25 through August 27, 2015.

Re: Special Event City Service -Thursday Fest
The City provides service for Special Events Permits throughout the year. Public works provides services for
Traffic Control (barricading) and Solid Waste collections. The event permit and service costs are outlined as
follows:
Traffic Control (Barricade Fee):
1. $50 per staging: staging service equates to one setup and removal of traffic control devices
Solid Waste Removal
1. $100 per hour: Hour service equates to delivery, one dumping, and removal of container
2. Additional charge of $25 for each addition dumping (4 dumps equal one hour) outside of normal
routine collection route
3. Extended Event — container will be left onsite for the duration of the event.
a. If location of container is on routine route and no special pick up service is required cost will
be prorated by the week base on annual cost of container. Example 300 gal = $3381yr or
$6.50fweek
b. If location of a container is in a location requiring a special trip or weekly dumping on non -
routine daily route then #2 cost will apply.
Thursday Fest service requirements includes 12 weeks of Thursday events for 2015.
Traffic Control per event:
1. city to provide traffic cones/barricades to be used to close 2nd Avenue East for the duration of the
event. City to provide barricades that will be utilized by BID during the duration of Thursdayfest.
Solid Waste:
1. Service requested - Additional trash container for the duration of the event placed in the alley behind
Central School Museum, to be emptied weekly.
• Container location on normal routine route — 300 gallon = $3381year or $6.501week
Total permit cost:
Traffic control service: $50
Solid Waste Service: $100 (container/set/removal/dump) $6.50 x 11 = $71 — Total $171

band stage and directly in front of the band.

Additional trash container for the summer located in the Alley behind the Museum at 2 road barricades for 2nd
Ave. E. dropped once and then left on our trailer until the close of Thursday! Fest.

We have volunteers that clean up the grounds and support staff. All food vendors clean their own areas and haul
their own trash.

A Certificate of Liability Insurance in the amount of at least $750,000 per occurrence and $1.5 million
aggregate must be submitted to the Kalispell City Attorney's office prior to any permit being issued. The
Certificate of Insurance must name The City of Kalispell as additionally named insured on the policy. For

PARADES
NO CANDY OR OBJECTS MAY BE THROWN TO SPECTATORS. The applicant will ensure that
participants do not ride on floats with their legs hanging over the side. The applicant will brief
participants to maintain a safe and constant interval during the parade. This wi .1 help prevent the
"accordion effect'' which results in gaps in the parade procession.

Provide a plan that ensures that underage persons will not obtain alcoholic beverages served at
the event, and the precautions proposed, such as fencing barriers to create separation, use of ID
bracelets, and manned security to adequately secure and supervise the area and the participants
during the event:
This is our 6th year of operation. The entire grounds are fenced with 3 controlled exits to insure
no alcohol enters or leaves the premises. We have trained volunteers with Mt. Servers
certificates that card, sell, and serve the beer and wine. Anyone wishing to purchase and/or
consume alcohol must show proper identification and wear an ID bracelet.

the City, and for adhering to the Kalispell Municipal Code and the Laws of the State of
Montana.

courses must be present at all points of sale and service.
