SUBJECT: South Meadows Drainage Improvements — Phase II
MEETING: March 16, 2015
BACKGROUND: The South Meadows Storm Drainage Improvement Project will address and
mitigate ongoing drainage issues facing the South Meadows Subdivision by providing a
stormwater conveyance system. The project includes installing storm drainage inlets, manholes,
storm drainage piping, re -grading ditches, and cleaning culverts. The first phase of construction
was awarded to LHC Inc. and completed in 2012. The remaining three unconstructed alternates
male up this second phase of construction.
This second phase was previously bid in August of 2014, with two responsive bidders. Both bids
received were well above the project budget of $300,000 with bids of $413,243.12 (LHC) and
$558,136.50 (Knife River). Due to the limited interest in the project and after conversations with
bidders, staff concluded that contractors in the valley had too many other active commitments to
give the City competitive bids. Therefore, staff recommended rejecting all bids and rebidding the
project in the spring of 2015. Council agreed with staff recommendations and the project was
shelved to be rebid outside of the underground utility construction season.
Bids were opened on Thursday, March 51 2015 at 2:30 pm. out of thirteen prospective
contractors who obtained plans for the project; eight responsive bids were received as listed
below in the order opened:

Downing Construction, Inc. was determined to be the low bidder. References for Downing
Construction were contacted and interviewed. Downing Construction was determined to be a
responsible contractor successfully completing projects of similar size and scope.

STAFF RECOMMENDATION: Award the bid for the South Meadows Drainage
Improvement Project — Phase II to Downing Construction in the amount of $245,575.00.
ACTION REQUESTED: Motion to award the South Meadows Drainage Improvements —
Phase H to Downing. Construction for Schedules 1, 2, and 3 in the amount of $245,575.00.
FISCAL IMPACT: This project will be funded by the Storm Sewer Fund (South Meadows
Phase II— 5349-453-430246-954).
Adequate funding is available for all three schedules of this project.
