This project was prompted as a result of the Hwy 93 Bypass Project planned for this summer. An effort Was made by the City's design engineer (Robert Peccia and Associates) to complete the design of the casing project, so that the work could be incorporated into the MDT Hwy 93 Bypass Project. However, after communications with MDT, staff determined there would be a significant cost savings to complete the casing project outside of the MDT bypass project. MDT has requested that the casing project be completed prior to June 1, 2015 to avoid any overlap between the two projects. This project includes the installation of 210 linear feet of 42 inch minimum diameter casing pipe and 480 linear feet of 30 inch PVC sewer main. Bids were received and opened on February 24, 2015 at 11:00 am. Six responsive bids were received and reviewed by Robert Peccia and Associates. The bid results follow: Contractor Total Bid Price LHC, Inc. $1749965.50 Ed Boland Construction, Inc. $196,920.00 S&L Underground, Inc. $227,150.00 Downing Construction, Inc. $241,120.00 Thompson Contracting, Inc. $2481040.00 Noble Excavating, Inc. $28700.00 References for LHC, Inc. were contacted and interviewed. LHC, Inc. was determined to be a responsible contractor successfully completing projects of similar size and scope. STAFF RECOMMENDATIONS: Award the bid for the West Side Sewer Interceptor Hwy 93 Casing Project to LHC, Inc. in the amount of $174,965.50. ACTION REQUESTED: Motion to award the West Side Sewer Interceptor Hwy 93 Casing Project to LHC, Inc. with the execution of the Base Bid. FISCAL EFFECTS: This project will be funded by the Sanitary Impact Fee Fund through the following line items established for the design of the West Side Interceptor: • Three Mile Drive Interceptor Design(5310-454-430635-957) • Spring Creek Interceptor Design(5310-454-430635-958) Adequate funding is available in these line items for the project. ALTERNATIVES: As suggested and approved by the City Council.
