MINUTES OF REGULAR MEETING
APRIL 14, 2015
CALL TO ORDER AND ROLL
The regular meeting of the Kalispell City Planning Board and
CALL
Zoning Commission was called to order at 7:00 p.m. Board
members present were: Chad Graham, Charles Pesola, Rory
Young, Matt Regier, Steve Lorch, Karlene Osorio-Khor and Doug
Kauffinan. Tom Jentz, P.J. Sorensen and Jarod Nygren represented
the Kalispell Planning Department.
APPROVAL OF MINUTES
Lorch moved and Pesola seconded a motion to approve the
minutes of the March 10, 2015 meeting of the Kalispell City
Planning Board and Zoning Commission.
VOTE BY ACCLAMATION
The motion passed unanimously on a vote by acclamation.
PUBLIC COMMENT
No one wished to speak.
AGENCY EXEMPTION —
Notice from the Flathead County Board of Commissioners that it

intends to remodel the historic county jail at 820 South Main

Street, which currently is used as a juvenile detention facility, and

construct an addition to the jail for governmental offices. The
construction may by contrary to the Kalispell Zoning Regulations
in one or more regards, including, but not necessarily limited to,
the number of required parking spaces under off-street parking
requirements.
STAFF REPORT
PJ Sorensen, representing the planning office, reviewed the staff
report for the board.
Sorensen noted agency exemptions are provided for under state
law allowing any agency of the state to declare themselves exempt
from local zoning ordinances. The city is required to provide a
public forum for comments, which the county then takes into
consideration. The board snakes no decisions or recommendations
to city council.
Sorensen concluded by noting he did receive one call regarding
this project and the required parking, adding their concern was that
the city park that is east of the courthouse would not be changed
into a parking facility.
B.J. Grieve, Director of the Flathead County Planning & Zoning
office reviewed an aerial photo and 3-dimentional/elevation
drawings of project for the board. He noted the building is
currently being used for storage and a maintenance shop, and
youth court/juvenile detention offices and facility. The subject
property is zoned P-1 (Public).

Grieve said the reason this project is non -compliant with zoning is
that currently the subject structure has 16 parking spaces available
on the east side of the circle, which does not meet the
requirements of Chapter 27.24 of the city's zoning ordinance and
he added those 16 parking spaces will have to be eliminated
because there will not be enough room for parking in that location.
He reviewed the other parking areas on the county's campus that
can absorb the parking needs of this building.
Grieve added there are no plans to change the park areas nearby.

OLD BUSINESS:
Jentz noted the TKG Spring Prairie Development Phase Four
Growth Policy Amendment, Zone Change, Planned Unit
Development, and Preliminary Plat is on the city council's agenda
Monday, April 20, 2015, along with the second reading of the
Town Pump Annexation. Lorch asked if there were any changes
to the conditions for the Town Pump CUP and Jentz said no
changes were made however, the city council will be holding a
work session on April 27, 2015 to discuss casinos in Kalispell.
There will be a planning board meeting on May 12, 2015. The
only agenda item is a request for a CUP to construct townhomes in
the R-3 zone in West View Estates Subdivision on West Reserve
Drive.
Jentz added the high school parking district is still pending.
NEW BUSINESS:
Young asked if the planning board appointments have been
announced and Jentz said no, but they are scheduled on the May 4,
2015 city council meeting.
ADJOURNMENT
The meeting adjourned at approximately 7:15 p.m.
WORK SESSION
Immediately following the regular meeting a work session was
held to discuss the planning board's bylaws.
NEXT MEETING
The next regular planning board meeting is scheduled for May 12,
2015 beginning at 7:00 p.m. and located in the Kalispell City
Council Chambers, 201 1st Avenue East, Kalispell.
