OLD BUSINESS:
Beehive Homes — 242 Stillwater; new assisted living/memory care unit. Nothing new received yet.
They have replaced their engineer and have hired Mike Frasier and APEC Engineering. This was
tabled at ARC. They may be in on Friday with plans. They need to do a 10' dedication along
Stillwater to the City, and a 20' bike path/pedestrian easement adjacent to that dedication, and a
couple of SID waivers. Sorensen has been e-mailing with Frasier about these items. They may need
to do a Certificate of Survey (COS). This will be on the agenda for next week.
Calaway Apartments —1079 N Meridian; new apartment complex. Nothing new has been received
yet. This will be on the agenda for next week.
91/93/97 Financial Drive — new four-plex CUP. They will now be going forward with all three
buildings, so we will be looking at the entire site. They have changed the open rock for the drainage
in the recreational area to where there will be some sort of barrier and then grass over the top of it.
Full plans have not been received yet by Public Works. They will need to pave their garbage pads.
They will have asphalt and then concrete at the same grade to connect to sidewalk on Financial Drive.
They have three extra parking spaces. The two northern parking spots have problems with backing
up, so they will be landscaped over with a little bump out to back into. The space on the south end of
the southern unit will be eliminated and grassed over. Crowley stated that some of the damaged
sidewalk along their property will need to be replaced. The driveway approach that is not being used
will need to have curb installed along the road. Chief Dedman is fine with their hydrant relocation.
This will be on the agenda for next week.
Captain's Marine — Hwy 93 S; new retail building. New plans have been received. They have
marked off where the ROW is going through their lot, and that there is nothing being developed that
would interfere with the ability to extend United Way down to the south. Public Works has not had a
chance to review this yet. This will be on the agenda for next week.
Canvas Church — 255 Summit Ridge; expansion of existing church. Sorensen stated they will be
restriping their parking lot, which may cause some slight extensions in where they are doing some of
the parking lot. This may have some impact on stormwater calculations. They are still away from the
property line. We have not received anything back from them yet. This will be on the agenda for
next week.
Buffalo Wild Wings — 115 Hutton Ranch Rd; porch addition/remodel existing restaurant building.
They will be doing an 800 sq. ft. addition to the south end of the building. There will be quite a bit of
facade work completed and some restriping to provide a food pick up area. Crowley mentioned that
their sidewalk is not ADA compliant at the ramp as it exceeds the cross -slope. This is passed through
Site Review with conditions.
NEW BUSINESS:
Trinity Lutheran — 400 W California; new maintenance shed. Their existing shed is old and falling
apart. This new shed will replace the old one, and will be approximately 15' x 30'. They will be
painting it to match their youth center building. This falls under our Administrative CUP because it is
a church in an R-3, which is primarily a single-family zone. This has gone through ARC. This is
passed through SRC.
PLANNING OFFICE ITEMS:
Westview Estates Nygren asked for any questions or comments on this project. They have pulled
their street design. They plan to have a private alleyway in the back for driveway access, with a cul-
de-sac at the end. They will need to extend the street to this alley, and dedicate that ROW to the
City. They are doing the CUP first, and will need to come back for the Final Plat. This will be going
to the Planning Board on May 12th
New Subdivision — We have received an Application for Final Plat for a subdivision on the NW
corner of the Gateway West Mall parking lot. This will go to the Planning Board in June. They may
do some multi -family housing. Sorensen stated that they may work with the development across the
street (91/93/97 Financial Drive). Clawson noted that they must maintain a 60' open space from the
mall per the building code. It appears that they meet that standard.

OTHER REPORTS:
Big Sky Manor — 110 2nd Ave W — interior renovations. Young presented this projected. This is
part of the Community Action Partnership program. They will be replacing cabinets, making ADA
improvements, upgrades to their heating and cooling system, and moving the gazebo on the south
side of the building to a different location with a small change to the gazebo area sidewalk. They will
also be changing their access ramps to ADA compatible ramps, moving their ADA parking space to
the front of the building, and redoing the sidewalk up to the front of the building. On the north and
east sides, everything will remain the same. Most of the work will be on the west side. They also
plan to reroof the buildings. This is passed through Site Review.
Courtyard Apartments — 1842 Airport Rd — preliminary review of rehabilitation projects. Young
presented this project. This is part of the Community Action Partnership program. They will be
doing a building addition to the north building community room on the east side, with additional
pervious surface. Their playground has a water problem and they would like to run a stormwater
drain beehive grate that is at finished floor level or at finished floor level minus I". This would go
along to the west and also put in a small swale on the west side to prevent the buildings from
flooding. It's not intended to drain that area but would only be an emergency overflow. Between all
of the disturbed area, they are just over 5,000 sq. ft. Jentz and Sorensen noted that 3/4 of the property
is mapped in the 100-year flood plain. They will also be putting in a new maintenance shed. There
was no flood plain permit originally issued. They could file a LOMR (Letter of Map Revision) or a
LOMA (Letter of Map Amendment) with FEMA. They will be putting in a new gazebo and dog
park. They will be replacing some of the broken concrete sidewalk and make it ADA accessible.
This will be on the agenda for next week.
KRMC Pedestrian Path — McIntyre presented this project. The reason that they are showing the
path stopping before Sunnyview, is that they are reconfiguring the area beyond Sunnyview with a
planned building expansion. Jentz stated that we could tie the C of O to the ER addition and stripe
the roadway in the meantime. They could use our ROW to build the pedestrian path to our standards.
There are no specific parameters. Jentz suggested they indicate that public can be there; sign the
areas that go through parking lots so the public feels access is okay and that they are allowed to be
there. Several options were discussed. McIntyre stated he would like to set up a meeting with Pi,
Mark, himself and Marcello to discuss this further, and the committee agreed.
