BACKGROUND: The Kalispell Parks and Recreation department submitted a successful grant
application to the National Recreation and Park Association (NRPA) in partnership with the
Walmart Foundation and has been awarded $26,200. The funds received will be used to increase
the number of healthy meals through the Summer Food Service Program (SFSP) and the Child
and Adult Care Food Program (CACFP), through an existing partnership between Kalispell
Parks and Recreation and School District 5. Grant funding will be utilized towards facility
improvements, physical education equipment, kitchen equipment and improvements, marketing,
advertising and staffing for nutritional and physical activity programming ($25,000) and a travel
stipend to attend a one day training ($1,200). NRPA is also providing an in -kind match through
training materials valued at $2,797, to implement the nutrition education program.
FISCAL IMPACT: An additional $26,200 for youth camp funding.
RECOMMENDATION: It is recommended the City Council move to authorize the City
Manager to enter into the grant agreement with the National Recreation and Park Association.

Thank you for applying for an Out -of -School Time Programs grant from the National
Recreation and Park Association (NRPA) in partnership with the Walmart Foundation. I
am pleased to inform you that your agency has been selected to receive grant funding in
the amount of $25,000 to support your agency's out -of -school time programs. Your
agency will also receive in -kind training materials valued at $2,796.64 to implement the
nutrition education program, OrganWise Guys (OWG) and a $1,200 travel stipend to
attend a one -day training.
Congratulations — we look forward to working with you to ensure as many children as
possible receive nutritious meals and healthy enrichment activity during out -of -school
times.
The grant agreement period is March 31, 2015 to March 1, 2016. During this period,
your agency is required to:
1. Direct grant funds to:
A. Increase the number of healthy meals children in low-income
communities receive through the Summer Food Service Program
(SFSP) and the Child and Adult Care Food Program (CACFP) during
out -of -school times.
B. Provide evidence -based, age -appropriate nutrition literacy to children
that create behavior change by teaching the importance of healthy
eating.
C. Implement nutrition and physical activity standards that increase
access to healthier foods and increase opportunities for physical
activity.
D. Promote meal and program efficiencies that will reduce costs,
maximize existing resources, decrease food waste, and lead to more
sustainable meal programs.
2. Provide a copy of your agency's W-9 along with this signed MOU by May 1,
2015.
3. Complete the following items at the beginning of the grant period. No grant funds
will be disbursed until both of these items are complete.

a. Complete the Commit to Health pledge form on (accessible via NRPA's
website) for each of your out -of -school time sites where you plan to
implement the Healthy Eating and Physical Activity (HEPA) standards.
Note that while this grant period is less than a year, Commit to Health is a
five year initiative.
b. Complete the Alliance for a Healthier Generation's Healthy Out -of -School
Time Assessment (accessible via NRPA's website) at the beginning of
the grant period and again by January 15, 2016.
4. Send at least one representative from your agency to attend the Nutrition
Literacy and Training Summit on May 12, 2015 in Reston, Virginia. NRPA will
provide a travel stipend of $1,200 to be used for travel and lodging costs.
5. Implement the OWG program in at least 4 out -of -school time sites in the Summer
and Fall of 2015.
6. If selected, administer surveys pre and post -program to staff to evaluate the
effectiveness of the OWG curriculum on increasing knowledge of nutrition and
healthy living.
7. If requested, host a half -day site visit by NRPA staff, including local stakeholders.
8. If selected, host focus groups conducted by NRPA staff at one or more of your
sites to include program participants, parents/caregivers, and staff.
9. Participate in occasional conference calls with NRPA and other grantees, as
requested.
10. If requested, participate in a phone interview with NRPA and a consultant to
share information on your successes, challenges, and lessons learned. Your
information will be compiled into a case study publication which NRPA will
produce as part of this initiative.
11. Share success stories, photos, videos, quotes, local media and other outreach
information highlighting the impact of the grant throughout the grant period.

12. Submit a final report by February 1, 2016 using an online survey tool provided
by NRPA. This report will collect information, such as the number of healthy
meals served and the number of children who participated in your out -of -school
time programs. It will also collect information on how the grant funds were spent.
Termination for Cause: Either party shall have the right to terminate this MOU for
cause if the other party (i) materially breaches its obligations and agreements hereunder,
or (ii) commits and/or demonstrates gross neglect in the conduct of its duties hereunder.
In addition, NRPA retains the right to terminate this MOU, upon written notice, if it
determines that continued affiliation with your agency is inconsistent with its mission
and/or adversely affects its reputation. In order to terminate this MOU for cause, and as
a condition to exercising such right to terminate for cause, a party shall give the other
party thirty (30) days' prior written notice of such intention to terminate, specifying in

detail the grounds or reasons for such termination for cause. Following any notice of
termination for cause, the receiving party shall be permitted a reasonable opportunity to
cure such claimed cause to the reasonable satisfaction of the other party.

Health pledges and Healthy Out -of -School Time Inventories have been completed, a

15. Briefly describe your agency's food service program and the benefits it provides your community. What
challenges exist in meeting the needs of your community?
Kalispell School District 5's food service program strives to provide healthy breakfasts, lunches, and snacks that meet
and/or exceed currem USDA nutrition guidelines. additionally, we work to source local produce, meat, and pulse
cr ps from area °arrrners to support Montana's agricultural economy and to connect kids with their food source. We
also develop scratch -made recipes incorporating local and seasonal produce, such as winter -squash, lentil hr.€m€ us,
beef and lentil patties, Montana -grown whole reheat flour, and salad bar options featuring fresh produce when
available.
We have also developed a partnership with Mission Mountain Food Enterprise Center (MMFEC), on the Flathead
Reservation, and the Western Montana Growers Co-op (Arlee, Montana) to develop products and recipes including a
lacel beef and local lentil crr, r;ble, carrots coins, roasted beet cubes, fresh local fruit and vegetable prepared snacks.
Our food service program also increases community outreach through a partnership with FoodCorps, a national non-
profit service organization with the mission of connecting kids with real food so they can crow up healthy. Kalispell
Food Service has employed a FoodCorps service rnernber for the past four years, who teaches health, nutrition,
cooking classes, brands school gardens, and helps improve food offerings to students kindergarten through 12 grade.
These programs reach out to approximately 5,005 students in the Kalispell Public School District, many of whom are
at risk of hunger,obesity, and diet -related illness. We also operate a backpack prograrn, which sends children at risk
with sacks of food on the weekends.
Through the summer months, we attract kids to our summer feeding sites to participate in the programs and activities
offered. We work with the Kalispell Parks and Recreation Department at one of our sites and we average 123 meals a
day. We would like to focus on n ways to increase promotion to our other feeding sites, improve infrastructure and staff
support to better engage students in nutrition literacy, garden education, athletics, increase meals served, get more
community members involved. We need staff support beyond food service to better achieve this coal.

We plan to increase publicity for the summer feeding program to attract cornmus ity members in need that may not by
aware that our program exists. We will partner with Flathead `alley Community Colleges new integrated Ad program
to increase publicity and outreach through their vasi network of donors and community members, We also plan to
pursue additional publicity through printed signs, posters and advertising,
We would like to also purchase new equipment for the Parks and recreation community kitchen that we use for our
summer feeding program, This includes a holding oven, single door refrigerator, soup warmer, microwave, blender,
knifes and cutting boards. We would like to upgrade the electricity, storage cabinets and upgrade the floor in the
kitchen.
We would also like to purchase picnic tables to increase seating for attendees and supplies to build raise beds at
Woodland Park where attendees could participate in garden education along with nutrition education.
Increasing our physical education and nutrition/garden education staff would greatly increase the number of local
children drawn to the feeding sites and the quality and quantity of education experiences and activities 'they are able
to participate in at each site.

We currently follow the procedure of the of our hot food served is under 4 hours and still in the correct temperature
gauge. At this tune we do not serve any left over fruit or vegetables it is tossed because we are concerned about our
participants touching the product. We are considering adopting an official policy or exploring to reduce food waste.

At this time we do not have any experience implementing a nutritional literacy program.

After reviewing the OWG curriculum on ine„ we would be excited to implement the curriculum, coordinated activities,
and reading events at our summer feeding sites. (3 sites)
our Food orps service member and trained staff, parents and community volunteers will be available through the
summer to lead education in the OGr G curriculum. Our Food ores service member will take the lead in training
volunteers in implementation of this curriculum.

Last summer we had a open house scheduled at the summer feeding program at Woodland park. We had many
activities planned such as; games, a bounce house, face painting, and guest speakers. The media helped promote
the event and we had over 300 people participate.
31. NRPA will be conducting focus groups with some of the grantee agencies including staff, parents/caregivers
and children in the 4th and 5th grades. The focus groups will measure the level of Increase In knowledge of
nutrition and healthy living as a result of nutrition literacy training being implemented through the OWG
Curriculum.

standards for out -of -school time programming.
In the past we had partnered with a proactive and enthusiastic middle school health and physical education teacher
to create a more engaging physical activity curriculum for the surnmer program and a strategy for increased
participation and efficacy of the program.
In compliance with the USDA's School breakfast and lunch requirement,we serve exclusively whole grain products
and require students to take a half a cup of resh fruits and/or vegetables with their meals.
The Parks and Recreation sunirrier day camp program dedicates more than the recommended 60 minutes a day
(outside) to physical activity. The camp walks to every activity (organized games) in Kalispell and goes svlrimming
everyday in the afternoons. During the afterschool program, participants gel, over 45 minutes of physical activity daily.
34. NRPA is asking agencies as part of this grant to pledge to implement a set of nutrition standards in your out -
of -school time programs. Specifically, NRPA would like your agency to work towards implementation of at least
five of the nutrition standards linked here that you are not currently implementing.

The Parks and Recreation Department will plan and organize daily activities for each site; such a aerobic, bone -
strengthening, and muscle -strengthening activities incorporated into games and activities available at our feeding
programs. These activities will be coordinated and led by the Kalispell Parks and Recreation staff and through a
partnership with a local gymnasium, SBGi.

39. What do you anticipate will be the greatest challenges to implementing these nutrition and physical activity

Our biggest challenges in implementing these standards in our summer feeding prograrn will be providing adequate
staffing and promotion of summer events.
We would like to create a schedule ofweekly events so that we can pr sent classes or activities to larger groups. We
would like to bring "local celebrities" (firefighters, librarians, ppoliceman, etc.) to present OW G lessons or physical
activities each week.

NRPA will require your agency to pledge to adopt these standards at 10 of your out -of -school time sites (or the
number of sites you answered in question 26). As part of this commitment you will be asked to fill out the Alliance
for a Healthier Generation's Out -of -School Time Inventory (a series of yes/no questions) once at the beginning of
